“不再適合教導孩子”‧蔡細歷促失言校長退休

(柔佛‧古來)大馬土著權威組織到失言的古來國中校長家聲援及拉布條後,使到原本已經沉寂下來的失言事件再度引起各方不滿,紛紛在社團活動上公開譴責有關校長。其中馬華總會長拿督斯里蔡細歷促請此校長提早退休,因為對方已不再適合教導他們的子女。

蔡細歷週日(8月29日)晚為古來客家公會新屆理事、青年團、婦女組主持宣誓就職後指出,馬華已經指示教育部副部長拿督魏家祥進一步跟進及向馬華匯報有關事件。

調職無法解決問題

他說,事情發生當天,他已經表明馬華的立場,即要嚴厲地譴責校長、要求校長不應該繼續掌校、校長不應該被調換到其他學校擔任校長,因為這只是把問題調到另一個地方。

“身為華人同胞,我們接受任何一個種族都有極端份子,但若極端份子擔任老師及校長來教導我們的子女,這些人是不適合的,他們應該提早退休。”

代表古來區國會議員丹斯里黃家定致詞的古來村長陳益昇也說,如果不對那些不顧及他人,發表不負責任及傷害他人者加以抑制,問題相信會越來越嚴重化,甚至可能造成社會的動亂,嚴重影響國家的發展。

武吉巴都區州議員張震亮指出,這起事件原本應該告一段落,很不幸有關校長又獲得極端土著威權組織到訪她家及打出帶污辱性的“叛國者”口號。

他說,其實校長作為教職員應該避免,尤其是避免與這些極端組織有更進一步的聯繫。

古來客家公會主席李順來在會上便指責發表“乘客論”及“回中國論”的兩位校長,言論存有非常強烈的種族主義,嚴重傷害到校園各族學生建立起來的團結、和睦共處、互相尊重及互相體諒的精神。

“嚴格來說,這兩名校長經不適合繼續掌校,政府應該給予他們嚴厲的處罰,讓他們提早退休,才不會與首相拿督斯里納吉的‘一個馬來西亞’精神及理念背道而馳。”

蔡细历:避免引起误会‧迁校华小应起新校名

(柔佛‧峇株巴辖)马华总会长拿督斯里蔡细历认为,华小在迁校后,已成为一所实实在在的新华小,因此应该给于一个新校名,才不会引起各种误会。

他表示,华小在迁校后也能藉由新校名,反映出该所华校已迁往的新地点。

蔡细历周六(8月28日)晚上为柔佛州幼稚园教师公会庆祝成立30周年举办的“灌溉成长30年联欢晚宴”开幕时致词。他也在会上宣布拨款1万令吉给该会。

他也以近期搬迁的居銮道文华小(SRJK Ladang)为例说,尽管此校由郊区搬迁至振林山新区,但校名却仍然保留着“园丘”之意。

他强调,华小是应该保留向当局登记注册的原有名字,但搬迁后的新华小,则应该另取新校名。

解决短缺问题
料再增6万学额

蔡细历也指出,由1999至2008年期间,当局已为华小增建了1100间新课室、增加15所新华小、搬迁的华小有75所,总共提供了12万个华小学额。

未来预计将再增加6万个学额,以应付华小学额短缺的问题。

“现今华小的发展的确出现矛盾的现象,像新山一些华小的学生人数爆满达3至4000人,但另一些华小的学生人数却不断下降。”

他也说,目前全国超过1290所华小中,其中有519所华小的人数少过150人,另有57所华小的学生少过20人,属于微型华小。

拨款不足于应付需求

他说,许多人认为政府没有给予华小拨款是不对的,尽管政府在第9大马计划中给予华小3亿2500万令吉的拨款,但有关拨款却不足以应付现今华小的发展需求。

因此,他认为,政府在第十大马计划中给华小的拨款,应增加2至3倍。

蔡细历:任议员期间
未曾发生支持信事件

另一方面,蔡细历也指出,向来强调廉政的民联州政府,在仅执政约2年半的时间内,却发生了通过发出支持信取得发展计划的事件,反观他在担任州行政议员期间,就算发出有关支持信,却从未获得任何发展项目。

“国阵在执政中央政府的53年中,为人民作出许多贡献,当然也会有做错事的时候,但民联政府在仅执政2年半的时间内,并没有作出任何明显贡献,却发生了类似的支持信事件。”

蔡细历吁反对党 勿利用回教制造课题

(麻坡28日讯)马华总会长拿督斯里蔡细历吁请反对党不要利用回教品牌,在不懂回教教义之下,敏感种族课题往往变得更繁复与成为严重问题。

他强调,马华懂得处理这类敏感课题,只有反对党为了争取巫裔支持,而著重在回教教义上,必造成反效果。

蔡细历今日出席马华麻坡市议员协调服务中心“老厝”开幕仪式记者会上,针对雪州沙登议员张念群在祈祷室演说,作出上述发言。

他说,政治人物服务的是全民,而不是单一族群,都有一个共同使命,不要因为一小撮人的“有意”,而让土著感受到不被尊重。

“身为领袖,我们要重新考虑这类问题,以确保种族问题不会一再发生。”

蔡氏指出,多年来服务人民并不是为了大选得到选票,马华只希望得到人民认同与支持,并给人民最好的生活环境。

他提及,惟有继续服务人民,才能得到支持,这也是一个终身学习课程,各领袖应尽全力去做。

蔡细历:李志亮为首‧马华设小组处理公民权

(吉隆坡)马华总会长拿督斯里蔡细历宣布,马华将成立一个以马华中委兼内政部副部长拿督李志亮为首的特别工作小组,以协助国内的华裔红登记持有者,处理申请公民权的问题。

他表示,根据马华收集到的资料,全国目前仍有2万5751名华裔持红登记。

他周四(8月26日)下午在马华会长理事会议结束后的新闻发布会上强调,马华感谢内政部长这些日子以来加速公民权申请的工作,但目前公民权申请者人数众多,加上许多申请者迟迟未获公民权,导致这成为外界攻击国阵的课题之一。

“马华也建议,年龄超过60岁,同时子女拥有蓝登记或大马公民权者的申请者,可获取公民权。”

他表示,马华会长理事会给予李志亮6个月期限进行上述工作,而他须在限期后向会长理事会汇报进展。

出席会长理事会议的马华领袖包括署理总会长拿督斯里廖中莱、副总会长拿督林祥才、颜炳寿、拿督魏家祥、总秘书拿督斯里江作汉、总财政拿督斯里陈财和、全国组织秘书拿督郑修强及王赛芝等。

办一个大马文化领袖奖

另外,蔡细历透露,马华将举办“一个大马文化领袖奖”,不分种族选出一名对文化领域具备高度贡献的领袖。

他强调,此奖项奖金10万令吉,而奖项筹委会将由高等教育部副部长何国忠领导,在1周内全权制定遴选机制、遴选委员会等详情,并在2个月后举行颁奖仪式。

他表示,马华在过去曾颁发上述文化奖项,此次复办主要是展现马华对文化的高度重视。

政府须先了解实况
对付失言校长没过慢

另一方面,针对外界认为,政府在对付近日被指发表种族性言论的两位校长,行动过慢一事,蔡细历强调,他本身并不赞同上述说法,因为政府必须了解确实情况后才采取适当行动,这样对涉及学生和校长也较为公平。

他也认为,大家无需对这类问题过度反应。

谈及回教党与行动党在回教刑事法上无法达致共识,因此难以一起执政一事,蔡细历表示,大马人须认清现实,即回教党绝对不会放弃该党的回教议程。

他呼吁,人民睁大眼睛看清楚,不要投选出一个上台会闹出分歧的政府。

“行动党的哲学是要选民先投他们与民联,等他们执政后再来争执,在这样的过程中,人民自然会受苦。”

邀中小企业参与收集意见
马华914办预算案对话

蔡细历强调,马华将在9月14日上午10时,举办预算案对话会,邀请中小型企业与协会参与,收集资料并听取商人要求,以将有关成果提交给首相兼财政部长拿督斯里纳吉作为参考。

他表示希望上述对话会成果能协助首相纳吉日后提呈亲民预算案,以协助国家各领域的发展。

准备脱售世华媒体股权

蔡细历也说,只要价格适合,马华已做好准备脱售旗下华仁控股所持有的世华媒体股权。

不过,他表示今日的会议并没有谈及脱售世华媒体集团股权的课题。

“据我了解,我们持有的世华媒体集团股权少于5%,而我们认为只要价格是对的,马华很乐意售出有关股权,毕竟这是间挂牌公司,我们不会公开讨论脱售股权一事。”

蔡细历:只会发文告自抬形象‧捍卫华教有人假付出

(雪兰莪‧巴生)马华总会长拿督斯里蔡细历表示,华社必须看清谁才是真正为华教付出的人士,因为往往只会发文告提出华教问题者,并没有付诸行动协助处理,旨在利用华教课题,达到自己的政治议程。

也是国阵总协调的他说,这一小撮人,每次只会发文告提出种种要求,企图制造假象,让社会大众认为他们真正在捍卫华教。

他周三(8月25日)傍晚为直落昂利民华小主持“绿色精明化课室”启用仪式致词时指出,其实,一直以来,真正捍卫华教的是董家协、教师及热爱华教人士;他们的付出与贡献,可以从筹建学校软硬体设备的努力看出。

“虽然大马教育自由,但无可否认的是,华小向来都是处于艰难发展环境中,国内1292所华小,几乎超过半数,都属半津贴,政府除了津贴行政开销,软硬体设备只有靠董家协和华社的慷慨捐助,筹建而成。”

巴生首间绿色精明化课室

他表示,利民华小虽处在偏僻地区,但有幸获MTV DIGITAL TECHNOLOGY有限公司董事经理拿督王明雄赞助6台55吋液晶电视,落实巴生第一间绿色精明化课室,让此校有机会迈进现代化高科技学校,可喜可贺。

他说,一图胜千言,落实绿色精明化课室,配合动画教学方法,相信将会更吸引学生专心上课,从而简化教师的教学工作。

他宣布,拨款3万令吉给此校,作为发展基金。

出席者包括此校校友会主席周明华、家教协会主席叶清春及校长童瑞坚等。

Chua: Some Chinese schools lacking in funds

PORT KLANG: Some Chinese schools face a huge financial challenge because they are only partially-aided by the Government, said MCA president Datuk Seri Dr Chua Soi Lek.

