Pakatan has not kept promises, says Soi Lek

SEREMBAN: Pakatan Rakyat leaders have not done anything about pledges they made during the 2008 general election, said MCA president Datuk Seri Dr Chua Soi Lek.

“See for yourselves if there have been changes or any big difference since they assumed power in some states,” he said.

Dr Chua added many Pakatan representatives were nowhere to be seen after winning the seats.

“In fact, all the work in the constituencies where the Barisan lost is still being carried out by us from Barisan. We are the ones who are still serving the rakyat,” he told some 1,000 people at a Deepavali gathering organised by the Rahang MCA at Taman Limau Emas on Tuesday.

Dr Chua urged the people to give their support to Prime Minister Datuk Seri Najib Tun Razak so the Government could continue with its economic transformation programme.

On party matters, Dr Chua said all divisions had been directed to organise events to engage the people from all walks of life.

“This is to show our (MCA’s) gratitude to the people at the grassroots level who had helped us in many ways,” he said.

Chua: More important to focus on consolidating MCA before party polls

KUALA LUMPUR: The MCA can postpone its elections which is due in March but it will have to amend its constitution before it can do so.

Party president Datuk Seri Dr Chua Soi Lek said the central committee had discussed the postponement, and the election steering committee chaired by secretary-general Datuk Seri Kong Cho Ha would have to study the matter.

“The steering committee will have to propose what to do if the elections are to be postponed.

“Many feel that the party is now more united and stable and it is good that we focus on further consolidating the party.

“Unity and stability (in the party) is important to face the next general election,” he said after chairing the central committee meeting here yesterday.

Under the constitution, the party can only decide whether to postpone its elections if it is due 42 months after the last general election.

The elections is due next March – only 36 months from the last general election in March 2008.

Kong said the steering committee would meet before year’s end and any amendments to the constitution would have to be passed by the general assembly, meaning an extraordinary general meeting must be convened for that purpose.

Meanwhile, Dr Chua said the party had recruited 17,378 new members this year, 70% of them below 45 years of age.

In 2008, there were 783 recruits.

“The 22-fold increase shows a return of the people’s confidence in the party,” he said, adding that the membership now stood at 970,000.

He said female members aged below 45 could also opt to join the party’s Youth wing.

Wanita MCA chief Datuk Yu Chok Tow said the Wanita membership stood at 385,000 and giving women the option to join the Wanita or Youth wings would enable the party to recruit more members.

Dr Chua also announced the dates for several party events next year:

> First president Tun Tan Cheng Lock’s memorial commemoration in Malacca on Jan 8;

> Chinese New Year open house at Wisma MCA, Kuala Lumpur, on Feb 3 at 9.30am;

> Media night at Wisma MCA on Feb 18;

> MCA 62nd anniversary at Wisma MCA on Feb 27.

（吉隆坡13日訊）馬華總會長拿督斯里蔡細歷今日以“自己講、自己聽、自己爽”，來回應前總會長拿督斯里翁詩傑懷疑他“偏聾”的言論。

他更調侃地說：“對，我甚麼都比不上他，這樣就好了……他領導（馬華）一年半非常好，表現是特殊的，每個人都知道，所以他可以繼續講，自己講、自己聽、自己爽。”

他出席張明添基金免息貸學金頒發儀式時，受詢及有關翁詩傑就馬來主權論課題的追擊指出，他沒有必要回應翁詩傑。“他（翁詩傑）是前輩，領導馬華、處理黨務一年半做得非常好，我們哪裡敢評論他或回應他？”

“翁詩傑的表現是黨內外公認的，所以他講的話，我不敢回應得罪他。這個人不可以得罪的，因為他是偉大的領袖，也是前總會長、前輩，好像沒禮貌地回應他、去反駁他是不對的。”

問及他有否向巫統屈服，他要記者去問翁詩傑這個問題，因為翁氏甚麼都很清楚。

另外，受詢及維基泄密事件，蔡細歷拒絕回應。

一個半月籌獲1000萬醫藥基金獲各界支持

此外，蔡細歷也指出，一個馬華醫藥基金獲得社會人士熱烈支持，在短短一個半月內籌獲1千萬令吉款項，因此，馬華有意在明年增設馬華教育基金。

他相信，教育是社會人士關注的一環，因此教育基金也將會獲得社會人士的關注。

PKR will continue to lose public support, says Soi Lek

CAMERON HIGHLANDS: Public support for PKR will continue to slide as more people begin to understand the party, said MCA president Datuk Seri Dr Chua Soi Lek.

While the party claimed to be fighting for reforms, it could not even conduct its party election properly, he said.

“Irregularities, fraud and cheating are not investigated and accounted for,” he said.

“Even its own party members do not have confidence in the party election,” he told reporters after closing the Pahang MCA Cadres Brainstorming Camp here yesterday.

“They cannot have a party that shouts for democracy but its supreme leader is not elected by anybody,” he said in reference to a Universiti Malaya study that PKR’s troubled polls last month had affected confidence in the party.

Apparently, 43% of those polled said they would not vote for PKR in the next general election while 35% said they would still support the party.

Respondents pointed to the party’s internal strife and leadership problems as a key factor affecting their support.

The study was conducted by the university’s Democratic Research and Elections Centre during the PKR party polls last month.

The respondents were from Cheras, Bandar Tun Razak, Titiwangsa, Ampang, Bukit Bintang, Subang Jaya, Wangsa Maju and Lembah Pantai.

On another matter, Dr Chua said it was a waste of time to guess the date of the next general election.

“Our main concern is to ensure all divisions are ready to face the election,” he said, adding that the MCA had yet to decide whether to postpone its party polls.

Dr Chua also denied speculation that the party had identified candidates for the general election.

“I am aware that some members have been going around saying that they had met me or other party leaders to get their blessings as candidates,” he said.

However, he said MCA candidates would be chosen based on the chances of winning.

蔡細歷：勝算最重要馬華候選人不分派系

（金馬崙11日訊）馬華總會長拿督斯里蔡細歷強調，在遴選候選人方面，馬華是不分派系和沒有性別歧視，只要他或她可以中選就可以上陣，包括尋求蟬聯的在位議員，馬華推荐的最重要是勝算高的候選人。

他也說，馬華未決定是否延后黨選，目前也未鑑定候選人。

他說，或許有人向外宣布，指已見了總會長、署理總會長及副總會長，並且得到高層領袖的祝福。

但蔡氏澄清，馬華至今仍未圈定上陣大選最后人選，當事人祇是在自吹自擂，自己確認身分而已。

做好準備迎戰大選

蔡細歷今天在金馬崙高原，為馬華彭亨州領袖腦力激勵營主持閉幕禮，續與馬華領袖舉行閉門會議后，向記者發表談話。

他說，馬華內部有訂下鑑定候選人機制和方針，但不會向外公布，唯馬華也不是首次面對大選。

他認為，巫統決定延至18個月后才黨選，是巫統決定，與馬華無關。唯他在此刻亦不能代表馬華作出任何決定。

“馬華各區會必須做好準備，迎戰大選。若整天在猜測大選，祇是浪費時間。”

蔡細歷說，2天的馬華領袖腦力激勵營，主要討論如何確保黨團結與穩定，提高黨員鬥志和士氣。馬華接下來會展開選戰工作，值得欣慰的是彭亨、柔佛以及森美蘭的馬華黨員都能團結一致。

蔡细历：槟港口私营化课题槟政府未呈函财政部

（槟城10日讯）甫受委为槟州港务局主席的马华总会长拿督斯里蔡细历说，在本周一召开的国家经济理事会会议，首相署和财政部都没有接获槟州政府针对槟州港口私营化课题的来信。

蔡细历也是国家经济理事会成员。他在会议上询问首相署部长丹斯里诺莫哈末和第二财长拿督斯里胡斯尼，两人异口同声地表示没接获槟州政府任何来信。

刚走马上任当上槟州港务局主席的蔡细历，于周五早上9时正现身在槟港务局办公室，与董事们召开首次董事会议；他在为时3小时的会议结束后召开记者会。

他说，会议上没谈及槟港口私营化课题，任何私营化计划全要通过财政部批准，港务局也仅能提供意见。

他也说，把槟港口私营化一事将带上国家经济理事会会议上讨论。不过，他拒绝回应何时会这么做，仅表示开会讨论一项课题，是需要拟定议程的。

“不了解谁在私营化”

当回应传闻身为国家经济理事会一员的他之所以出掌槟港务局，原因是可在槟港口私营化课题上扮演协调人，蔡细历形容这是记者的猜测，幽默地说自己没有这个本事和力量。

当他获悉前任主席陈清凉也这么说时，他认为这是陈清凉的看法。因为，他身为国家经济理事会成员，比较可以了解槟城甚至全国港口问题。

询及私营化槟港口一事是否言之过早，他如此回应：“还没有啦！其实我还不了解谁在私营化。”

新官上任第一把火：勿政治化槟港口发展

槟州港务局新任主席蔡细历新官上任三把火，其中一把火就是希望中央和槟州政府合作，不要政治化槟城港口的发展。

蔡细历的另一把火是：首相拿督斯里纳吉曾吩咐他，虽来自不同的政党，但要确保港口的发展取得理想成绩，让槟城人和国家受惠。

最后一把火是，槟城港口具有很大的发展潜能，除了货运外也能朝旅游发展，因此，下次会议上将商讨有利槟城和大马的港口发展计划。

蔡细历透露，槟城港口今年创下100万货柜吞吐量的记录，名列全马第三；第一是巴生港口，第二柔佛丹绒柏勒巴斯港口，第四则是柔佛巴西古当港口。

“槟城港口今年所取得的辉煌成绩，更是有史以来首年领先柔佛巴西古当港口。”

蔡細歷重申 “馬華效忠正副首相”

（吉隆坡9日訊）馬華總會長拿督斯里蔡細歷今日重申，馬華絕對效忠首相拿督斯里納吉和副首相丹斯里慕尤丁。

他指出，有關“大哥”或“小弟”的用詞，是希望提醒巫統黨員，不要做出超越兩位領導人的事情。

“我們明白和接受事實，國陣是由納吉和慕尤丁領導，他們是我們的‘老板’和國陣的公認領導人，這是大家接受的方程式。”

他接受《每日新聞》訪問時，這么指出。

他說，在政權分享概念下，成員黨都能夠表態，他強調不分“大哥”或“小弟”沒有任何議程，單純只是為了提醒巫統黨員罷了。

Dr Chua: Chinese intake can solve shortage of teachers

PUTRAJAYA: Unified Examination Certificate (UEC) graduates from Chinese independent schools can enrol in government teachers training colleges from next year.