He said almost half of the 1,292 Chinese schools nationwide were partially-aided schools.

The onus, Dr Chua said, was on other parties including the schools’ boards of governors to raise funds.

“Chinese schools are able to keep going because of Chinese associations, boards of governors, Parent-Teacher associations and well-wishers,” he said when launching the installation of an LCD-based teaching aid at SJK (C) Lee Min in Telok Gong here yesterday.

The hardware was donated by local television manufacturer MTV Digital Technology Sdn Bhd, with the software sponsored by Multiple Technology Sdn Bhd.

Six classrooms in the school were fitted with the equipment.

Dr Chua also announced that the school would be given an allocation of RM30,000.

蔡細歷:“年杪前各找50新選民”‧檳吉玻47治安委會須做好榜樣

(吉打‧雙溪大年)馬華總會長拿督斯里蔡細歷說,吉打、玻璃市及檳州的47個聯邦政府新村發展暨治安委員會的村長及理事,必須在年杪前各找到50名新登記的年輕選民。

他也希望吉州新村村長能仿效柔佛州成立新村村長聯誼會,以便村長面對問題時能互相指導及學習。

他說,首站的村委會匯報會在北馬進行,所以要做好榜樣,登記新選民任務就要落在北馬合計47新村村長和理事身上。

新村已不再是國陣堡壘

他指出,新村在90年代大選時是國陣的堡壘,如今局勢已開始的轉變,新村已不再是國陣堡壘,只有50至55%的村民支持國陣,因此唯有通過親民活動才能拉近彼此之間的關係。

蔡細歷週一(8月23日)在雙溪大年PARK AVENUE酒店出席村委會匯報會主持開幕時,這麼說。

聯邦新村村長為民服務
必須貢獻地方發展

蔡細歷說,村委會的村長就是代表馬華及政府,他們必須為人民做出服務,加上親民與讓人民覺得可靠的村長,才是馬華最想要的人選。

“村長應該善於宣傳為人民爭取的各種福利,讓村民知道聯邦村長是有在做工。”

他說,聯邦新村村長所做的每一樣事情都是必須對當地發展有貢獻,並不可以為了某一方面而靜悄悄進行。

讓年輕村民看到國陣努力

他坦承,新村的年輕一代村民已不在當地居住,但他們仍是當地選民,因此國陣尤其是馬華領袖在新村作出的努力,沒有機會讓年輕的村民看到,大選時因此不支持國陣。

“我們已指示村長向在外工作的年輕家屬索取聯絡電話及住址,以便黨中央領袖能抽空聯繫他們進行交流,將新村發展告知他們,讓他們知道國陣領袖是有作出努力的。”

村長聯繫官員事半功倍

他說,村長一職只是當家不當權,很多東西需要通過政府機構官員爭取後才能落實,因此他希望村長能與土地局官員、縣署官員、警方及州發展局官員保持聯繫,如此做起事來才可達成事半功倍效果。

蔡細歷直言以往村長委任村委時因貪方便,只委任身邊幾名友人掌職,但如今局勢跟往常不一樣,村長必須要委任能做事的人,並建議村長在委任前能與黨州及區會領袖作出商討。

SUNGAI PETANI: Investigations into the alleged use of Penang Chief Minister Lim Guan Eng’s name during Friday prayers should also include checking the particular contentious text, said MCA president Datuk Seri Dr Chua Soi Lek.

“The main question here is whether the text was approved and what was the motive for the name of a non-Muslim to appear in the Friday prayers conducted in the said mosques.

“Also, when the name was inserted, was it with his (Lim’s) consent or whether he (Lim) was aware of it,” he said.

Dr Chua said he did not know much about the issue and only got to read about it in a Malay daily.

It was reported that Penang police had also set up a special task force to investigate reports that Lim’s name was used instead of the Yang di-Pertuan Agong during Friday prayers in two mosques in the state.

Earlier, when opening a leadership course for new Federal Village Security and Development Com-mittee (JKKP) heads in Penang, Kedah and Perlis, Dr Chua reminded the Chinese new village chiefs not to “bite the hand that feeds them”.

He added the leaders should bear in mind that they represented Barisan Nasional and the Federal Government in the new villages.

“Therefore, they should have the sensitivity and awareness about their roles, and how they should discharge their duties as community leaders,” he said at the one-day programme yesterday organised by MCA with the co-operation of the Housing and Local Government Ministry.

Dr Chua added the MCA leadership and the ministry hoped the JKKKP leaders would also use the financial allocations with utmost care.

On the allegation by 988 Chinese radio station host Jamaluddin Ibrahim that Dr Chua had used a discriminatory remark on him, the party president said: “When Jamal started talking, I reminded him that this (month) is Ramadan.

“(There was) nothing excessive and I hope Jamal will not refer to religion or whatever he thinks that he can abuse for his own interest.”

An online news portal had reported that Jamaluddin was seeking an apology and clarification from Dr Chua, after the latter allegedly told him to be more responsible as a Muslim over the issue.

Jamaluddin was taken off the air and told to go on leave by 988 chief executive officer Wong Lai Ngo after the company received a warning letter from the Malaysian Commu­nications and Multimedia Com­mission (MCMC).

MCMC had deemed as offensive certain contents aired over the radio station.

Star RFM Sdn Bhd chairman Datin Linda Ngiam on Aug 19 said the company was conducting an investigation into the matter.

(霹雳‧双溪古月)马华总会长拿督斯里蔡细历说,马华将在周三(25日)会见首相,希望政府拨出220万令吉的助学金,每年给予50位独中统考优秀生。

他并说,今年进入国立大专的华裔人数达92%,也是马华接到最少学生投诉的一年。

蔡细历周日(8月22日)晚上为应新华小主持新校舍开幕礼后,出席此校的筹募学校设备基金晚宴致词时说,国家独立以来,今年有最多大马教育文凭考试的华裔优秀生获得政府的奖学金,这是马华努力取得的成果,而马华也要感谢首相。

董家协、校长、老师及华裔是真正捍卫华教者

他他指出,真正捍卫华教的工作者,是董家协、校长、老师及华裔同胞。

“大家默默耕耘,出钱出力,不像那些(反对党)只发文告,但没有实际行动。”

他说,马华同时高度重视独中,并已要求政府批准独中生申请高等教育基金贷款,以及和政府探讨让他们进入师训。

蔡细历也宣布拨款5万令吉给应新华小。

Chua confident A-G, cops will not react to demands

MALIM NAWAR: Datuk Seri Dr Chua Soi Lek is confident that the police and the Attorney-General’s (AG) Chambers will not react to demands that his speech made at a recent economic congress be deemed seditious.

“My speech during the congress was made in front of the Prime Minister and no one touched on the special rights of Malays or issues which can be declared as seditious,” said the MCA president.

Dr Chua was also unperturbed by Perkasa’s call for him to be charged for sedition.

Perkasa president Datuk Ibrahim Ali claimed Dr Chua’s persistent call to abolish the 30% bumiputra equity quota has distressed the community.

At the Aug 14 congress, Dr Chua said the MCA had advocated that bumiputras be given price preferences in certain economic sectors when the economy was liberalised for open tender.

To enable bumiputras to compete on a more equitable basis, he said the MCA proposed a gradual reduction of the 30% equity.

Asked whether he was irritated by Perkasa, he said the group had the right to voice their views in a democratic country.

However, he said the media should stop highlighting the views of extremist groups as it would make them bolder in coming out with more extreme demands.

“We are walking into their trap. Their style of politics is the 60s style where they talk about race.

“If the media do not entertain them, they will stop,” he said after a dinner at SJK (C) Ying Sing here yesterday.

Dr Chua said such extremist groups “are getting popular for no reason with the help of the media”.

Earlier in Petaling Jaya, Ibrahim claimed the authorities had sufficient grounds to charge Dr Chua under the Seditions Act.

He said this in response to Perkasa economic bureau director Dr Zubir Harun’s call to have Dr Chua arrested under the Internal Security Act for disregarding “national interest”.

Perkasa and the Malay Consultative Council had condemned some resolutions made during the congress.

Dr Zubir was quoted in an online news portal as saying that Chua had made unwarranted demands.

蔡细历:非偏向反对党 年轻人也支持马华

(芦骨22日讯)马华总会长拿督斯里蔡细历认为,时下年轻人偏向反对党的说法,并不完全恰当。

他说,世界上所有民主国家中,都会出现30%支持政府者、30%反对政府者,而另40%则属于随时会改变主意,所谓的中立者或观望者。

询及时下年轻人对马华的态度或印象时,蔡细历说,这个并不是一个问题,因为仍有许多年轻人加入马青。

“我不敢说时下年轻人对马华没有问题,只是现在年轻人的思考能力比较强,要求也比较高,他们对政府的看法,已和过去的长辈不同。”

蔡细历呛讲一套做一套‧“民联像国阵一样贪腐”

(霹雳‧太平)马华总会长拿督斯里蔡细历指出,民联在一些州属执政只有2年半,但一样出现腐败舞弊,而且讲一套做一套,与国阵都是一样的(sama -sama)。只是国阵已执政了53年,腐败会多一些,但民联也非完美,相信它若执政久些,弊端便会更多。

若能解困马华也挺民联

他说,不要以为若民联执政,一切华社的问题便会迎刃而解,包括取消马来人特权。

他说,“我重申若是如此,马华也会全力支持民联。”

蔡细历周五(8月20日)晚出席马华太平区会所主办的感恩及团结宴时,揄揶民联在一些执政的州属,一样支持信满天飞,而且还闹出小贩要自杀等事件,证明该阵线言不由衷。

谈及马华的高调问政态度时,他说,马华在会长理事会上,已决定要跨越种族,凡事针对课题回应及作出解决,突破传统的保守处理方式。

“马华过去的低调问政,被误以为是福利团体,因此必须回归政治,如行动党一样的高调宣传。”

扬言使统考文凭受承认

他说,马华其实在最近已解决了许多华社课题,包括独中生在进入大专院校时可申请贷学金、大马教育文凭优秀生获得奖助学金、全津及半津学校从明年开始可获水电费等。

蔡细历也说,马华有信心可以争取独中统考文凭受承认,只是目前仍有一些技术问题待解决而已。

他希望巫统也能以跨种族方式处理政策课题,以便成为国阵的好榜样。

“因此,我希望华社能给予国阵一个机会,以便逐步解决华社所面对的问题。”

吁党员大选勿互抽后腿

蔡细历呼吁党员矛头对外,而非在大选时互抽后腿。

他说,马华目前已没有安全选区可言,也不要指望华人支持马华是理所当然,如果没有党员的全力支持,马华在每一个选区都无法获胜。

他举例在北霹雳区,马华只有一个州议席,如果拥有9000名党员的马华太平区会,其中有30%党员抽后腿,来回便失去了5000张选票,在这种情况下,马华要保住这个选区是非常困难的。

大课题马华得分仅0至3%

他说,在乌雪补选后,马华曾通过专业公司进行了3个月的调查工作,结果发现华裔对马华领袖在地方上的服务给予60至70%的满意度,但对国家的重大课题,却只给予零至3、4%而已,原因是华裔认为马华只会内斗,而且只重视党职及官位而已。

“因此,马华认为是时候要高调论政,并针对课题处事,让华裔了解马华也有处理大课题的能力,突显党的观点及焦点。”

蔡细历:爱国才提经济改革建议


(怡保21日讯)针对与副揆隔空喊话,马华总会长拿督斯里蔡细历回应,他在「华商经济大会」上所建议的,都是关注国家经济的改革和转型来达致新经济模式的成功,并没有其他议程。

蔡细历在马华主办的「华商经济大会」上建议逐步削减土著30%股权的课题,与副首相丹斯里慕尤丁隔空喊话,而首相拿督斯里纳吉更于昨日开声劝解,指称国阵成员党领袖之间所面对的问题,应通过协商解决。

认同首相内部协商

蔡氏指出,华商经济大会是一个经济研讨会,他所提出的建议都是关乎国家经济的改革和转型,即是如何加强国家竞争条件、吸引更多外资及重视绩效来提高国家的生产力,以便达致新经济模式,成为高收入的国家。

对于首相所提出的成员党面对问题应内部协商解决,蔡氏认同是一件好建议,在国阵对存有很多敏感的课题,都应该通过国阵内部管道解决。

没任何议程用意

Press statement by MCA President Datuk Seri Dr Chua Soi Lek on 988 DJ Jamaluddin Ibrahim being taken off the air by radio station

The MCA has never interfered in the operations of The Star Publications (M) Bhd and its subsidiary - Star Rfm Sdn Bhd which owns the 988 Mandarin radio station. The party is fully aware of the status of The Star Publications Bhd as a public listed company and its responsibilities to the shareholders.

I met disc jockey Jamaluddin Ibrahim on May 3, 2010, at the MCA headquarters after the latter requested to see me. Such meetings with journalists, whether print or electronic, is part of my duty as the party president, It is not true that I have met him five times as he has claimed.

Jamaluddin, as a Muslim, should be more responsible and not made misleading and wrongful statements, particularly in this holy month of Ramadhan.

I am given to understand that the 988 radio station has received a warning letter from the Malaysian Communications and Multimedia Commission (MCMC). I am informed that Jamaluddin was asked to go on leave.

The MCA is not responsible for the decision on Jamaluddin. I reiterate that the MCA will not intervene in the case and that the matter will be fully handled by the management.

I wish to reiterate the new MCA leadership would not interfere in the operations and management of The Star and the 988 radio station. Star Publications, as a listed company, has an independent management and the professional team should be left to make their operations decisions.

I also believe that the media group should not be used or abused for any individual agenda.


马华总会长针对988电台主持人迦瑪事件声明

马华总会长拿督斯里蔡细历医生今日重申,马华领导层從未干预《星报》及其属下的 988电台的运作。
他说,马华了解《星报》作为一间挂牌公司的地位,以及它必须对股东所负起的责任。

他说,在迦玛主动要求下,他在5月3日和迦瑪在马华总部会面一次。

蔡细历发表文告指出,他和新闻工作者会面,无论他们是来自印刷或电子媒体,也是他身为马华总会长的工作之一。
“ 迦玛鲁丁指他五度会见我是不确实的言论。迦玛身为一名回教徒,必须更负责任和不应发表误导及错误的言论,特别是在圣洁的斋戒月里。”
他透露被告知,988电台接到通讯和多媒体委员会的警告信,并获通知迦玛受指示请假。

蔡细历重申,对迦玛作出的决定,马华没有做出任何的指示,同时强调马华更不会插手干涉此事,马华也將此事交由管理层全权处理。

他声明,马华领导层不會干涉《星报》和988电台的操作和管理,《星报》集团屬於挂牌公司,它拥有独立的管理和专业队伍作出决定。
“我相信媒体機構不应被任何有个人议程的利用和滥用。”

蔡细历:民调不影响本分

(吉隆坡17日讯)马华总会长拿督斯里蔡细历表示,有关他仅获9%华裔支持的民调并不会影响他的工作,最重要的是他做好本身的任务,为华社谋取利益。

「我每次竞选都在都不被人民看好的情况下取得胜利,因此这件事(民调偏低)不会影响到我的工作。」

他是在今午拜访精武体育会时,受询及民调指他只9%华人支持率的问题时,表示本身的政途历经大风大浪,相较之下,此调查报导不足为道。

蔡细历在前年元旦因「光碟事件」黯然下台,并辞去官职及党职,仅保留普通党员;但在数月后的马华党选中,在署理总会长三角战激战中取胜;但在去年826遭马华纪委会革除党籍,并通过去年的「双十特大」翻身,进而在今年328重选中,击退时任总会长拿督斯里翁诗杰,以及前总会长丹斯里黄家定而当上马华总会长。

询及副首相的言论时,蔡细历表示,他已通过文告来回应,并指许多事情无需通过媒体展开骂战,因为口水战无法解决问题,反而导致问题更加复杂化。

蔡细历今天也宣布马华拨10万令吉给精武体育会,充作筹建基金。他也认为,尽管武术拥有数千年的历史,但是它流传下来并非理所当然的事,需要靠有组织及系统化地去推动,而社会不仅要给予精神上的支持,更需要有物质上的支持才能成功。

曾担任过柔佛州行政议员(掌管旅游与文化)的蔡细历也感叹,国人去旅游时,不太重视参观他国的文化与博物馆,反而重视购物及饮食。

MCA President Datuk Seri Dr Chua Soi Lek’s statement – MCA is sensitive of its role in BN but it has its role to play as a Chinese-based party

MCA is disappointed with Deputy Prime Minister and Umno Deputy President Tan Sri Dato' Haji Muhyiddin bin Mohd Yassin for raising the specter of May 13 incident.

If Malaysia wants to achieve the target set up in the 10th Malaysia Plan and New Economic Model to become a high-income nation by 2020, it has to attract domestic and foreign investment.

In order to attract RM115 billion of private investment per annum under the 10th Malaysia Plan, we must ensure that our economy is competitive and vibrant.

We can only achieve the target by liberalizing sectors such as oil and gas as well as telecommunication; rationalizing subsidy and opening tender with price preference to Bumiputras.

An expanding economic cake is like rising tide that lifts all boats, so that all Malaysians will have a fair share of wealth distribution.

In a multi-racial country, growth should not be a zero-sum game as there are reasons to worry that we will continue to be trapped as a middle-income country if we do not liberalize our economy and boost investment.
At no time, we talk about the special rights of the Malay community.
We reaffirm that affirmative action should be based on needs, merits and be market-friendly.

We advocate that Bumiputras should be given price preference in certain economic sectors when the economy is liberalized for open tender.
To enable the Bumiputras to compete on a more equitable basis, hence, we propose for gradual reduction of the 30% Bumiputra equity and the introduction of price preference.

MCA is sensitive of its role within the Barisan Nasional but we have a role to play as Chinese-based party so that we can continue to be relevant.

The loyalty of the MCA towards Barisan Nasional should not be questioned as it has gone through good and bad times when Umno suffered setbacks. Back then MCA had delivered support to ensure its victory in the general elections.

The socio-economic condition in Malaysia today is totally different from that in 1969 as Malaysians are capable of having rational discussions without beating the racial war drum.

All we ask for is fair share. Rest assured the MCA has no plans or interest to deprive other communities of what is rightfully theirs.

遗憾慕尤丁重提513事件言论 蔡细历否认马华质疑土著特权

(吉隆坡17日讯)马华总会长拿督斯里蔡细历医生今日强调,马华从未质疑我国各族群的权益,马华也不曾因为捍卫华裔权利而质疑土著特权。

他说,马华是基于国家经济发展和前景,为达到高收入经济国家的目标而提出建议,这是不能被诠释为触及他族敏感性,或被指抵触其他族群的权益。

蔡细历今日发表文告,针对副首相丹斯里慕尤丁提醒马华,不要为本身族群的奋斗而触及他族权益的问题,作出上述的反驳。

他也对副首相重提513事件感到遗憾,并指出今天我国各族人民的经济状况和社会地位,和1969年的情恍是不可同日而语。

“今天的情况和40年前已是截然不同,如今各族人民都能更理性的看待和讨论过去被视为敏感的课题,他们更了解国家的需求和现实情况。

” 他强调,华人经济大会通过的宣言也没有质疑土著特权,我们重申和关注的是,我国必须调整和采取与时并进和更开放的政策,以适应及配合全球市场自由化的脚步,这也经济大会通过逐渐收回土著拥有30%股权的硬性规定的原因。

“为确使土著有能力竞争和参与投标,马华建议为土著投标商家提供一定数额的折扣价格,这也反映马华正视和了解土著的情况;在多元种族的社会里是不能存在'零和游戏' ,我们必须扩大经济蛋糕,让每一个族群都有机会分享,这才是治国之道。

” 蔡细历指出,如果我国要在2020年成为高收入国家,每年必须吸引高达1千115亿令吉的私人投资,这才能达致第十大马计划及新经济模式所预订的目标。

他说,为确保我国经济保持竞争力,诸如开放能源及电讯领域是有必要的,此外调整物价津贴和公开招标工程也应付诸实行,同时采取积效和亲商的政策。

蔡细历表示担心,如果我国无法吸引更多外资,经济领域也缺乏自由化,结果无法达致即定的国家发展目标,那么我国将继续的陷入中等收入国的困境。

“马华了解国阵精神和所扮演的角色,我们也一直保持敏感度,但马华作为一个华基政党,它必须负起维护族群利益的任务,这样马华才能适合时宜的继续进行政治奋斗。

” 他声称,马华对国阵的忠心是不应受到质疑,因为是巫统过去在面对问题时,马华对国阵是不弃不离,马华在过去多届的大选中,也协助国阵取得耀煌胜利。

“马华要求的是公平的对待,马华绝无意剥削任何一族群所应享有的权益。”