The entry criterion is a minimum of four credit pass in UEC, including a mandatory pass in Mandarin and SPM-level Bahasa Malaysia.

MCA president Datuk Seri Dr Chua Soi Lek announced the decision after discussions with Deputy Prime Minister Tan Sri Muhyiddin Yassin on ways to recognise the roles of these schools in training educated manpower.

The UEC examination, equivalent to the STPM, is for students who have completed six years of education in Chinese independent high schools.

“We are very happy that the Chinese independent schools’ role in nurturing talent is being acknowledged by the Government.

“Qualified graduates are encouraged to apply, and I hope more will do so as they can help solve the shortage of teachers in the country,” Dr Chua said here yesterday.

Describing the development as encouraging, he expressed hope that it would be a stepping stone to wider acceptance of UEC graduates by the Government.

“Future discussions will include allowing the graduates to enrol in public universities,” he said.

Dr Chua thanked Prime Minister Datuk Seri Najib Tun Razak, Muhyiddin and the United Chinese School Committees’ Association (Dong Zong) for suggestions to solve this long-standing problem.

Dong Zong president Dr Yap Sin Tian, who described the decision as a good move, said: “We are thankful, and we will continue to engage the Government to fully recognise the UEC in future.”

A total of 60,481 students enrolled in the 60 Chinese independent schools in the country this year.

蔡细历：中文等3科目优等独中生可申请师训

（布城6日讯）马华总会长拿督斯里蔡细历医生说，副首相兼教育部长丹斯里慕尤丁已同意，明年起独中毕业生可凭着包括中文在内的三个统考科目优等，以及大马教育文凭国语优等成绩申请进入师训，解决华小缺乏师资问题。

他说，过去独中毕业生无法申请进入师训，如今政府这项决定，对多年悬而未决的承认统考文凭课题是一项重大的突破。

争取更多机会

他说，承认统考文凭课题超过30多年的问题，这是必须逐步解决问题。他感谢首相拿督斯里纳吉及慕尤丁认同独中生所扮演的角色，还有董总提出的建议，促使这些问题得以解决。

他希望未来独中统考生，可以获得更多机会，包括争取让独中生申请进入本地大学及申请其他公务员职。

“明年起，只要独中生符合上述条件，特别是毕业生拥有大马教育文凭国语优等成绩，即可申请进入师训。这次师训申请能让独中生的统考成绩为主，算是很大的突破。”他今日在酒店内召开记者会时，这么说。

首相抨击民联无可厚非

蔡细历医生认为，国阵大会是政治平台，绝对可以发表政治言论，因此首相兼国阵主席拿督斯里纳吉在国阵大会抨击民联无可厚非。

他反击民联领袖，应该搞好内部事务及维持党稳定，实践向人民许诺的改革，而不是一味抨击国阵。

他是回应民联议员抨击纳吉利用国阵大会抨击民联，捞取政治资本一事，在记者会上这么说。

没商展延马华党选课

蔡细历强调，国阵在3·08大选后已作出多项改革，如经济及政治转型计划，然而民联虽然执政多个州属，但却没有做出任何改革。

“民联有11个国州议员退党，如果只是一、两个可以说金钱政治，但现在11人退党及批评民联，民联应该自我检讨及管理好内部问题，不要一味批评国阵。”

他也以雪州水供问题为例，认为民联雪州政府应该优先以民为本，优先解决水供问题。

蔡细历指出，马华中委会没有讨论展延明年马华党选课题。

他说，目前只是马青在记者会上建议展延马华党选，并没有向母体提呈正式的建议。

他说，除非有人正式向中委会提出展延马华党选课题，那中委会才会讨论。

全力配合州政府发展槟港口

槟州港务局新任主席拿督斯里蔡细历强调，他会以槟州及全国人民利益为本，全力与槟州政府配合发展港口潜能，绝对不会以政治利益出发。

他说，他会以发展槟州港口为最终目标，愿意与州政府全力配合。

蔡细历也是马华总会长，他今日在记者会上，针对出任槟州港务局主席一事，这么说。

针对槟州政府献意私营化港口，他说，任何私营化计划必须进过经济策划局讨论。

他说，若这项计划是能惠及全民及槟州人民，相信中央政府会接纳有关建议。

国语优等是基本条件

针对若独中生所考取的大马教育文凭国语没有优等，是否可以申请师训后再补考，蔡细历说，这是技术问题，必须与教育部做进一步探讨。

询及是否有可能让独中生无需以国语优等成绩申请加入师训，他说，国语优等是作为公务员的基本条件，任何有意成为教师的毕业生，都必须符合条件。

他解释，每个国家都有本身的条件，如在欧美国家学生的英文必须及格，所以在我国若要申请为公务员必须确保国语优等。针对很多独中生没有报考大马教育文凭，他说，“很多独中生都有报考大马教育文凭。如果是没有报考国语，那将无法申请为公务员。”

KUALA LUMPUR: Every Barisan Nasional component party should have an equal voice to raise issues affecting the people to ensure it is the coalition of choice, Datuk Seri Dr Chua Soi Lek said.

The MCA president said the people always came first, pointing out that Barisan had to articulate the hopes, fears, expectations and frustrations of the various communities in the country.

As such, he said, each component party must be accorded full respect on the basis of power sharing.

“There should not be any big brother or small brother within the coalition. We are working towards the same cause and purpose. We are equals,” said Dr Chua at the Barisan convention here yesterday.

Describing the convention as “most crucial”, particularly with the buzz of an impending general election getting louder, Dr Chua noted that Barisan must not be seen as merely collaborating during elections, adding that there must be genuine power sharing at all times.

He said there was a need for Barisan parties to work as equal partners and that decisions pertaining to policies should not be announced at the Umno general assembly or at its supreme council meetings, which was not equivalent to Cabinet status.

Dr Chua also expressed concern over the public delivery system which very often did not reflect the thinking of the Barisan government, calling on the Government to address such weaknesses.

“We have to accept reality and weaknesses in our system and act accordingly to improve on it. We can no longer live in denial,” he said.

After the convention, Dr Chua said component parties reached a consensus that no party should favour a particular race but should give equal treatment to all.

“No political party should take care only its own race, it should be for all,” he said, adding that the atmosphere at the closed-door event was encouraging and in high spirits.

國陣大會：蔡細歷：避免公僕濫權‧應設賞罰管理機制

（吉隆坡5日訊）馬華總會長拿督斯里蔡細歷說，政府應該設立一個賞罰分明的公務員管理機制，有效地懲罰違反一個馬來西亞理念的公務員。

“在這方面，我們不應有任何的妥協！因此，我認為是時候重新檢討執行1933公共服務局通令下，有關公共服務局被賦予權力辭退犯錯的公務員的條款。

“這是要確保不會繼續發生公務員濫權，特別是確保公務員的權利不會超越一個民選部長的權利。”

對症下藥克服弱點

很多時候我們都發現，公共服務領域往往和國陣的決策背道而馳，政府應該認真看待這個問題，對症下藥採取行動克服這些弱點。

蔡細歷在國陣大會上致詞時說：“如果公共服務領域的表現依然和我們的目標差距懸殊，那可以預知我們將面對更艱鉅的挑戰。”

他說，今日社會不能繼續被這樣的情況“牽絆”或“挾持”；公共服務局應該對公務員的言行操守負責，確保政府的公共傳遞系統操作順利和有效率的執行任務。

“我認為，政府賦予公共服務局在擢升、採取紀律對付和解雇公務員上有很足夠的權力。”

“我感到納悶，為甚麼這個情況依然會發生？

我們應該有一套更有效的賞罰機制，在獎勵表現良好的公務員的同時，也讓犯錯的公務員得到應有的處罰。”

蔡細歷指國陣大會非為準備來屆大選

（吉隆坡5日訊）馬華總會長拿督斯里蔡細歷否認召開國陣大會，是為了明年全國大選做好準備，相信全國大選並非傳言中在明年3月或4月舉行。

“首相發表的政策演詞，旨提醒成員黨不要忘記親民、解決民困，以及加強各黨的鬥志精神，所以有人猜測說大選落在明年3月或4月，我說不可能。”

蔡細歷出席國陣代表大會時，在記者會上這么指出。

他承認，首相在政策演說時提及的4大弊病，在國陣成員黨中已存在多年，而且必須依靠自己作出改變。

“國陣執政53年，一些領袖皆幻想自己獲人民支持、忘記領袖是人民選出來、認為是受命于元首選出和不求改變。”

針對首相的演詞內容，蔡細歷認為，首相傳達一個訊息給國陣政府，即必須改變，要一個以民為主，一個全民的政府，要包容全民。

他說，各民族必須合作及和諧，沒有各民族的合作，政府的計劃和轉型不會成功，這是最基本的條件。

亞太中間派民主國際會議‧蔡細歷受委副主席

（吉隆坡3日訊）馬華總會長拿督斯里蔡細歷在柬埔寨金邊舉行的亞太中間派民主國際會議（Centrist Asia PacificDemocrats International，CAPDI）中受委為副主席。

蔡細歷也受邀在此會議中發表演說。

他表示，CAPDI是以政黨為會員單位的國際性組織，因此它可以跨越國界，讓不同意識形態和國家的政黨進行對話和交流。

“我們堅決反對任何形式的種族極端主義，這在確保擁有多元種族的亞洲國家保持和平和穩定，是非常重要的。”

“亞太中間派民主國際會議”在柬埔寨總理府會議廳召開首次執行理事會會議，並通過《金邊和平協議》，呼吁各國要確保本區域長久維持和平、安全、穩定和繁榮。

回應民聯若執政吉祥任副揆‧蔡：副首相無實權‧屬表面好看掛名職

（吉隆坡30日訊）馬華總會長拿督斯里蔡細歷聲稱，國家憲法並沒有賦予副首相實權，如果沒有首相與內閣賦予權力，副首相一職其實只不過是“放著好看”的挂名職位而已。

蔡細歷在週一晚與面子書網友共進晚餐，回复網友提問公正黨實權領袖拿督斯里安華在接受華文媒體訪問時談及若民聯執政，將委任民主行動黨國會領袖林吉祥為副首相，是否會影響國陣華裔選票流失時，發表以上言論。

抨安華玩廉價政治宣傳

他表示，委任副首相是一種廉價的政治宣傳，是否賦予副揆實權才是重點，當安華說到指華人可擔任副首相的消息時，的確讓華裔選民聽起來“感覺良好”，而此舉目的也只不過是要吸引華裔選票，但在這同時也會影響馬來選票。

“副首相在國家憲法並無實權，而是由首相和內閣賦予權力，因此大馬的副首相通常會掌管一個部門。”

蔡細歷與近百名網友交流晚宴上，除了談及國家政局、經濟轉型、華社課題及馬華的政治影響力的問題之外，網友也追問趙明福命案、馬華是否會退出國陣及馬華直接掌控《星報》等時事課題。

馬華並無退出國陣理由

另外，蔡細歷指出，民聯雖然口口聲聲表示要跨越種族，不看膚色治理州屬，但從雪蘭莪州貸學金申請的華裔及印裔學生寥寥無幾，以及吉打州實施30%土著土地固打制等，就可看出民聯“講一套，做一套”。

“因此，我希望華社不要總是以“又要馬兒好，又要馬兒不吃草”的心態，而是應給予馬華更多的支持，以讓馬華繼續能與政府討論更多華社福祉。”

最後，他說到，馬華並沒有任何退出國陣的理由，因為國陣成員黨有國陣的精神，不像民聯三黨的團結已蕩然無存。而馬華與國陣將會一起捍衛布城，為人民爭取更好的將來。

PETALING JAYA: About 100 of MCA president Datuk Seri Dr Chua Soi Lek’s Facebook fans had the opportunity to meet him in person, pose questions on various issues and got treated to dinner.

They brought up topics like the Chinese community, the country, the party and the next general election.

When asked if he would defend his president’s post in the next party election, he said it was too early to tell.

“I am more concerned about the general election than the party election. I am more concerned about consolidating and strengthening the party and resolving long-standing issues so that it is more prepared for the next general election,” he added.

When asked when the general election would be held, he said: “If PKR continues fighting every day, there is a chance Barisan Nasional will hold it faster.”

On the proposed RM5bil 100-storey Warisan Merdeka, Dr Chua said those who objected to it were the same people who objected to the North-South Expressway (NSE), the Penang Bridge and other Federal Government projects.

“One must not forget that when the Government wanted to build the NSE, the Opposition went to court to get an injunction to stop it. Today people know its importance.”

He added that there would be another session with his fans before the Chinese New Year.

他說，林蒼祐的離去，不僅是家人的損失，因為國家也同樣失去了一個好的領袖。

獲得全民接受偉大領袖“雖然林蒼祐是一名華裔領袖，然而他卻是一名能夠獲得全民接受的偉大領袖。”

他說，林蒼祐領導檳州時，讓檳州能夠在短時間內發展成為一個工業州，為工業領域立下了基礎，也在檳州製造了不少就業機會。

马华助武总筹20万基金

他昨晚设宴迎接并恭贺在第16届亚洲运动会凯旋而归的马来西亚国家武术队伍，在致词时这么说。出席嘉宾包括马华署理总会长兼卫生部长拿督斯里廖中莱、副总秘书兼高教部副部长拿督何国忠博士、中委兼农业部副部长蔡智勇。

大马武术总会出席代表也包括总会长拿督斯里纪永辉及亚运会大马国家武术队领队张金发。

蔡细历力促华基政党高度重视武术项目，并获得华社的大力支持，才能在我国持续发展。

“除马华外，大马武术也需要热心人士及组织在有系统性及足够资源下，继续推广武术。”

武术列学校正课

他说，武术项目被教育部列为学校正课体育项目之一，而政府此举将感染更多年轻子民参与武术。

“无论是什么体育项目，都需要年轻一代来推动，而被列为学校正课之一的武术，则将获得更多年轻人喜爱。

“晚宴邀请武术队，除恭贺及鼓励他们的成就外，也是一种肯定武术在我国地位的方式。”

KUALA LUMPUR: MCA president Datuk Seri Dr Chua Soi Lek pledged RM200,000 to the Wushu Federation of Malaysia as a recogntion of their achievements in the Guangzhou Asian Games.

Chua said the federation were very motivated and organised, and that they should be provided with any resources they needed.

“My deputy has said there will be no problem in seeking sponsors to raise that amount,” he said during a dinner he hosted to honour the national wushu team yesterday.

Chua also promised a RM30,000 cash prize to wushu gold medallist Chai Fong Ying and RM10,000 to bronze medallist Tai Cheau Xuen. Chua’s deputy, Datuk Seri Liow Tiong Lai, said MCA was glad to assist the federation as wushu was not a heavily sponsored sport.

“We are pleased with their achievements and we are here to help,” said Liow.

Also present at the dinner were Wushu Federation of Malaysia president Datuk Seri Kee Yong Wee and other MCA leaders.

Kee said the federation hoped wushu could be promoted to all.

“Although Malaysia did not win any medals in the last Olympic Games, our first medal in the next Games may come from wushu,” he said.

‘Give younger candidates a go’, says Chua

TANGKAK: MCA may field candidates from among the younger generation in the next general election if they can win the seats for Barisan Nasional.

Party president Datuk Seri Dr Chua Soi Lek said it was important to train the younger generation so they would one day take over the leadership of the party.

Speaking to reporters here, he said MCA leaders at all levels should encourage the younger members to be actively involved in party activities.

“We want the younger generation to be given the opportunity to lead and we should give them the space to develop from now.

“We also want party leaders to engage more youths as they make up the majority of the population,” he said after launching the Ledang MCA Youth Sunshine cultural show here on Thursday night.

Dr Chua said it was wrong to assume that all young people were anti-government as recent studies by the party showed some were strong supporters of Barisan Nasional.

Studies had shown that about 40% of the youths were still undecided whom to support but they indicated that they would vote according to the performance of the party.

Party leaders should work hard to win the support of this 40% and capitalise on the recent election fiasco in PKR as many of the youths were disillusioned by the opposition party.

“The PKR election fiasco is an eye-opener to all that the Opposition cannot even conduct elections properly and its leaders are leaving the party one by one.

“Those who had left the PKR had openly claimed that they had lost confidence and that there was no democracy in the party,” he said, adding that the youths should be able to evaluate the current political scenario for themselves.

Dr Chua also said the Government’s recent economic transformation programme would create at least three million jobs in the next 10 years.

Prime Minister Datuk Seri Najib Tun Razak’s decision to provide scholarships to students who scored at least 9As irrespective of their race was also a good sign.

“The Government is trying to be as fair as possible to everyone and we urge the youths to support the economic transformation programme,” he said.

The programme, if successfully implemented, would benefit everyone in terms of income, standard of living and better job opportunities, he added.