蔡细历:缺乏创意革新思维‧大马教育只培养“书虫”

(森美兰‧芙蓉)马华总会长拿督斯里蔡细历说,尽管政府发展教育的拨款很多,可是,大马的教育制度却出现问题,造成学术水平低落,只培养“书虫”,而不是有创意及革新思维的青年。

毕业生无法达到市场要求

他指出,教育制度出现问题导致高等教育文凭至大专水平低落;根据市场评估,这些毕业生无法达到市场要求。

他建议政府全面检讨考试制度,包括小六评估考试(UPSR)、初中评估考试(PMR)及大马教育文凭考试(SPM),再以校际评估考试来找出平衡点,才不会造成学生面对太大压力,也不会只栽培出“书虫”。

蔡细历周日(8月15日)晚上出席森美兰精武体育会举办的百年精武,印象精武纪念晚宴时致词说,大马要在2020年成为高收入国,最大的挑战是有没有足够的人才。

经济措施须朝向开明方向

“根据调查,大马的技术人员只有23%,比韩国、新加坡、香港及台湾少,加上新经济政策没有提供平等机会,行政上的偏差导致人才外流。”

他认为,今日(周一,8月16日)已不是族群之间的竞争,而是面对全世界的竞争,要吸引外资就必须确保经济措施朝向开明的方向,而且只有平等的教育机会,各族群才能在不分肤色下进入国立大专,栽培更多人才。

人民无法接受民联执政两年半就腐败

蔡细历表示,国阵政府执政53年出现一些腐败情况,但是,民联政府执政两年半就出现腐败情况,这是人民无法接受的。

他坦承国阵政府不是一个完美的政府,确有腐败、贪污和滥权情况,不过,民联政府两年半就出现腐败,只要有支持信就可拿到工程。若没有错误为何要开除自己人,还要开听证会?

一个大马不是空喊口号

他说,首相纳吉提倡的一个马来西亚理念不是空喊的口号,政府会公平对待各民族,在这理念下接受多元种族,和睦共处,国家才能稳定发展。

他说,只要领导人民度过经济难关,有正确的方向,人民感受到希望,就会对政府存有好感,也会信任国家领袖所引领的方向一起迈进。

马华不逃避反映华社意愿的责任

Umno Vice-President Dato' Seri Hishammuddin bin Tun Hussein's statement yesterday that MCA should not forget the struggle of Barisan Nasional when fighting for the Chinse's demands, shows that some Barisan Nasional leaders have yet to learn from the 308 General Election and do not understand the urge of the people to reform.

The results of the 308 General Election had clearly reflected the change in people's thinking, the new MCA leadership also understands that it must change to regain the people's support and trust. If some Barisan Nasional leaders continue to live in their own world, they will certainly push MCA to its doom and it will not bring the ruling coalition any good.

MCA respects the view of Dato' Seri Hishammuddin but he cannot blame MCA for deviating from the objectives and struggles of Barisan Nasional simply because MCA has a different voice from him or other component party leaders.

The new MCA leadership strongly believe that its political struggle is totally reasonable and legal. MCA will not be afraid for sharing similar views with DAP in terms of the benefit of the community and choose to run away from making a stand.

MCA will push hard for the implementation of the 13 resolutions passed during the Chinese Economic Congress held on Saturday because the resolutions are not only related to the Chinese community but also the future of the country's economic development.

MCA reckons that it has the responsibility to reflect the wishes of the Chinese community due to globalisation.Otherwise, not only MCA will lose the community's support, it will not be able to also justify its political existence.

(吉隆坡16日讯)马华总会长拿督斯里蔡细历今日严词驳斥巫统副主席希山慕丁,指一些国阵领袖时至今日仍不明白308海啸大选的启示,更不了解人民强烈求变的心态。

他说,308大选成绩清楚的反映人民思变,马华新领导层也了解必须彻底求变以挽回人民的支持和信任,如果国阵成员党领袖还采取依然故我的态度,不但牵累马华,也会让国阵继续流失选票。

蔡细历今日针对希山慕丁提醒马华,不要忘记国阵成员党达致的协议的言论发表文告。他强调,如果马华在关系到华社权益课题上不敢明确表态或据理力争,这将导致华裔选民对马华不再寄以任何希望,在来届大选也不会给予马华一个机会。
“希山慕丁可以有个人的看法,但不能因为马华的看法,和希山或其他的国阵成党领袖有所不同,就被视为是偏离了国阵奋斗目标。”他说,马华新领导层坚决认为,马华秉持的政治斗争,是合情、合理也合法,马华不能为了避免在一些课题上和行动党的看法相似,结果为了避嫌而选择保持缄默,这样的马华还能获得华裔支持吗?

蔡细历强调,马华坚持和争取落实大马华人经济大会通过的13项宣言,这些宣言不只是关系华裔族群的权益,它实际上是关系到整个马来西亚的未来经济发展和国运,马华了解华社在全球化大趋势下的诉求,马华是不能逃避反映华社意愿的责任,否则马华将失去它作为一个政治团体的存在价值。

蔡细历:助继续深造‧马华力争7A生奖学金

(吉隆坡)《星洲日报》探悉,马华总会长拿督斯里蔡细历今日(周日,8月15日)在全国马华区会汇报会上透露,马华也极力为逾160名考获7科A以上的SPM优秀生争取奖学金,以协助他们继续深造。

他说,马华已提呈相关名单给首相拿督斯里纳吉。

据出席汇报的基层领袖透露,蔡细历也告诉他们,在之前,马华已成功为大约50名独中优秀生争取到奖学金,赴海外深造。

除了教育课题之外,在这项汇报会上,各区会领袖也受促要加强网络,如善用推特、面子书等,因为来临全国大选将是朝野展开“电子选战”。

在汇报会上,各区会领袖也再次被提醒须根据党员名册寻找选民,协助他们登记为选民。目前全国共有430万名国民未登记成为选民。

蔡细历不担心引土著不满 国家发展非零和游戏

(吉隆坡14日讯)马华总会长拿督斯里蔡细历不担心经济大会提到废除土著30%股权政策,会引起土著的不满,因为国家发展不是零和游戏。他在闭幕后记者会上,以谨慎的态度回应一名马来报章记者的询问。

他说,国家发展不是零和游戏,不是华人得到,就代表马来人得不到。“我们要知道,国家经济好时,有竞争力时,全民都会受惠,相反的,全民不会得到好处。”

(吉隆坡)马华在事隔10年后,再次举办华人经济大会,马华总会长拿督斯里蔡细历在首相拿督斯里纳吉的列席下提出多项诉求,包括要求政府逐步开放上市公司的30%土著股权,以及考虑弹性处理其他领域的30%土著股权。

他也要求政府开放官联公司给非土著参与,让首相领导下的新经济模式和第10大马计划更有效落实。

蔡细历今日(周六,8月14日)在华人经济大会开幕礼,在致词时提出以上的要求之外,也要求政府自由化27个服务领域、实行公开招标政策和最低薪金制,以及增建华小等。

对于蔡细历提出的各种诉求,首相纳吉在致词时并没有具体作出回应,惟蔡细历较后透露,首相答应会尽快召见马华领袖商讨有关的诉求。

首相没具体回应

蔡细历在记者会上指出,马华领袖发现马华已超过10年没有举办经济大会,所以他在马华重选并当选总会长后,决定举办今次的华人经济大会。

他称,他们特别邀请首相亲自来开幕,并把大会上通过的数项议案拟成备忘录提呈给首相,而首相也一口答应在接过备忘录后,将会尽快召见马华领导层进行商讨。

他说,他致开幕词时提到多项政府必须逐步开放的领域和落实的措施,而政府应根据各领域的需求和绩效提供帮助,而非以种族区分。

“虽然政府在各行业和领域已逐步开放30%的土著固打,但为了让国家有更好的竞争条件,政府更需要再逐步开放。”

他强调,他并非要求政府开放所有领域的土著股权,而目前需要开放的领域是发展商和承包商。

F级发展商应开放竞标

马华总会长蔡细历提到,在国家经济逐步开放的同时,政府也要落实土著享有“价格优先系统”(Price PreferenceSystem)的措施,以避免发生“阿里峇峇文化”;即土著发展商标获发展工程后,却因为没有能力及财力等问题,而转让给非土著发展商。

他说,此措施可使土著获得竞标优势,而土著企业也有机会参与竞标,进而避免许多发展工程遭展延,而且没有公道的售价。

“目前最好的例子就是F级发展商(土著),我们认为应该同时开放给土著与非土著竞标,而土著发展商招标的价格可以比非土著发展商具有优势,价格优遇系统需经讨论后制定。”

受询制定土著享有“价格优先系统”遭人滥用的问题时,蔡细历认为,只要政府制定良好的监管系统,就不会发生此事。

“我们只要公平竞争,只有各族都发财,这个国家才能拥有财富。”

他声称,落实“价格优先系统”的同时,也必须拥有透明的基制,让有意竞标的非土著发展商,甚至各族人民确知当中的差额。

应允非土著涉石油电讯

马华总会长蔡细历说,首相纳吉应该考虑开放石油、天然气及电讯领域,让非土著参与,成为研究、建筑平台、物流、油台等的投资伙伴、发展商及承包商,协助中小型企业的发展,并使电讯领域获得全面的开发。

他在致词时指出,目前经济开放最好的例子是石油与天然气领域,包括运输、燃料供应、燃油化学研究、教育及技术的培训,这也促成大马的石油与燃料领域发展至国际水平。

“可是,比起非石油生产国如新加坡,大马中小型企业的商机还是很微小,所以需要使有关领域成熟地发展,并开创有关领域,把大马的生产总值推上高峰。”

他提到,全面开放电讯市场可使竞争增加,使电讯服务的收费降低,并提供外资更好的商业环境,尤其跨国企业可以在大马设立公司。

他称,提高电讯业的竞争力对电讯业和消费者都有利,但目前在固打制度下,电讯服务的收费非常昂贵,而国内的宽频使用率未达到预期目标。

“我们好不容易才达至40%的渗透率,相比之下,其他国家有更高的渗透率。”

蔡細歷促首相逐步開放經濟

(吉隆坡)馬華總會長拿督斯里蔡細歷促請首相拿督斯里納吉逐步開放經濟領域,包括石油與天然氣領域、通訊領域予非土著,讓非土著成為政府相關公司的董事局成員,並彈性處理30%土著股權的政策。

他今日(週六,8月14日)在華人經濟大會上致歡迎詞時說,為了確保新經濟模式與第十大馬計劃的成功,他建議從船運、天然氣分銷、石油化學、教育及技職培訓做出開放,讓更多的非土著成為聯營伙伴、承包商及二手承包商。

他也建議政府開放政府相關公司董事局,讓更多的非土著及國際專才加入董事局,同時開放採購系統,讓中小企業以服務和產品素質來競爭。

在政府撤銷27個服務業次領域30%的土著股權限制後,他也促請首相考慮彈性其他領域30%土著固打股權的政策,以加倍促進國內的生產總值,使人民對政府更具信心。

“我們希望“一個馬來西亞”不會只是一個政治口號。”

WELCOMING SPEECH BY YANG BERHORMAT DATUK SERI DR CHUA SOI LEK IN CONJUNCTION WITH MCA’S CHINESE ECONOMIC CONGRESS

Yang Amat Berhormat Dato’ Sri Mohd Najib Tun Haji Abdul RazakThe Right Honourable Prime Minister of Malaysia;

Distinguished Guests, Distinguished Speakers, Ladies and Gentlemen; and a very good morning to all of you.