蔡細歷：多為“中立派” 爭取40%年輕選票

（東甲26日訊）馬華總會長拿督斯里蔡細歷醫生指出，馬華將爭取40%的“中立派”年輕人，支持馬華與國陣。

他披露，說年輕人反政府是不對的，並非所有年輕人都反政府，有不少年輕人是國陣死硬派的支持者，但也有不少是反對黨的擁護者。

他說，308大選過后，馬華展開二次全面性的民意調查，除了國陣和反對黨都有死硬派的支持者，目前尚有40%的年輕人是“中立派”，還未決定支持在朝的國陣或在野的民聯。

年輕人走一步看一步

他補充，這些年輕人還沒有決定與選擇，他們走一步看一步，不過，他們將視朝野政黨的表現，靜觀其變才投下手中一票，這意味著馬華及國陣尚有希望。

“馬華必須努力工作來得到他們的認同，爭取這40%的年輕人，支持馬華和國陣政府。“

蔡細歷昨晚為馬青禮讓區團主催，禮讓陽光青年俱樂部主辦，禮讓國中華文學會、敦瑪末國中華文學會及斯里東甲國中華文學會協辦的“我們不平凡文娛晚會”主持開幕時，這么指出。

他強調，黨不能脫節，馬華需要更多年輕人來接班，通過老中青配合，黨才能強大。

“我們要看到馬華各區會三機構組織都有團隊精神，如果各自為政而無法團結，馬華就很難贏得民心。”

提到年輕一代的馬青時，蔡細歷認為應給年輕人一些空間與機會，發揮他們的才華。

“黨考慮給年輕一代（馬青）成為來屆大選的候選人，我們必須確保所委派的候選人，能夠在大選中取得勝利。”

KTAR may become a varsity college

KUALA LUMPUR: The MCA is planning to upgrade Kolej Tunku Abdul Rahman (KTAR) into a university college, said its president Datuk Seri Dr Chua Soi Lek.

He said a committee had been set up to look into its fee and course structures after the upgrade.

The members in the committee are Deputy Education Minister Datuk Dr Wee Ka Siong, Deputy Higher Education Minister Dr Hou Kok Chung and KTAR and Universiti Tunku Abdul Rahman (Utar) council member Tan Sri Dr Fong Chan Onn.

“We will ensure that KTAR will continue to provide affordable and quality tertiary education to all Malaysians,” he told reporters after chairing the MCA presidential council meeting yesterday.

The MCA founded KTAR in 1969.

On another matter, Dr Chua said another committee chaired by Dr Wee had been set up to look into issues related to conforming schools (Sekolah Menengah Jenis Kebangsaan).

The committee will have about two weeks to draft a memorandum to be submitted to the Prime Minister and Deputy Prime Minis ter.

On the 1MCA Medical Founda tion, Dr Chua said the criteria for those who could apply for financial aid had been drafted and would be posted on the party’s website by this week.

Deputy president Datuk Seri Liow Tiong Lai, who was at the meeting, said a charity dinner to raise funds for the foundation to be launched by the Prime Minister would be held on Dec 13.

On the bidding of car registration numbers bearing the letters MCA, Dr Chua said he would not bid for the number plate MCA 1.

“If other MCA leaders are interested in bidding for the registration number, they can go ahead to do so but we (the party) will not help them,” he said.

Dr Chua also said party members who announced their intention to quit the party in public would be considered to have tendered a formal resignation.

“This is because some of them have gained a lot of publicity in the media when they made such announcements but when we wrote to them to ask about their status, they denied that they had quit,” he said.

蔡細歷：長期受忽略‧助78改制中學解決問題

（吉隆坡23日訊）馬華總會長拿督斯里蔡細歷說，在馬華努力之下，華小及獨中問題已逐步獲得解決，馬華下一步將協助全國78間受到政府忽略的國民型中學。

他表示，馬華成立一個以馬青總團長拿督魏家祥為首的“全國國民型中學研討小組”，將收集國民型中學的種種問題，包括撥款、發展及母語教學課程等，然後草擬一份備忘錄提呈給首相拿督斯里納吉及教育部長丹斯里慕尤丁。

希望首相正視問題

“華小及獨中問題已逐步解決，我們是時候去協助國民型中學，我認為國民型中學長期受到忽略，希望正副首相能正視這些中學的問題。”

週二，蔡細歷主持馬華會長理事會議之後，在記者會上如此告訴媒體。國民型中學也稱為改制中學，全國共有78間，學生人數超過13萬人。

過後，魏家祥表示，國民型中學面對的問題已持續50年，相關的資料及報告早已存在，只需要重新消化即可。

“我們曾與有關學校對話，確認問題所在，因此兩週時間去進行研究已足夠了。”

另外，馬華成立“一個馬華醫藥基金指南”，馬華署理主席兼衛生部長拿督斯里廖中萊表示，需要醫藥資助的人士可到馬華官網下載申請表格，並通過州聯委會及區會呈交表格。

他說，首相納吉將在12月13日為該基金主持推介，各州馬華也能配合中央舉辦籌款晚會。

無意競標
MCA1車牌號碼

蔡細歷強調，他無意競標即將推出市場的“MCA1”車牌號碼。

“任何馬華領袖想擁有這個車牌號碼，可自由競標，我們不會協助他們拿到這個車牌。”

詢及馬六甲州馬華建議蔡細歷應該使用“MCA1”車牌，但是他表示不想擁有，“他們可以建議，但我也有個人考量。”

一旦公開宣佈
將被視正式退黨

馬華會長理事會議決，任何馬華黨員通過媒體來公開宣佈退黨，將被視為正式退黨。

蔡細歷說，一些黨員通過退黨來大做個人宣傳，已造成馬華的麻煩，從今天開始，那些公開說退黨的人將直接生效，不必再交退黨信。

“有者從沒交退黨信，就公開說自己已不是黨員、有者宣佈退黨後，又自稱是黨員，理由是尚未交辭職信，造成混淆。”

委3博士研究
拉曼學院升格大學

馬華委任“三博士”去研究將拉曼學院升格為“拉曼學院大學”（Tunku Abdul Rahman University College）。

蔡細歷說，會長理事會決定成立研究小組，探入研究拉曼學院升格問題，包括保持良好教學素質及低廉的學費。

小組的3名成員分別是擁有博士學歷的教育部副部長拿督魏家祥、高教部副部長何國忠及馬華經濟局主任拿督斯里馮鎮安，他們將利用兩週時間進行研究，預料會在下月帶到會長理事會討論。

他解釋，升格的目的是確保更多人有機會接受高等教育。一旦拉曼學院大學成立後，不會與現有的“拉曼學院大學”出現重疊，雙方依然各自為政及相輔相成。

否認巫統主導國陣

蔡細歷否認國陣是以巫統為主導，相反的，各個成員黨擁有同等地位、代表人數及分享政權，國陣兼巫統主席是扮演決策人。

他舉例，任何政黨想成為國陣成員黨，必須獲得大家的一致同意，並非由巫統作最後決定。

“傳統上，國陣主席就是巫統主席兼首相，只有他一人擁有特別權力去進行決策，決定各成員所討論的結果。”

他強調，馬華不曾質疑或不滿國陣修改黨章，以便讓社團、青年之友成為國陣直屬黨員。

他說，直屬黨員是經過各成員黨的深入討論及一致同意才落實，馬華不可能會反對。

“直屬黨員的加入，馬華及其他成員黨的權益不會受到剝削，因為首相兼國陣主席納吉說過，直屬黨員成為大選候選人，必須獲得所有成員黨的同意。”

他希望“分享政權”不只是口號，通過國陣代表大會加強各成員黨的聯繫及合作，從中央、州級及縣級的領袖都能分享政權及工作。

不竞标MCA1车牌

他说，马华党部便会立即承认他们退党，不会理会有关党员是否已呈交退党信。

另外，询及马华马六甲州联委会建议总部竞标MCA1号车牌给总会长使用，蔡细历说，他不会竞标。

他说：“他们有他们的建议，我也有自己的考量，任何马华领袖对有关车牌有兴趣，可以自行竞标，但马华党部不会给予协助。”

他今日主持马华会长理事会后，这样说。

提到会长理事会欲把拉曼学院升格拉曼大学学院，蔡细历说，他已委任会长理事会成员丹斯里冯镇安博士、马青总团长拿督魏家祥博士以及高教部副部长拿督何国忠博士成立特别委员会，跟进此事。

他说，上述三人将在两个星期内收集资料及讨论，协助党推动这项计划，确保拉曼大学学院的收费公道。

此外，针对国阵修改章程，增设直属党员、附属党员、青年俱乐部及青年之友俱乐部，蔡细历表示，国阵修改章程并没有剥夺马华的权利。

“我们清楚我们的权利，更何况首相说，即使要从直属党员中挑选候选人，也需要获得国阵成员党的同意。”

（柔佛‧昔加末21日訊）馬華總會長拿督斯里蔡細歷表示，國家經濟轉型計劃是否成功，取決於人民支持與響應、培育人才、有效實行及政治決心等四大因素。

他昨晚出席彼咯工商俱樂部慶祝成立6週年紀念暨籌募建會所基金聯歡晚宴時指出，人民是國家的股東，國家要有發展，人民才能分享經濟蛋糕。國家每年有6%的經濟成長率，人民就能受惠。他也表示有信心明年的經濟成長率能夠達致7%。

他說，首相拿督斯里納吉高度重視國家經濟發展是對的，因為飯碗比政治重要。

“納吉去年宣佈一系列的經濟開放措施，包括部份行業取消30%的土著固打制，但馬華認為政府應該全面開放。”

他說，在近期舉辦的華商研討會上，他也反映了政府需透明化、民主化，以及公平對待各族才能獲得人民的支持。

上億援金不如百元回饋金‧細歷：國陣撥款不討好

（雪蘭莪‧八打靈再也20日訊）馬華總會長拿督斯里蔡細歷說，國陣政府通過福利部每年撥出幾億令吉援助貧窮大眾，人民卻不以為然，但民聯檳城州政府只是撥出100令吉回饋金給樂齡人士，人民卻認為民聯比國陣好。

他說，福利部一年撥出幾億令吉，大約每個月300令吉給貧苦人士，民聯一年只給65歲以上樂齡人士100令吉，等於每個月給8令吉而已。

援金申請宣傳不足

他週六下午出席“生命的彩虹金絲帶，兒童節圓夢活動2010”

時，在記者會上表示，“政府花了很多錢，人民仍認為民聯做得比較好，這對國陣是不公平的。”

他表示，國陣最高理事會會議上提出福利部援助金申請問題，例如官員態度不佳、沒有公平處理申請手續，“一些國語欠佳的華族同胞不懂得填寫表格，官員發現表格不齊全，就放在一邊，沒有去跟進。”

“巫統婦女組主席兼婦女、家庭及社會發展部部長拿督斯里莎麗扎在會議上承認宣傳不足及申請手續有太多繁文縟節，並答應於明年加強宣傳，同時簡化行政及申請手續。”

詢及援助金申請是否需要兼具多種語文時，蔡細歷勸告華裔掌握好三語，重視母語教育的同時，也得掌握好國語，因為掌握國語在政府行政上是十分的重要。

受委經濟理事會成員助表達華社課題

對受委為國家經濟理事會成員，蔡細歷認為，這個職位可讓馬華表達華社關注的課題，並讓馬華對國家經濟發展扮演更積極的角色。

他說，國家經濟理事會共有12名成員，並以首相兼財政部長為首，其他成員包括副首相、第二財長等資深內閣部長和高級政府官員，主要任務是成為政府顧問，協助政府刺激國家經濟成長，以實現高收入國家的目標。

他認為，在推動國家發展及加強大馬在世界經濟的競爭力方面，國內各族人民的角色和貢獻十分重要，並且是相輔相成的。

直屬黨員以國陣旗幟競選馬華反對

（八打靈再也20日訊）馬華總會長拿督斯里蔡細歷披露，馬華不贊成國陣直屬黨員，以國陣旗幟出征下屆全國大選。

但他歡迎民間團體，加入成為國陣聯屬黨員，並坦言，這些國陣直屬或聯屬黨員，將不會有投票權，但一切詳情需進一步討論。

“大部分國陣成員黨，基本上都不贊成國陣直屬黨員，在國陣旗幟下參選，不過一切都有待進一步深入探討和研究。”

詢及若大部分國陣成員黨，都支持讓華團領袖成為大選候選人，馬華立場是否依然堅定時，他回應只要相關華團領袖認為勝算高，就可以去參選。

“華團領袖若認為他們會中選就可以去競選，根本不需要在國陣旗幟下競選，只要他們本身認為有足夠影響力就可以了。反正大選就是由人民來決定，而且也沒有人說阻止華團參政。”

支持不等於參政

至于有一些馬華領袖，認為應讓這些華團領袖在國陣黑區，如武吉免登和士布爹上陣，他則要記者把問題拋回給相關領袖，而不要追問他的意見。

他今日配合“聲明的彩虹金絲帶兒童節圓夢活動2010”，在八打靈再也阿嘉添兒童庇護中心頒發禮品給小孩前，接受媒體訪問時這么指出。

較早前，蔡細歷在出席國陣最高理事會會議后也說，馬華大體上同意國陣推行直屬黨員，支持一些非反對黨人士，直接成為國陣黨員。

“我們發現有很多人支持國陣，要成為國陣支持者，但卻不很樂意成為國陣成員黨黨員。有一些人不是要參政，他們只是支持國陣所做一切。”

另一方面，他也感謝首相拿督斯里納吉信任馬華，並願意破天荒首次在馬華大廈內舉行國陣大會。

Chua appointed to economic council

PETALING JAYA: MCA president Datuk Seri Dr Chua Soi Lek has been appointed to the National Economic Council (NEC).

This would allow the concerns of the Chinese community to be made known to the council, Dr Chua here Saturday.

“To MCA, the appointment is significant as it enables the party to express the concerns of the Chinese community and play an active role in contributing to the nation’s economy.

“The role and contributions of multi-ethnic Malaysians are vital as well as complementary in developing the nation and enhancing its competitiveness in the world economy,” said Dr Chua, thanking Prime Minister Datuk Seri Najib Tun Razak for the appointment.

The NEC panel is chaired by Najib, who is also the Finance Minister, and comprises 12 members, including senior Cabinet ministers and officials such as Deputy Prime Minister Tan Sri Muhyiddin Yassin and Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah.

Earlier in his speech before presenting gifts to children at the Agathians Shelter here Saturday, Dr Chua said NEC’s primary role was to act as advisor to the Government in order to boost economic growth for Malaysia to achieve high-income nation status.

The council, he said, would meet every Monday, aimed at gathering various opinions from its members on how the Government could maintain the country’s Gross Domestic Product at 6% growth rate in order to achieve the status.

“As such, I also see my appointment as a huge responsibility and I look forward to working together with all members of the council and doing my level best to deliver,” Dr Chua said.

蔡細歷：接納為成員國陣之友沒投票權

（吉隆坡19日訊）馬華總會長拿督斯里蔡細歷指出，國陣領袖在國陣管理委員會會議上，一致接納“國陣之友”（Rakan BN），可是他們不可以擁有投票權。

他指出，在今日的會議上，各成員黨提及接納“國陣之友”的課題。

蔡細歷今日出席國陣管理委員會會議后，接受記者訪問時指出，明日的國陣最高理事會會議，將針對“國陣之友”一事再作結論。

只討論大會課題

“我們都接受國陣之友，只是他們的角色是什么則還不清楚，例如他們是否可以出席區部會議，或只是出席國陣大會。不過，我們一致同意國陣之友沒有投票權，他們只是國陣成員。”

詢及國陣之友是否可派出代表出征大選時，蔡細歷說，今日會議沒有討論此事。

（怡保19日訊）馬華總會長拿督斯里蔡細歷強調，雖然拉曼大學及拉曼學院由馬華創辦，但馬華不會干預它們的行政或課程。

他說，之前鬧得紛紛擾擾的三千萬令吉捐款課題，是由學校理事會決定，不應怪責馬華。馬華會不斷協助及配合這二間學府，但不干預行政。

蔡細歷昨晚在新利口福酒家，為馬青霹靂州團舉辦的“一個馬華醫藥基金”慈善晚宴致開幕詞時，這么說。晚宴共籌獲64萬令吉，由馬青霹靂州團團長拿督馬漢順，移交給蔡細歷。

注重政經文教

他說，馬華是政經文教的都注重的政黨，在教育方面貢獻最多，設立拉曼大學及拉曼學院，大學栽培1萬3500名大學生，學院栽培的學院人數高達15萬名。

他引以為榮的說，拉曼栽培無數會計人才。馬華也照顧華小，華小的董家協領袖大多數是馬華黨員，他們捍衛華小的福利，不像一些人士只會挑撥離間及拉橫幅而已，並沒真正捍衛華小。

他說，在福利方面，馬華黨員站在最前線，日前吉玻大水災，是馬華黨員第一時間協助災黎，成立“一個馬華醫藥基金”。

他說，馬華之前的表現，讓人誤以為馬華是福利機構，其實，馬華是政黨，不是福利機構，現在回歸政治，高調問政，做個真正的政黨，有能力為國人，尤其是華裔，解決大課題。

（吉蘭丹‧哥打峇魯17日訊）馬華總會長拿督斯里蔡細歷認為，國陣是時候要改變傳統的競選方式，比如在一些鄉區地方所進行的沿戶訪問，其實無需過於勞師動眾，只需以小組的方式進行，認真聽取人民的心聲、傳達國陣所要傳達的訊息，此舉更顯親和力及誠意。

“城市那一套競選方式，未必適合用在鄉區地方，國陣必須改變傳統的競選策略。”

他說，往往各級中央領袖及大伙人齊出動助選時，會讓民眾感到缺乏親切感。

此外，他認為，“投國陣是為了確保國家的穩定和發展”這個口號，已經不符合時代及目前的政治局勢。

需要新策略口號

他說，國陣當前需要新的競選或策略口號，同時希望丹州馬華同志能夠提供一些意見，並探討如何在沿戶訪問的短時間內，向民眾傳達國陣所要傳達的訊息。

蔡細歷是今午到來吉蘭丹州的哥打峇魯，與丹州馬華基層領袖聚餐會面後，向媒体這麼表示。

他也贊賞丹州馬華基層領袖在加腊士補選中給予充份配合。

他表示，雖然國陣在本月4日兩場補選中的支持率都提高，不過，他同意首相及副首相的說法，國陣不能因此感到自滿，因為國陣還要走更長遠的路。

加強民眾對一個大馬理解

另一方面，蔡細歷發現，民眾十分支持一個馬來西亞概念，但實際上，許多民眾對一個馬來西亞概念還是不堪瞭解。

他認為，政府有必要通過各种管道，向民眾解釋，以更進一步瞭解一個馬來西亞概念，避免反對黨製造混淆。

BN convention in Wisma MCA a big honour, says Chua

IPOH: MCA president Datuk Seri Dr Chua Soi Lek is proud that for the first time Wisma MCA will be the venue for the Barisan Nasional convention on Nov 28.