Welcome to the “Chinese Economic Congress” with the theme “Role of the Chinese community in achieving the NEM and 10th Malaysia Plan targets”. We are honour that YAB Dato’ Sri Najib is with us today to officiate this event. His presence here says a lot about the importance of the matters that will be discussed in this economic congress.

The NEM and the 10 Malaysian Plan are two of the 4 pillars of national transformation that will enable Malaysia to achieve the goals of Vision 2020, that is, to be a high-income economy and developed nation by 2020. The other pillars are the 1Malaysia concept and the Government Transformation Programme.

Much thoughts and efforts has gone into crafting the NEM and 10MP, and, of course, far more work needs to be done for the actual implementation.

Let us bear in mind that these are national plans, and not just the Government’s plans. This means the nation as a whole has to come together and pull in the same direction in order for the NEM and the 10MP to succeed. Our immediate priority is to jointly grow the economic pie, instead of noisily debating over which slice we deserve. Make no mistake, failure is not an option.

Sir, you have in the launching of the NEM in which you have clearly stated that the nation is need of a dramatic transformation in order for all Malaysians to achieve the next level of growth driven by innovation and competitiveness. And, I would like to congratulate the Prime Minister for his vision and far sightedness in wanting to make a better future for all Malaysians for generations to come.

We are here to ensure that the transformation is successful and the targets for both the NEM and the 10th Malaysia Plan are met. The end result will be beneficial to the rakyat in general and in the process to further improve the rakyat’s confidence in the Government.

Ladies and Gentlemen,

1)Liberalization of the economy

For a country to achieve accelerated growth, one needs to liberalize the economy. One of the better examples of sectors is the liberalisation of the oil and gas sector which encompasses areas as such shipping, distribution of gas, petrochemicals, education and vocational/technical training, and so on. Our oil and gas sector has reached a stage in which we are already an established player in the global stage. Yet the opportunities for the SMEs are still small compared to other countries including non-oil producing nations like Singapore. Therefore, given the maturity of the sector, the opening up of the sector will boost the country’s GDP by many folds.

As such, sir, I sincerely urge you to consider liberalizing the Malaysia’s oil and gas sector, and allow many more of our non-Bumiputera investors to be joint-venture partners, contractors and sub-contractors in areas such as exploration, platform constructions, logistics, deep-sea operations and others.

Another area that needs to be liberalized is also the telecommunication sector. The incumbent players have been operating for a few decades now. With the full opening of the sector, increased in competition actually augurs well for both the operators and the consumers. With protectionism, rates of telecommunication services offered are high. Thus the country’s broadband usage is less than desired. We are hardly touching the 40% penetration rate as compared to the higher levels achieved by other countries. Full liberalisation of the market will see competition bringing down telecommunication services’ rates. This provides a better business environment for foreign companies especially the MNCs to set up their businesses here.

2)The Role of the GLCs in the NEM

The GLCs make up nearly 40% of the value of the Bursa and there is no denying that they dominate the private sector in the economy terms of their assets and capitalization. GLCs has been instrumental in helping the Bumiputera Business Community to flourish – to give them a head start to form a core cluster of Bumi entrepreneurs to which it is to spin off, mentor and nurture others to be equally competitive and to be confident in the global stage.

But at the same time, it must be recognized that Malaysia is just a small market with 26 million people. As such, GLCs must take the bold step to venture regionally and/or globally like CIMB bank. CIMB has expanded its financial wings to Thailand, Singapore, Indonesia and is doing very well in South East Asia.

However, to be regionally and globally competitive, we need to make sure that the best talent remains in our shores. I encourage more GLCs to open up their Board of Directors to include more non-Bumiputeras as well as international expertise. It is important also that GLCs open up their procurement system to include competitive SMEs based the quality of their service and products that they offer. Rather than based on race or, equity requirement.

3)Open Tender System

Likewise, we call for greater transparency in our tendering process. Closed tender systems have always been associated with corruption and kickbacks. Quality of projects would also be compromised. This does not go down well with the good governance which the government is trying to project. Vying for open tender system not only remove accusations and talks of corrupted administration but also lowers the cost of projects.

We hold the opinion that all the public procurement should be open to all local SMEs, provided with equal access and opportunities. Under the 9th Malaysia Plan, over RM1 billion was allocated for SME development alone. Bank Negara estimated the number of SMEs in the country at about 600,000.

The importance of the SMEs is recognized by the government. The NEAC report stated that SMEs currently make up 35% of Malaysia’s GDP and 20% of its exports. If the future procurements were to be opened to the SMEs, the SMEs would account for much more than the current 35% of the GDP. If the value of the SMEs were to double, they will account for over 50% of the country’s GDP.

Following upon your decision in relaxing the 30% Bumiputera equity requirement for IPOs as well as the liberalization of the 27 services sub-sectors I urge you, sir in similarly consider to be flexible in implementing the 30% Bumiputera equity in other sectors.

Rather than enforcing the 30% bumi equity requirement across the board, a more flexible system in the form of a Margin of Preference system should be implemented on a sector by sector basis.

In the days of traditional economic structure, when capital and land are the major economic input, we can insist upon a certain percentage of equity distribution and still be fairly successful.

But we are now in the age of knowledge economy, where brain power in the forms of innovation and creativity, is the major (if not sole) requirement. If a talented investor, weather local or foreign, wants to start a new venture to design and manufacture a product based on his innovation for the new IT generation consumers in Malaysia, we cannot insist that he shares 30% of his creativity with us. He is talented and can go to any other part of the world to pursue his dreams. Instead we should offer him all the assistance he needs so that he can come to Malaysia, create high-paying jobs and help propel us to being a high-income economy

Ladies and Gentlemen,

4)Merit –Based and Needs – based System

Fundamentally, the Malaysian Chinese have been and still are very understanding and loyal citizens. Globalization has presented Malaysians many opportunities but it has also forced us to continue to be a competitive nation. Malaysians cannot remain globally competitive unless we go a merit-based system.

On the other hand, we must inculcate a caring society in which, the poor must be looked after. The NEM has pointed out that the bottom 40% of households earn less than RM1,500 per month. Thus, it is clear that preferential treatment must be given according needs rather, than race.

5)Retaining and Attracting Talent

Ladies and Gentlemen,

To achieve high income nation status, the NEM sets out a couple of primary thrust and enablers to move the economy up the value chain and also to address the persistent socio-economic inequalities. Amongst the enablers is to develop a quality workforce and reducing dependency on the foreign labour. In order to retain our talent pool in the country, we must recognize their contribution to the nation – to make sure that they are rewarded according to their merits.

Therefore, at this juncture, I would like to applaud Y.A.B. Dato Sri’s recent decision to offer scholarships to all students, regardless of race who scored 9A+ in their SPM examinations. This is truly in the 1Malaysia spirit.

This shows the Government’s efforts to develop human capital. Dont forget high achievers are in fact hidden talents and assets to a nation. Elevating and improving the level of education in the country also mean paying more attention to vernacular schools.

Approximately 20% of Malaysia’s total trade over the last couple of years is with countries that adopt Mandarin as its main language. Total trades of the primary countries that use Mandarin as its mother tongue have been estimated at over US$2.5 trillion per annum. Malaysia’s trade with these countries in turn accounts for only 2% of their total trade. This goes to show that the importance of this potential to date has been way underestimated. Given our multi lingual and multi cultural society, we believe Malaysia has yet to tap into the full potential of these trading nations.

The great strategist Sun Tzu has been frequently quoted on this where he said that whoever is first in the battle field and awaits the coming of the “competitors” will be fresh for the fight. Whoever trails behind in the field will arrive exhausted, having to hasten to battle.

Thus, with more schools, we would be able to produce more students from these vernacular schools. Only then we are able to generate workforce conversant in Mandarin, in order to be able to seize the opportunities offered in the global markets.

Not only are additional schools required to cater for future demand and population growth but more importantly to ease the current overcrowding problem which we have been combating exhaustively over the last few years.

To add to the problem, the number of students in the Chinese schools is expected to increase by an additional 65,000 over the next five years.

Ladies and Gentlemen,

6)Rationalisation of Subsidy, Minimum Wage and Skilled Workers

In Malaysia, only 23% of workers (11 million) are skilled workers with including those with higher education degree. We are one of the countries with the least qualified workers in the region. Singapore, Hong Kong, Taiwan have about 40% skilled workers. Lack of skill and qualified workers in Malaysia is impending economic progress and do not attract FDI.

Malaysia is addicted to cheap foreign workers. Study by the Human Resources Ministry show that 34% of 1.3 million works earn less than RM700 per month, below poverty of RM720 per month. What is worrying is World Bank Study on wage trend in Malaysia recorded only an annual 2.6% growth during the last 10 years. The influx of foreign workers depresses the wage increase of local workers.

To accelerate the process of reducing the reliance on foreign labour, MCA here calls for the execution of a minimum wage policy on a sectoral and regional basis. Over 90% of the countries in the world already have legislations in place on minimum wage but Malaysia is still lagging behind.

The setting up of a minimal wage system is in line with MCA’s calls for rationalisation of subsidy. Subsidy cut is a must to prevent distortion in the allocation of the country. Implementation of subsidy reduction schemes cannot stand alone as it needs to be complemented with a minimal wage system, to offset negative impact of the reduction in subsidy.