In previous years, the convention was held at the Putra World Trade Centre.

Dr Chua said 200 representatives from the MCA would be attending the convention, which is expected to discuss the recruitment of members directly into the Barisan without having to be a member of a component party.

He also said that candidates for the next general election would be decided after getting the views from all component party leaders, with the final decision left to the Prime Minister.

“We cannot simply place somebody at a constituency just because we like him or her,” he told reporters during the fund-raising dinner for the 1MCA Medical Foundation at the Sun Lee How Fook Restaurant here last night.

On the fundraiser, Dr Chua said Perak collected about RM640,000 to help Malaysians with medical needs.

The fund, he said, would be made available to all Malaysians seeking treatment in private or government hospitals.

A maximum RM20,000 would be given to recipients but those needing more could appeal.

Dr Chua said the 1MCA Medical Foundation would be launched by Prime Minister Datuk Seri Najib Tun Razak at Mutiara Hotel on Dec 13 and RM500,000 would be disbursed from next year.

“這是不正確的。”

他說，由于最近碰上數個補選，國陣大會才一再拖延。

蔡細歷于今晚在怡保新利口福酒家，出席由霹靂馬青舉辦一個馬華醫藥基金慈善晚宴后，在記者會上說話。

他也說，相信在來屆大選，首相會運用智慧派出勝數最高的候選人出陣。

“首相會考慮國陣推薦的候選人人選，不會因喜歡某個人而讓他上陣。”

詢及副首相曾談及候選人的人選是國陣領導人的一致決定時，蔡細歷重申，首相會考慮國陣領袖推薦的人選，也是國陣主席的首相才可做最后的決定。

他說，在11月28日舉行的國陣大會，首次在馬華舉行，他感到榮幸，將會派出200名代表出席大會。

（柔佛‧古來15日訊）馬華加拉巴沙威支會會所於昨午由總會長拿督斯里蔡細歷開幕。

馬華加拉巴沙威支會成立於1959年成立，在1962年搬遷至目前的會所。2006年，該支會為會所進行動土重建，工程於2008年完成。昨天下午5時30分，由蔡細歷為座落在加拉巴沙威大街旁的2層半會所剪彩及揭幕。

該支會目前擁有逾600名合格及永久會員。主席為黃紀坦、署理主席為黃永興、副主席為黃國益、張壽芳；婦女組主席為劉文芳；青年團團長為黃益申。

華小生未來5年增6萬‧蔡細歷：須加速遷校

（柔佛‧新山15日訊）馬華總會長拿督斯里蔡細歷醫生指出，未來5年內，華小就讀人數將增加6萬人，因此有必要快速進行遷校工作，並且在華人密集地區建設華小。

他指出，目前全國有1292間華小，當中的57間學生人數少於20人，隨時面對關閉命運。

“因此，有必要儘快採取解決方案，為這些學校進行遷校工作。”

指制度化撥款不恰當

他週日晚在古來加拉巴沙威四維華小63週年校慶暨籌募學生雨蓋走廊基金晚宴上說，自1999年至2008年，全國華小共增加了1100間教室，並有75間華小成功遷校，以及成功建起4所新華小。

他指出，明年將落實在華裔居民佔大多數的地區，發展商需撥出5英畝作為華小保留地的政策，還有待被帶到每3個月進行1次會議的國家土地理事會，才能在各州政府執行。

“政府提出的轉型計劃，需要依靠知識型人才來協助推動發展，因此教育一環將越來越重要。”

他指出，教育是馬華重要的議程，對於教育的立場，馬華主張高素質教育、捍衛母語教育、栽培人才及減少人才外流，並且確保政府能夠提供公平的教育機會給大馬公民。

對於留住人才的問題，他說，拉曼學院共栽培15萬名大專生，拉曼大學也培養了1萬3500名大學生。

他指出，馬華將配合這兩所學府，不讓畢業生成為外流人才。

此外，他認為，要求政府制度化撥款給華小是不恰當的。

他說，政府應從明年開始，固定撥出3500萬令吉作為華小維修費。

蔡细历：无法反映多数党员意愿公正党直选失败

（古来14日讯）马华总会长拿督斯里蔡细历医生说，人民公正党推动的直选已经失败，因为无法真正反映多数党员的意愿。

他说，该党共有50万名党员，却只有9%的党员参与直选，因此选出来的领袖也未必符合大多数党员的意愿。这种准备不足的直选，根本无法真正达到民主的要求。”

四维华小校庆

他今晚出席加拉巴沙威四维华小欢庆63周年校庆暨筹募学生有盖走廊基金晚宴时，在记者会上这么表示。

另一方面，蔡细历说，缅甸政府早就应该释放民主精神领袖昂山素枝。

他说，该国不应以软禁方式，限制人民追求民主自由。

“虽然，缅甸政府已释放昂山素枝，但这不意味该国的民主进程将有大跃进，以及缅甸人民将越来越自由及富有。”

他说，只有懂得创造稳定的经济架构，一个国家才能达到富国强民的目标。

“我們不應該整天談獨中、華小、神廟、新村，我們要談的是全民的問題，我們是以課題為主，而不是以種族為主。”
他說，雖然馬華是單一種族的政黨，但黨的立場很堅定堅決，日後全民的問題也是馬華公會的問題。
蔡細歷是於週六晚出席馬華玻州聯委會主辦的“緣聚情牽”馬華之夜時，這麼表示。
他說，當我國有史以來出現兩線制時，人民顯得很高興，因為有得選擇國陣或民聯，而且政黨有競爭才有表現。
“可是我們目前所看到的是不斷發生的政治紛爭，影響國家的發展及形象，甚至種族之間的關係也受到很大的打擊。”
他表示，民聯當時的口號是改變，同時也強調是跨種族的政黨，不像馬華、國大黨都是單一種族，通常年輕一代都喜歡跨種族的政黨。

民聯宣言多沒落實

“今天我們並沒有看到他們有任何改變或轉型，這只不過是政治口號而已，更沒有宣佈短期或長期計劃來發展他們的州屬，而且，他們的宣言大致上都沒落實，反而說一套做一套。”
蔡氏說，民聯帶來的唯一改變是在協助加強回教黨，說服華裔支持回教。“有些華裔因為不了解回教黨在中央執政所帶來的後果而開始接受該黨。”
他指出，華裔以為馬華領袖喜歡用回教黨來恐嚇他們，其實馬華並不是在恐嚇，因為馬華認為將實事告訴大家是馬華的責任。

玻亞婁華益新學樓開幕蔡細歷:中國成經濟強國中文已提高商業價值

（加央14日訊）馬華總會長拿督斯里蔡細歷認為，我們應該從另一個角度來看待華文教育，尤其是中國已被公認為世界第二經濟強國時候，中文已有它一定的商業價值。
“往往教育，尤其是華小的課題很不幸的成為政治課題外，也有一些人更將之種族化，但有幸的是，中文卻有它一定的商業價值。所以，我們應該從另一個角度來看待華文教育。”
他說，今天的華文教育擁有商業價值，因為中國的開放及被公認為世界第二個經濟強國時候，中文有其商業價值，以中文為主的國家，其貿易已佔全國總貿易量的20%。
蔡細歷周六下午出席玻璃市亞婁華益國民型華文小學禮堂暨新教學樓開幕典禮時，這麼表示。
“如果我們要增加我們的貿易量，就必須要栽培更多能夠掌握3種語文的馬來西亞人，與中文為主的國家進行貿易。”
“我們希望華裔同胞重視母語教育，不過也須掌握英語及國語，因為我們不能成為單一語文的種族，只懂中文而不懂其他語文。”
蔡細歷還說，最近有一名專科醫生向他表示，很多華裔病人來到醫院或診療所，不懂國語也不懂英語，只懂中文，只會說“Demam“、“Sakit”、“Panas”幾句而已。
“其實，這問題已有許多人提出，身為馬來西亞人，不能掌握其他語文是不對的。”
“我們不能成為單一語文的民族，我們要的是一個多元掌握的民族，我們也不能像馬來友族那樣，只懂得馬來文，不懂英文及中文。”
他希望華裔在捍衛母語教育的同時，也不要忽略英語及國語，這樣才能在多元種族的國家中，真正栽培到可以掌握多種語文的人材。
此外，他說，馬華正在積極處理各項華社的問題，包括獎學金、華小遷校、獨中統考問題等等。
他說，馬華會全力以赴及繼續努力，也希望董家教給予配合及支持。
儀式上，禮堂贊助人蘇榮聰也受邀致詞，由於他未克出席，由其兒子蘇海恩代表為禮堂主持開幕禮。
至於新教學樓則由蔡細歷主持開幕禮，他也在致詞時宣佈撥款12萬令吉，作為該校有蓋籃球場用途。

Chua: PKR members not at all committed

KULAI JAYA: PKR is not ready for elections because the party is poorly organised with members showing no commitment, said MCA president Datuk Seri Dr Chua Soi Lek.

He said that on the average, only 9% of PKR members had come out to vote during the party’s ongoing polls, and this did not reflect majority support.

“And this is not reflective of the real process of democracy,” he told reporters at a fundraising event held at the SJK(C) Sawit here yesterday.

Dr Chua urged the people to appreciate the democratic process in the country.

“Although the Internet has allowed for more freedom of speech, we still need regulations,” he said, adding that freedom and democracy alone would not guarantee prosperity.