The activation of the Minimum Wage Council now is therefore looking more and more appropriate as the current situation we are in, seems to be calling for one. At this point, that our businesses can no longer win market share by trying to be the cheapest producers of goods or providers of services. In a globalised world, such an edge is only fleeting.

Lasting competitive advantage today has to come from productivity-led growth and innovation. The 10MP includes Government measures to create an environment in which the creativity, energy and initiative of private enterprises can be nurtured and harnessed.

On that note, I believe the Chinese Economic Congress held today is most timely. We need to ensure we know each and everyone’s role, to be able to tap into each’s forte to ensure that the NEM and 10th Malaysia Plan are executed efficiently to achieve the targets already set out. There is no denying the road ahead would undoubtedly be tough indeed but I have full confidence that under your leadership at the end of the day, we will see bright light at the end of the tunnel.

I acknowledge that the business community has certain expectations of what the Government should and should not do. In the overall scheme of things, 10 years is a mere blink of an eye. But for Malaysia, the next decade may well prove to be a crucial phase in our nation’s history.

As we can see from the audience today that have patronised this Economic Congress, the Chinese community is well represented here with a significant number of Chinese organizations coming out in full force to ascertain its role in ensuring the targets are met as per the theme of today’s Economic Congress.

Yang Amat Berhormat Dato’ Sri, Ladies and Gentlemen,

Before I end, I would like to take this opportunity to say a big thank you and congratulate the organizing committee and those involved for the hard work rendered in organising this event successfully.

Also, permit me to end with a couple of ancient sayings by Confucius for you audience to ponder. We should “better be a diamond with flaws rather than a pebble without”. Also, “only the wisest and stupidest of men never change” and for one “to know what is right and not to do it, is the worst type of cowardice”.

So we intend to change for the better and to do what is right. We can start off with this Congress where we can brainstorm, learn of our roles and how we can help in ensuring the target of becoming a high income advanced nation can be met.

蔡细历揶揄行动党「做戏」

(吉隆坡13日讯)马华总会长拿督斯里蔡细历揶揄行动党纪律委员会,在要求雪州州议会议长邓章钦形同「做戏」,因为他们无法就此事下台。

「(行动党纪委会)听证会是否在演戏,因为没有机会下台,通常我看戏都不会在『推特』或短讯(发表观后感),对吗?我知道有推特,也不会说看戏是否好看。」

他今日主持长达6小时的马华中委会会议后,在记者会上指出,民联在大选期间,信誓旦旦承诺一旦他们执政,那在政府工程合约会方面会实行招标制度,而非使用支持信。

蔡细历也不忘讽刺行动党讲一套、做一套,「在2年半(民联执政后)后,支持信满天飞,甚至有一个人被开除,但被开除的人却没有机会出席听证会。 」

他继说,但该人士的老板却可以出席听证会,同时在法律上,若有人要控告有关人士,他的老板也要负起责任。

邓章钦昨日出席纪委会听证会,解释他在推特的言论是针对其观赏港片《锦衣卫》后的观后感。

阿拉课题不影响支持

而遭指盗用信笺、过后被开除党籍、撒除巴生市议员资格的刘天球前私人助理郑文福,没有出席听证会。

另外,针对马华在「阿拉」课题上的谈话是否会影响华裔选民的支持时,蔡细历不认为这会影响华裔选民的支持,而这件事也应获得解决。

「所有的种族必须尊重其他种族的敏感性,包括宗教课题等,因此马华部长在内阁提出有关事件,并要求获得解决。」

此外,针对吉兰丹回教党州政府有意让回教金币及银币通用市场,包括用来支付丹州公务员的薪水一事,蔡细历提出疑问,质疑民主行动党是否会支持这项决策?

他说,行动党是否会支持回教党的决定,一旦落实这项决定,那将带来很多负面影响。

他指出,国际投资者是否能支持这项决定,即使丹州的商人能接受,但当他们要与外州的商人交易时,外州的商人有能否接受?

组兵团反击反对党 柔马华打网络战

(峇株巴辖10日讯)柔佛州马华将组织“网络兵团”,通过互联网全面向反对党宣战!
马华总会长拿督斯里蔡细历宣布,柔州26个马华区会将各别委任3名专人,负责网络笔战工作,为来届大选做好准备。

26个区会各委任3名专人,意味着将有78名“笔手”以匿名方式,通过互联网进行笔战工作,向反对党进行反击。

“我们承认在网络世界处于弱势,因此州联委会召开会议后同意,由各区会各自物色3名专人,加强网络宣传战。”

蔡细历也是马华柔佛州联委会主席,他昨晚主持州联委会会会议后,对记者这么指出。
他说,马华认同首相的看法,即国阵不能再处于被动防守的角色,应主动揭发反对党的弱点及自相矛盾的地方。

“在雪州'支持信'事件上,民联讲一套做一套,原本谴责国阵发出支持信的做法,过后又接受支持信文化;民主行动党不给郑文福自我辩护的机会,也有违该党捍卫民主精神的立场。”

他说,民联许下不少空头承诺,虽宣称支持公开招标,却允许以支持信获取工程合约的做法。

‘Cyber war’ to expose lies of the Opposition

BATU PAHAT: Johor MCA has gone on the offensive by embarking on a “cyber war” to expose the lies of the Opposition, said party president Datuk Seri Dr Chua Soi Lek.

He said all 26 divisions in the state had been told to counter the “double standard” of the Opposition in preparation for the next general election.

“At the moment, we have to admit that our cyber war efforts are weak.

“Therefore, all divisions in Johor must redouble their efforts in the psychological war against the Opposition via the Internet,” he told newsmen after chairing the Johor MCA liaison meeting here yesterday.

Dr Chua, who is the state liaison chairman, said the party would expose the weaknesses of the Opposition.

An example of the Opposition’s double standard was in Selangor, where it condemned the Barisan Nasional for issuing support letters but at the same time, it had also issued such letters, he said.

He also told the divisions to inform the rakyat of the empty promises made by the Opposition.
“The Prime Minister has reminded all of us that it is time to go on the offensive.
“Johor, which is known as a Barisan and MCA stronghold, must be ready for this,” he said.
Dr Chua said the party would also organise training for its election machinery beginning next month and register more voters.

On the issue of foreign labour, he urged the Cabinet Committee on Foreign Labour, headed by Deputy Prime Minister Tan Sri Muhyiddin Yassin, to review the policy on hiring foreign workers, especially in the agriculture sector in Johor.

“The process of hiring foreign workers is too complicated.

“The agriculture sector in Johor is in need of more foreign workers but the complication in the hiring process had disrupted the sector,” he said.

He also announced that Johor MCA has formed the International Affairs Bureau and the Climate Change and Green Technology Bureau.

(沙巴‧亚庇)马华总会长拿督斯里蔡细历表示,马华将于8月14日主办一项全国经济研讨会,以针对首相提呈的新经济模式,确保大马在2020年成为高收入国目标,提出华商与华社的看法与要求。

他表示,这项由首相拿督斯里纳吉主持开幕的研讨会,主要讨论华裔如何协助落实该新经济模式,同时将通过议决案及提呈予首相,期望政府实行开放的经济措施。

蔡细历周日(8月8日)在建国中学为主题为“凝聚力量,全速启航”的2010年沙巴马华常年大会主持开幕礼致词时,这么表示。出席大会的中央领袖包括署理总会长拿督斯里廖中莱、副总会长拿督斯里黄燕燕、拿督曹智雄、颜炳寿、总秘书长拿督斯里江作汉、总财政拿督斯里陈财和等。
他表示,在马华成功为大马教育文凭考试(SPM)优秀生争取奖学金后,他也在上周会见首相纳吉时,提出政府为优秀统考毕业生提供助学金的建议;并相信首相于本周三回国后将指示有关方面跟进此事。

马华高调问政敢讲敢做

蔡细历说,今日的马华采取高调问政,也要“敢讲、敢做”,并摒弃过去传统保守、默默耕耘的作风。

“马华过去的作风让人认为马华不是政党,而是附议机构,所以我们现在要回归政治,高调问政。不但要敢讲,还要有效处理问题。”

他表示,正如民主行动党高调问政的作风,尽管该党在中央政府没有实行的权力,但她们仍会高调提出任何问题。

“他们(行动党)会挑拨离间、煽动、政治化、种族化、情绪化任何课题,但他们没有去处理问题。不过,华社却欣赏他们作风,认为他们敢讲话。”

他表示,只要马华诚心诚为人民服务,他有信心马华将会赢回华社的支持。

Chua: Stop apple polishing

KOTA KINABALU: DAP secretary-general Lim Guan Eng should stop “apple polishing” PAS by exploiting a speech that has been taken out of context, said MCA president Datuk Seri Dr Chua Soi Lek.

Dr Chua said he had never belittled Islam in his speech at the Kedah MCA convention and both DAP and PAS were taking it out of context to politicise the issue.

He said Pakatan Rakyat should instead read his statement in the right context, adding that the issues relating to 57 Muslim nations in the world were taken out of a book, Malaysia and the Club of Doom, written by lawyer Syed Akbar Ali.

“I have not been ignorant, I have not been arrogant. I am just quoting from the book and giving the facts from the book,” he told reporters after opening the Sabah MCA convention here yesterday.

“When I spoke at the Kedah MCA convention, I said that each time MCA or other Barisan Nasional component parties reminded the Chinese to be cautious of PAS, it was due to the party’s emphasis on religious development, rather than socio-economic development.

“This would have great impact on national development. And I asked everybody there if they had a chance to read the book, and I gave them the main points, which basically talked about the 57 Muslim majority nations in the world,” he said.

Dr Chua said the writer had concluded that due to their emphasis on religion and neglect of socio-economic development, the countries, which made up 1.4 billion of the world’s population, only contributed 5% to the world’s gross domestic product, smaller than that of Japan, which had 135 million people.

The writer, he added, then went on to say that the educational level was also low in these countries, with about 800 million people mainly women, illiterate and had high poverty rates.
“At no time did I speak about the contributions during the Golden Age of Islam and the contributions of Muslim scholars in science, technology and mathematics. They are well known for it. I am a science-based student so I should know better.

“So I am telling Lim Guan Eng to stop apple polishing or buttering PAS so fat. Take it easy,” he said.

“Please tell PAS and DAP leaders to read my statement in the context of what is stated. There is no attempt by any MCA leader to belittle Muslims and all their contributions.

“I am talking about the present Muslim majority nations in terms of socio-economic development (in the book),” he said.

MCA deputy president Datuk Seri Liow Tiong Lai, who was also present, said Dr Chua was just highlighting PAS’ agenda that was not good for the country’s future.

He said under Barisan, the country was progressive with its emphasis on national development for the well-being of the people.

“So, there is no need for the Opposition to twist, turn and manipulate this issue for their own interest. Don’t try and instigate,” he added.

蔡细历:勿受1小撮人打击‧内斗持续马华迟早“关门”

(玻璃市‧加央)马华总会长拿督斯里蔡细历提醒党员,党内纷争必影响士气,也让华裔对马华缺乏信心;若内斗持续下去,马华将面临“关门”。

他也以“内斗内行;外斗外行”,提醒党员要清楚看到,马华已没有本钱再这样耗下去。

“勿让一两个人或一小撮人来打击,搞分裂是不对的!党内有派系,对外难以获得民心,因为党员不支持,如何获得党外的支持呢?”

他举例乌鲁雪兰莪补选,华裔选票竟然比当地马华党员人数来得少,这点证明马华党员及国阵成员党党员的支持,并非理所当然。

他周五(8月6日)晚上在加央马华大厦,出席马华玻州联委会常年大会时说,玻璃市是小州,资源和能力有限,但党内在过去的团结值得自豪。这是一个大家庭,难免有小纷争,只要抱紧党议程,小撮人的破坏并不会影响党的大团结。

人民有需求,議員有壓力 蔡細歷:發支持信是慣例

(亞羅士打6日訊)針對部長或行政議員發出支持信,以讓某人獲得政府發展工程合約的熱門課題,馬華總會長拿督斯裡蔡細歷醫生指出,這不應該歸為文化,反之是一個慣例。

他說,通常人民,尤其是發展商都會有這種需求,而部長或行政議員也面對一定的壓力,在這種情況下,很難肯定到底支持信是否有效,要看個別情況而定。

馬六甲最近一些商家包括發展商投訴,指因為沒有相關部門的支持信而無法取得工程合約,蔡細歷受詢時發表其看法。

他重申,發出支持信只是一個慣例,而非政府的政策。

他指出,馬華感到為難的是,假如沒有給予商家或發展商支持信,就會遭人說壞話,甚至有些人不高興,所以馬華的官員也很為難。

他舉例,這就好像考獲9A的優秀生,當沒有獲得分配獎學金時,家長就會尋求馬華協助,假如還是沒有得到,就會怪罪馬華,批評馬華,所以馬華有時的處境也很為難。

蔡細歷是在吉打亞羅士打吉華堂大禮堂主持馬華吉打州聯委會第33屆常年代表大會後,在召開的新聞發佈會上針對支持信發表其立場。陪同者計有署理總會長拿督斯裡廖中萊、副總會長拿督曹智雄、顏炳壽,以及馬華吉打州聯委會主席拿督張日洲。

提到政府工程幾乎全部由單一種族獲得時,蔡細歷表示,假如是合理及合法的,馬華會積極爭取,也不會妥協,並認為這種要求並不多,也不過份。

他認為,政府工程由單一種族拿到完是不合理的,其他族群的感受會怎樣?政府應從中尋求平衡,照顧各民族的需求。

蔡细历:单一宗教价值观不利华裔

(雪兰莪‧双溪毛糯)马华总会长拿督斯里蔡细历表示,若大马以回教党所强调的回教教义或价值观来治国,对华裔来说肯定是不利的,希望华裔不要被误导。

他今日(周四,8月5日)晚上主持双溪毛糯太平村聚山庙庆祝关圣大帝千秋宝诞暨29周年纪念及筹建围墙基金联欢晚宴开幕时说,大马的马来同胞需要信仰回教,这促使以马来人为主的政党,往往以回教教义来作为他们的政治工具,争取人民的支持。

“所以回教党也公开承认,他们是以回教作为政治斗争的最重要目标,就是要将国家全面回教化,实施回教教义及回教法令。”

他表示,若大马能时常强调宗教价值观,人民就能和谐。但这必须在一个马来西亚概念下,让各民族都能信仰各自的宗教,而不只是强调单一宗教价值观而已。

Let 1Malaysia concept thrive, says Chua

SUNGAI BULOH: The Prime Minister’s 1Malaysia concept must be given a chance to flourish to ensure continuous social harmony in the country, said MCA president Datuk Seri Dr Chua Soi Lek.

He urged Malaysians to accept differing values among the communities to maintain fairness.

Dr Chua said the Prime Minister had introduced the 1Malaysia concept because it reflected the fact that the rights of all communities, such as access to education and freedom of religion, were protected by the Federal Constitution.

He said it was because of religious and cultural intolerance that terrorism flourished in some parts of the world.

“Learn to accept the concepts of 1Malaysia to ensure fairness and harmony for everyone,” he said, at the 29th anniversary gathering of the Choon San Temple here last night. Later, he gave RM10,000 to the temple.

Dr Chua said Prime Minister Datuk Seri Najib Tun Razak’s announcement that JPA scholarship was for all students who scored 9A+ in the SPM was a clear example of 1Malaysia at work.

He also warned Malaysians to be wary of those who use religion merely to gain political mileage and support.

“For example, PAS has admitted that it wants to impose Syariah laws if it forms the Government. Can you live in a multi-cultural country with Syariah laws?” he said.

蔡细历:马华属全体党员‧“人人有权杯葛退党”

(吉隆坡)针对玻州巴东勿刹区会将杯葛周五(8月6日)举行的玻州常年大会,马华总会长拿督斯里蔡细历回应说:“任何人要杯葛,甚至退党,都有权力这样做。”

他向星洲日报说,马华不是一个只属于总会长一个人,或属于杯葛党活动人士的政党,而是马华全体党员所拥有。

“谁要杯葛党大会或活动,他们都有这样的权力,甚至要退党,也不会有人阻止!”

小撮无官者制造混乱

他表示,令人遗憾的是,党内经常有一小撮当不了官的人,喜欢制造混乱或问题,目的是希望党领导人能“看到”他们。

提到这些行为是否触犯党纪时,他表示,他不会主张把这些参与杯葛活动的党员带来纪律委员会,毕竟这些党员已非小孩子。

“他们要杯葛、要离开,随他们!”

他说,尽管有关区会通过杯葛大会的决定,但不会影响他出席及为此州大会主持开幕的行程。

法庭审理中暂不公开谈“阿拉”课题

另一方面,蔡细历说,“阿拉”字眼课题正在法庭审理中,马华暂时不会针对此事公开讨论。
他说,马华部长已在今日(周三,8月4日)的内阁会议上提出这课题,并一再强调,马华希望这项课题能迅速解决。

他向《星洲日报》说,副首相丹斯里慕尤丁也表明及希望各方让这项课题待法庭审理后,再进行讨论。

“我们提出这课题,不是要制造或挑起不必要的问题,而是希望问题能够获得解决。”

“也基于没有人可以超越法律精神下,我们也会待法庭审理此课题后再讨论。到目前为止,我们不会公开讨论。”

蔡细历周三早上在其“推特”里表示,他已指示马华部长在内阁会议上提出“阿拉”字眼的课题。

MCA is not sharing same stand with DAP but merely voicing out the issue so that it can be resolved as soon as possible


MCA President Datuk Seri Dr Chua Soi Lek today clarified that MCA does not share the same stand with DAP on the call to lift the ban on the use of "Allah" by non-Muslims.

He said MCA had held a dialogue with the Christian Federation of Malaysia during the Party's Presidential Council last week and that the non-governmental organisation (NGO) felt that there is a need for the issue to be resolved as soon as possible.

Dr Chua explained that MCA is only voicing out the wish of the NGO since the issue has not been resolved when it was brought up last year.

"We are not making the same stand with DAP. We only want to the Barisan Nasional Government to resolve the issue as soon as possible so that it will not be further exploited by the opposition," he added.

蔡细历医生指出,马华只是在传达非政府组织的的心声,因为这项课题从去年出现后,至今仍没有被解决。

“我们并没有与行动党采取共同的立场。我们只是希望国阵政府可以尽速解决此课题,以免成为反对党攻击的话柄。”

MCA president urges all to exercise and eat healthy

MALAYSIANS have to adopt healthy eating habits and routine exercise to keep themselves fit for their later years, said MCA president Datuk Seri Dr Chua Soi Lek, who is also a medical doctor.

Speaking at the 15th anniversary dinner of the Senior Citizens Recreation Club in Seremban recently, Dr Chua urged Malaysians to change their attitudes and take better care of their health and fitness to ensure a quality living standard in their later years.

“Recent studies show that 80% of Malaysians over the age of 60 will develop one chronic disease. This is not good news and as long as we continue to overeat and not exercise, we are going to be a nation of unhealthy people.

“Because of medical advancement, the lifespan of the average Malaysian has increased.However, we have to ensure that not only do people live longer but that they also enjoy a good quality of life throughout those years,” he said to a crowd of almost 1,000 guests at the Chung Hua High School in Seremban.

Dr Chua said an ageing population and decreasing birth rates — issues faced by most advanced nations today — could potentially impact a country’s economic development unless steps were taken to minimise its effects.

“Social welfare is one of the aspects that needs looking into or eventually, it will be the younger population who will have to support the elderly.

“The retirement age should be raised to 60 years and part-time jobs should be an option for seniors,” he said, adding that retraining of senior citizens could be an option to help seniors secure jobs in other fields upon retirement.

Dr Chua, who joined in the club’s anniversary cake-cutting ceremony, also presented awards to club members.

State MCA chief Datuk Dr Yeow Chai Tiam, who was also present, said the state government’s recent contribution of RM55,000 to the club and its 22 branches statewide was proof of its commitment to the well-being of senior citizens here.

“We are doing what we can. There are 2.34 million Malaysians above 65 years of age and at least 40% of them are facing financial difficulties.

“We should look into raising the retirement age and also perhaps providing a monthly subsidy for these older folk who have contributed to our nation’s growth, “ he said.

He suggested that an annual grant be given to active senior citizens’ associations or clubs to enable members to carry out more beneficial activities.

“We also hope to see more multi-racial clubs where people can meet and mingle regardless of their race, religion or background,” he added.

Club chairman Lee Sook Fun thanked Dr Chua for taking time off his busy schedule to join the senior citizens in celebrating the club’s anniversary.