“We need to have restrictions and a good financial infrastructure for economic development.

“We have to emulate China, which practises controlled freedom and yet is still doing well economically,” he said.

Dr Chua said the Opposition often spoke about press freedom but it had restricted this in some of the states it controlled.

“This is exactly what happened in Penang,” he added.

Launching the Kelapa Sawit MCA branch service centre later, Dr Chua said a professional body would be hired to manage MCA’s assets to avoid any abuse of funds.

He said this was one of the promises he made before being elected party president as he felt it was important for the party.

“The party’s assets needs to be accounted for as it belongs to every MCA member,” he said, adding that the professional body would submit a report on the party’s assets twice annually to the central committee.

他说，马华看到首相是真正要让国家经济体系转型，所以，支持首相成为领导多元种族国家的“一个马来西亚”全民领袖，而不是马来人的领袖，并与华社保持联系。

他昨晚在加央出席玻州马华举办的“缘聚情牵”马华之夜宴会上致词。他在会上宣布拨款5万令吉予玻州马华。

他说，首相高度重视经济发展，认为饭碗比政治斗争更重要，只有确保国家经济体系转型，才能在未来十年内，成为高收入国家，国民年收入达5万令吉。

走不出中等收入困境

“大马自1997年被列为中等收入国家后，13年来仍走不出中等收入困境，目前国人的年收入仍是2万8000令吉。”

他说，政府在经济转型模式中，决定从明年开始把私人界列为经济火车头，华裔将有更多的参与机会，分享扩大的经济蛋糕，实际推动国家经济发展，因此，必须支持响应政府朝向开放、透明化，减少繁文缛节。

“华裔的问题就是马华的焦点，要处理和解决的问题。”

（森美蘭．淡邊13日訊）馬華總會長拿督斯里蔡細歷認為，人民對政治工作者的要求越來越高，但是只要政治工作者保持親民謙虛、容易聯絡及秉持誠心誠意的服務態度，人民還是會給予支持。

他指出，政治工作者不能講一套做一套，例如檳城及吉打兩州的民聯，在大選前對人民承諾一旦執政，就豁免人民繳付水費，但是這兩個州政府在日前不只違背承諾，還宣佈批准水務公司調高水費。

“此外，現在民聯執政的州屬不時發生摧毀神廟事件，凸顯彼等沒有尊重大馬多元種族的宗教信仰，沒有兌現向人民許下的承諾。”

他於週五晚出席由馬華淡邊區會主辦的“親民晚宴”致詞時說，馬華不能滿足於服務民生、解決地方上問題而已，馬華的焦點也必須集中於處理國家大課題，公開表明立場，反映人民的心聲，同時以勇氣及智慧，解決人民所關心的問題。

“馬華中央領導層不時針對國家及華社問題，與首相及副首相面談，讓彼等更進一步的瞭解馬華和人民的需要和看法，以便採取更有效的解決方案。”

他說，馬華也向正副首相，提出政經文教課題，例如栽培人才及避免人才外流的建議、外勞政策、UPSR及PMR的民意取向等等。

他說，首相的開明政策，顯示他是全民的領袖，若有了人民的支持，就能加速實現一個馬來西亞的願景，並如期達致經濟轉型的目標。

蔡細歷在會上宣佈撥款1萬令吉給馬華淡邊區會，青年團及婦女組各獲撥款5000令吉。

MCA pledges to help flood victims in Kedah and Perlis

KANGAR: The MCA will do its best to help flood victims in Kedah and Perlis, party president Datuk Seri Dr Chua Soi Lek said.

He said the recent floods in both states had badly affected the livelihood of the people and the party would play its part to assist the victims.

“We will work with the affected states to provide relief. Kedah and Perlis face a challenge as both states have limited resources,” he said in his speech during a dinner organised by Perlis MCA here yesterday.

Dr Chua criticised the Kedah government, which he said had taken days to respond to the floods.

He advised the party’s representatives in both states to ask the respective Mentris Besar for funds from the Federal Government to be used to provide loans to small and medium industries affected by the floods.

He also hit out at Pakatan Rakyat for not bringing any changes after taking power in four states.

“What we have been seeing are political and racial conflicts,” he said.

He also spoke of the MCA’s support of Prime Minister Datuk Seri Najib Tun Razak’s 1Malaysia concept.

“We’re not shoe-polishing but we know he can lead the country towards (Vision) 2020 and make Malaysia a high income country.

“Malaysia has been ranked as a medium income country for 13 years since 1997,” he said.

Dr Chua also announced a RM50,000 allocation from the MCA headquarters to Perlis MCA.

蔡細歷昨晚為馬青峇株巴轄區團政治演說館第四期基礎班學員結業典禮，及口才發表會主持開幕時，如此表示。

他指出，308大選後，朝野政黨不斷發表種族極端課題的言論，以藉此鞏固及擴大政黨的力量，但馬華嚴厲譴責任何發表種族極端的言論。

應向父母感恩

他認為，對於這些發表種族極端言論的領袖，人們應拒絕讓他們在大馬這多元種族的國家落地生根。

“華裔不需因為能擁有公民權而向任何領袖表示感恩，我們應表示感恩的是父母，而不是任何領袖給予我們公民權。此外，華裔對馬來西亞的效忠也是不容置疑。”

蔡細歷表示，無論是在朝或在野的政黨領袖，都應該提高對各族課題的敏感度，應瞭解唯有各族同胞互相尊重，才能真正達致一個馬來西亞。

他也強調，儘管沒有任何一種政策是能夠完全滿足各族人民，但只要國陣政府能採取包容各種族同胞的政策，他有信心國陣必能繼續獲得人民的支持。

Meet the people where it matters, MCA leaders told

BATU PAHAT: MCA leaders have been asked to make their presence felt in places where people often meet each other, such as coffee shops and food stalls, to find out the problems they face.

MCA president Datuk Seri Dr Chua Soi Lek said that by going to such places, leaders would also be able to talk directly to the people and help them solve their woes.

He said such a practice would also enhance their confidence in dealing directly with the people besides honing their skills at solving the people’s problem.

Dr Chua was speaking after witnessing a public speaking presentation by MCA members here on Thursday night.

He said the presentation was a positive step towards boosting the confidence of the Chinese community particularly MCA leaders about speaking their mind on current issues.

“The setting for the whole event depicts a food stall or a coffee shop where many people go to talk about problems that affect their lives.

“This is where MCA leaders need to be seen more often so their presence is felt by the people. This presentation signifies that importance,” he said.

Dr Chua said that the speakers were graduates of ongoing public speaking classes organised by the Batu Pahat MCA division here.

蔡细历：认为非土著太自由土著最反政府

（峇株巴辖12日讯）马华总会长拿督斯里蔡细历医生说，土著拥有特权等种种福利，却是反政府反得最“够力”的族群！

“华社不要以为只有华人反政府。实际上，马来人更加激烈的反政府，因为他们认为政府给予非土著太多方便和自由。土著权威组织就是一个最佳例子，往往首相提出的许多政策，都是他们在反对；他们拥有不同的议程、观点和角度，来看待多元种族的我国。”

蔡细历也是马华峇株巴辖区会主席。他昨晚首次以总会长身分为马青峇株区团政治演说馆举行的“第四期基础班学员结业典礼”暨口才发表会主持开幕，并在会上致词时这么说。

严谴极端言论

他强调，马来领袖不单是巫统，包括回教党和公正党领袖，都应提高敏感度并尊重华裔同胞，唯有通过各族间的互相尊重，才能达致真正的“一个马来西亚”。

“在308大选前，一些政党高呼要改变的口号，并强调跨种族的精神，但在308大选后，许多朝野政党和领袖都不断利用种族课题来巩固自身的力量，以争取支持。”

他强调，马华严厉谴责任何领袖提出极端言论，并认为人民应否决他们，勿让这一撮人在多元种族的国家里“落地生根”。

“目前，反对党架设的‘网络咖啡店’，从过去的数百间已增加至数千间来攻击马华，然而，反对党的承诺却没有兑现，讲一套做一套，‘开出空头支票’等，槟城与吉打州政府宣布调高25%水费就是最好例子。”

马华没“擦鞋”

他强调，马华支持首相并非为讨好首相及“擦鞋”文化，重要的是通过经济转型达致高收入的目标，可让身为国家股东之一的广大人民受惠；而首相也不是马来人的领袖，而是全民领袖，他必须懂得照顾全民，不分种族才能达致一个马来西亚理念。

Recognise role of Chinese schools

BATU PAHAT: The education system needs to be liberalised and the Government should recognise the role played by Chinese schools in training educated manpower, MCA president Datuk Seri Dr Chua Soi Lek said.

He added that it was especially important to include graduates from Chinese independent schools into teacher training colleges.

“This move can help train more skilled manpower and also reduce the shortage of Mandarin teachers in local schools,” he said after speaking during the year-end student recognition ceremony held by SJK (C) Ai Chun 1 here yesterday.

Dr Chua said that the country only had about 20% skilled labour and this was poor compared to neighbouring countries such as Singapore, Hong Kong and Taiwan with some 50% skilled labour.

“In order to eventually be a high-income nation, we need to have a quantum leap in economic development ... and this should be supported by a quantum leap in educational development,” he said.