“Dr Chua’s presence here today means a lot to us. Clubs like ours need support for us to be able to organise activities.

“Our gratitude also goes out to the state government which has provided us with some financial help over the years,” she said.

Lee, 62, said the club was a place for seniors to meet and mingle with their peers and keep themselves busy with activities like karaoke and tai-chi.

“We have more than 400 members aged between 45 and 90.

“As most of us are retired, we cannot afford to spend a lot of money on organising activities for members. Clubs like ours are important as it allows seniors to keep themselves occupied and fit,” she said.

Guests at the event were treated to a sumptuous dinner and entertained with song and dance by club members.

“我定替明德找到360万”‧蔡细历给华社派定心丸

(槟城)“我蔡细历保证,马华一定有办法找到360万令吉,来完成大山脚明德正校的建校计划!”

这是马华总会长拿督斯里蔡细历告诉媒体,可以“打定”这样的新闻标题,因为马华一定会实现明德正校的建校承诺。已经动土两年多,却迟迟不见动工的大山脚明德正校建校计划,经过多次在媒体上报导以及槟州马华多次被追问何时兑现诺言后,蔡细历周日(8月1日)在马华槟州代表大会上,捎来上述消息。

基金未移交华社不放心

虽然这项消息还不至于是重大喜讯,尤其是建校基金一日未移交给建委会,一日还是无法令当地华社放下100个心,不过,起码暂时算是个定心丸。

值得一提的是,蔡细历在谈及明德正校的课题以及承诺会完成建校计划时,获得在场槟州代表最多次以及最响亮的掌声附和,可见,明德正校建校久久未能落成,也是槟州马华的其中一桩“心事”。

有趣的是,蔡细历在大会上原本已来到致词尾声,准备言谢时,突然想起了“明德正校”,因此继续演说,向代表们汇报明德正校的进展。

马华会配合各造找钱建校或让4部长各筹50万

蔡细历追溯道,在马华要求下,去年获得中央政府拨款9500万令吉,作为搬迁13所华小以及兴建7所新华小的用途,而马华也成立了以教育部副部长魏家祥为首的技术小组,以处理这20所华小的搬迁与兴建开销,进而发现尚存下一些款额。

“所以,我们准备这个月初再次与副首相慕尤丁会面,这一次会面的讨论课题将包括明德的迁校发展基金。”

他说,届时若马华无法向中央取得拨款来协助,他向槟州马华以及华社保证,马华领导层会配合各造,找钱来完成建校工程。

台上部长级人马“吓”到

他说,360万说多不多、说少也不少,而马华共有4名部长,或不排除分给他们每人负责筹50万,若是筹不到,马华中央领导层也会给予支持,让党在团队精神下,完成明德建校工程。
当蔡细历提及每名部长负责50万令吉时,台下代表乐开怀,而台上部长级人马,包括了旅游部长黄燕燕、交通部长江作汉、房屋部长曹智雄则被总会长这突如其来的宣布,“吓”了一下。坐在江作汉身旁的马华槟州署理主席骆福汉则笑笑地拍拍江作汉肩膀,似乎是对江作汉说:“部长,有劳您了!”

拨款不在今年移交马华会筹款争取践诺

较后,蔡细历在新闻发布会上受记者询及明德正校建校基金是否可在今年移交时,他说,马华会完成这项工作,但不是今年,而马华会通过筹款或向中央政府争取拨款来实现诺言。
随后,蔡细历话锋一转,表示这是很经典的例子,每次有华校迁建校时,一般上是马华在筹款或政府提供拨款,而最终“受益者”是玩弄课题的在野党。

他说,若在野党不能等待,而有关学校又在本身州属内,那么,如果槟州首长林冠英认为不能再等而决定替学校完成建校工作,那么,相信人民会更为感激。

“可是,在野党并没这么做,只是不断在利用课题,而人民则同情他们,我真的是不明白。”

(槟城)马华总会长拿督斯里蔡细历揶揄槟州政府行政不“pandai”(本事),以致首席部长林冠英以及整个州都不能对付一个小小官员。

他说,林冠英在处理中央发展官(聂阿里)的课题上,处理得满城风雨,反映州行政没本事的现象。

今日(周日,8月1日)抵槟出席马华槟州常年大会的蔡细历“授招”州政府,表示在处理中央发展官的课题时,只要通过州行政议会讨论,表明中央发展官工作无效率、不与州政府合作,同时告诉政府首席秘书,槟州不要这名老兄,要求将之撤换。

骂人之后问题仍存在

他说,在这情况下,政府首席秘书一定会这么做的(撤换中央发展官),根本就无需林冠英开口。

“只要州行政议会动一动,这名发展官下一个月就'balik kampung'了,但是没有,而首席部长只懂得攻击及批评。

“很多人都欣赏首长敢骂官员,不过,大家要知道,骂人容易,可是骂完后,问题还是存在啊!”

因此,他希望华社能了解,提出问题以及处理问题是不同的两码事。

林良实被控事先未获通知马华没不满

蔡细历否认马华因事先未获首相拿督斯里纳吉通知有关前总会长敦林良实被提控一事而有所不满;并表示马华反而是欣见司法独立。

他说,任何人都不能超越法律,而且无论是任何人被提控,其他人都不会预先被告知。

蔡细历是在周日为槟州马华常年大会主持开幕后,在新闻发布会上,就一篇有关马华因未先获通知有关林良实被控而不满的新闻报导,作出回应。

他也说,马华并没期望林良实获得任何特别待遇,而是期望司法在正常诉讼程序下进行,同时坚信一个人是无罪的,直至有证据证明。

“所以,我常说,我们不应该作出任何猜测。”

包括死刑性侵儿童刑罚应加重

蔡细历认为,任何人对年幼的儿童作出任何犯罪行为,包括强奸,都应受到比原有刑罚条文中更严厉的惩罚,可能包括死刑(capital punishment)在内。

他说,那些强奸年纪少过10岁儿童的罪犯,所受到的惩罚应该比其他强奸刑罚要更为严厉。

他说,加重原有的惩罚,就是要传达一个讯息,即社会已经不能再忍受这类的儿童性侵害。

蔡细历受询及有关行动党主席卡巴星建议政府修改刑事法典376条文,判处强奸儿童的罪犯死刑一事,作出回应。

针对是否应该判处强奸儿童的罪犯死刑,蔡细历说,政府须先研究现有的法律条文及刑罚,而加重原有的惩罚是必要的。

根据刑事法典376(2)(e)条文,强暴12岁以下的儿童,刑罚是监禁可高达30年以及鞭笞。

“槟民联如婴儿”大事不成犯错不多

蔡细历形容槟州民联是两岁半的婴儿,不会做出什么大事,也不会犯下太多错误,因此,人们还是看好槟民联。

不过,他说,槟州民联在308大选时的竞选宣言,包括恢复地方政府选举、改善公共交通系统、减少犯罪率等,都还未能一一实现,因此,他希望槟州马华做好监督工作,告知人民,民联也不是这么完美的。

他甚至妙喻这两岁半的“婴儿”,没有东西时就哭,做不好事情就攻击以及批评他人。因此,他促请槟州马华扮演好反对党角色,届时人们就会欣赏槟州马华。

马华未扮好反对党角色

他认为,槟州马华还未能有效扮演反对党的角色,有时候甚至忘了本身是反对党的身份、忘了槟州是民联州属。

“如今,虽然槟州马华不再是执政党了,但也要不断服务,了解民困,主动协助人民,同时揭发槟州执政党的弊端。

蔡细历也坦言,国阵执政了53年,就犹如53岁的人生般,肯定已做出很多好事,也犯了不少错误。

蔡细历:仍有贡献岁月 建议60岁退休

(芙蓉1日讯)随着人民平均寿命年龄逐渐延长,马华总会长拿督斯里蔡细历医生建议政府,将政府部门或私人界的退休年龄延长至60岁。

他说,目前只有政府部门将退休年龄延长至58岁,私人界仍将退休龄维持在55岁。

蔡细历昨晚为芙蓉乐龄休闲俱乐部15周年纪念联欢晚宴开幕时,这么指出。

他说,我国迄今都未有业余打工文化,他建议政府为退休人士提供适当的培训课程,让他们在退休后,仍可从事一些业余性质的工作。

他形容,乐龄人士拥有丰富的人生和工作经验,这都是国家的资产。

但他对人民生活方式没信心,因为人民重视吃,却不懂得吃得营养,也没有运动文化,导致近一半人口面对超重问题。

蔡细历也鼓励乐龄人士定期检查身体,每年至少做一次身体检查。

他指出,根据调查报告显示,60岁以上的乐龄人士,有80%人会患上一种长期病症,另有13%人士则患上三种以上的长期病症。

MCA: Heavier penalty for child rapists

The government should amend existing laws to provide heavier penalties for child rapists, MCA president Chua Soi Lek said.

He was commenting on a suggestion by Bukit Gelugor member of parliament Karpal Singh for the death penalty to be introduced for the rape of children.

"The suggestion by Karpal Singh is good, but it has to be studied first," Chua (left) told reporters after opening the Penang MCA convention here today.

Karpal had called for the government to amend Section 376 of the Penal Code to provide for the death penalty in cases of rape involving children.

The current punishment for the rape of a child under the age of 12 under Section 376 (2)(e)of the Penal Code is a jail term of up to 30 years and caning.


Dr Chua to MACC: Give examples of countries where the Cabinet declares assets

IPOH: MCA has asked the Malaysian Anti-Corruption Commission (MACC) to give examples of countries that asked their Cabinet members to declare their assets to the public.

“Even in the United States, they only declare their assets to the president.

They don’t go around announcing their assets here and there,” MCA president Datuk Seri Dr Chua Soi Lek told reporters after opening Perak MCA’s annual convention here on Sunday.

Dr Chua said this when asked to comment on remarks made by MACC chief Datuk Seri Abu Kassim Mohammed that he wished to see such a thing in Malaysia.

Abu Kassim, on Saturday, was reported to have said that he agreed with a suggestion by former Bar Council president Datuk Ambiga Sreenevasan which called for Cabinet members to declare their assets to the public in the interest of transparency.

Presently, Cabinet members declare the assets annually to the Prime Minister.

Asked if he disagreed with the move, Dr Chua said: “It is not that I disagree, I just want him (Abu Kassim) to give me an example of a country where this is practised.”-Bernama