“We have to train adequate brain power to support the economic boom and we need to start with the education sector,” he said. On a separate matter, Dr Chua urged school organisations to be more transparent and accountable to ensure that they continued to enjoy the confidence of their financial contributors.

“If they are not transparent and constantly have internal arguments, it will affect the running of the school,” he said.

He added that this was a problem that needed to be rectified at SJK (C) Ai Chun 1 before they obtained financial support from the Government.

（森美蘭‧芙蓉9日訊）馬華總會長拿督斯里蔡細歷指出，華印裔不當兵有其他理由，並非不效忠國家，這兩個種族對國家的忠心與效忠不應該受到質疑。

他今晚出席大馬販總59週年晚宴時，針對國防部長指華印裔不當兵其中一個原因可能是愛國精神未夠高的言論，發表看法。

蔡細歷表示，質疑他人對國家的忠心就是侮辱他人，華裔已多次表明忠於國家，而一些企圖破壞政府的激進份子也不是來自華社。

他指出，發表類似言論者的人，應該接受幹訓，學習提高敏感度、如何說話及互相尊重，不要說出傷害他人尊嚴的言論，這也不符合一個馬來西亞的精神。

他也認為，有幾名巫統部長在說話時應該更加敏感，不要傷害他族的感情，各族才能更融洽相處，對馬華而言，指華印裔不效忠國家是一竹竿打翻整船人。

“對國家忠心與否是不分種族的，領導人不該傷害其他人感受，首相納吉也應勸告這些領袖要謹慎發言及互相尊重。”

他表示將在下次的國陣會議中提出此事，以便各造不要再挑起華裔不忠於國家的課題。

蔡細歷吁販總與各屬會投報勿姑息外勞小販

（芙蓉10日訊）馬華總會長拿督斯里蔡細歷吁請馬來西亞販商同業總會與各屬會團結一致，投報外勞在小販中心營業的現象。

他說，吉隆坡及大城市有很多小販中心，有不少外勞營業，當中很多沒有准證及不合法，希望販總及各屬會向執法單位投訴，否則有時會被“假假看不到”。

促建立利商環境

“我們不鼓勵外勞在本國營業和當小販，這對國內小販是一種競爭，你可以聘請外勞，但不鼓勵讓外勞自己當小販。”

蔡細歷昨晚在芙蓉明佫酒家，為馬來西亞販商同業總會慶祝59週年紀念、芙蓉小販同業商會65週年紀念，暨籌募“大馬販總百萬教育基金”晚宴主持開幕時，這么指出。

出席者包括青年及體育部副部長顏炳壽、馬華婦女組主席拿督尤綽韜、馬華森州聯委會主席拿督姚再添上議員、馬來西亞販商同業總會會長李中永、永久會務顧問拿督蔡樹民、教總主席王超群和森華堂主席劉志文等。

另一方面，蔡細歷認為，政府既然已鑑定12個關鍵經濟領域，應該全面開放，鼓勵真正的華巫裔聯營，而不是“阿里峇峇”。

“最關鍵的是要有效實行，否則經濟轉型就只是計劃而已，政府必須減少繁文縟節、官僚作風，建立利商環境。

The MCA wishes to express its regret over a report in The Malaysianinsider that the MCA is bidding for the gaming unit of Tanjong Bhd.

The report is purely speculative because we have no interest in bidding for Pan Malaysian Pools Sdn Bhd.

The MCA is open to any investment opportunities but it has no intention to be involved in gaming businesses.

The MCA regrets that the DAP has jumped the gun by attacking the Party without verifying the accuracy of the news report. It should get its facts right.

The MCA will seek legal recourse against any party that continues to speculate this issue that has no basis at all.

The DAP, being part of the Pakatan Rakyat government in Selangor should instead explain the mushrooming of cyber cafes, “health centres” and “reflexology centres” in the state.

蔡細歷：建3000屋華裔佔多華小保留地明年或落實

（芙蓉9日訊）馬華總會長拿督斯里蔡細歷指出，建有3000間屋子，並以華裔居民佔多數的屋業計劃，必須擁有華小保留地的新指南，預計要等到明年才可落實。

他說，首相和副首相原則上同意，任何一家發展商若興建的屋子超過3000間，且以華裔居民佔多數，發展商需撥出5英畝土地作為華小保留地。

他說，目前最大問題是，發展商在獻地時是根據更改土地指南，把國小保留地捐給華小，所以這需州政府配合。

他說，由于有關新指南需在內閣內尋求通過，同時也要帶到國家土地理事會討論，因此預計在明年才能落實此政策。

蔡氏是于昨晚出席森州大臣與華校董家教交流會時，在會上如是指出。

此外，他提到，根據馬華預測，在未來5年，華小學生將增加6萬人；在全國1292間華小中，雖然有些學校會出現爆滿現象，但仍有57間因學生來源短缺而成為微型華小。

馬華跟進分配撥款

他說，在下一回與副首相兼教育部長丹斯里慕尤丁會議中，將會討論那個州屬需要遷校，唯土地始終是華小在遷校方面最常遇到的問題。

KUALA LUMPUR: The MCA plans to raise at least RM10mil at the 1MCA Medical Foundation dinner to benefit Malaysians of all races, says party president Datuk Seri Dr Chua Soi Lek.

He said the amount of donations currently stood at RM8mil and donors were welcome to join the dinner to be held on Dec 13.

“The funds collected is for all, regardless of race. It is given just as long as you are a Malaysian,” Dr Chua told reporters after the MCA central committee and presidential council meetings at the Wisma MCA here yesterday.

Dr Chua added that Prime Minister Datuk Seri Najib Tun Razak would be the guest-of-honour at the dinner.

“The party has set criteria or guidelines on how we can channel the money to needy patients. A committee, headed by Health Minister Datuk Seri Liow Tiong Lai, has been formed to select the recipients of the fund,” he said.

The committee was made up of both private and government officers, he said, adding that there was a set of guidelines on speeding up the approval process.

蔡細歷：收集資料討論關注國陣修改章程

（吉隆坡8日訊）馬華總會長拿督斯里蔡細歷指出，馬華高度關注國陣修改章程事宜，同時委任以副總會長顏炳壽為首的委員會，負責收集相關資料，以供討論。

他說，他們在今天的馬華會長理事會會議中，提及修改國陣章程事宜，唯因為討論過程中，大家有不同意見，因此有必要再次開會，針對所收集的資料，作深入探討。

帶來很大影響

他今日主持約一句鐘半的馬華會長理事會會議后，這么指出。早前他也主持了馬華中委會，歷時也是一小時半。

他說，顏氏將向會長理事會提呈所收集的資料，一旦達成共識，馬華將把結論提呈國陣最高理事會。

“我們高度關注修改章程事宜，因為它會給國陣成員黨帶來很大影響。我們要強調的是公平對待所有成員黨。”

首相兼國陣主席拿督斯里納吉于今年初主持國陣最高理事會議后，宣布國陣將舉行大會討論修改黨章事宜，以便承認支持國陣的政黨、非政府組織及獨立人士的地位。

2補選顯示
華裔選票回流

蔡細歷指出，馬華事后詳細分析沙巴峇都沙比國會議席和吉蘭丹加臘士州議席補選投票站，發現華裔選區有華裔選民回流跡象，證明更多華裔選民支持國陣。

他指出，馬華很榮幸國陣的華裔選票提高，馬華將會持續保持團結精神，繼續確保華社支持國陣和馬華。

蔡細歷也感謝副首相丹斯里慕尤丁領導這兩次補選，並感謝人民支持國陣候選人，國陣才贏得這兩場補選。

針對什么因素令華裔選票回流，他說，這可能是多方面因素，包括首相較早前推行的經濟轉型計划，首相向人民解釋轉型計划后，華社大多接受和支持。

“政府全力支持經濟蛋糕擴大，私人界都接受，隨著支持率上升，相信這影響選票。”

蔡細歷說，同時，馬華積极進行很多團結活動和計划，馬華也不再用以前形式與人民接觸，包括不再舉辦大型講座或隆重晚宴。

“我們舉行與人民更接近的小型講座，也沒有如以往般宣佈撥款來拉攏人民，這都可能都是勝利因素。”

一個馬華醫藥基金
已籌獲800萬

蔡細歷指出，一個馬華醫藥基金籌款活動已成功籌獲800萬令吉，距離籌款目標至少1000萬令吉，還欠200萬令吉。

他說，他們已決定在12月13日晚上8時，舉行“一個馬華醫藥基金晚宴”。首相拿督斯里納吉將受邀出席赴會，受邀者還包括各位善長仁翁。

蔡細歷說，馬華會長理事會也核准需要協助病人所需的申請條件，以衛生部長兼馬華署理總會長拿督斯里廖中萊為首的委員會，將鑑定相關指南和條件，確保病人申請援助程序可加速處理。

他透露，委員會成員包括政府和私人醫院專家。

蔡氏強調，基金會提供的援助是給大馬公民，不分種族，最重要是協助真正需要幫助的國人，並幽默地說，“當然整容不包括在內，我們是不會理會的！”

馬華中委會會議確認馬華信託人，從華仁控股有限公司手上取得星報出版有限公司，即《星報》股權總共3億1331萬5760的普通股。

文告指出，華仁控股是根據市價，即以每股4令吉09仙，總值12億8146萬1458令吉價格，把《星報》股份轉給馬華。

馬華中委會強調，這項股權轉移未影響馬華在《星報》的利益，而旨在重組馬華的投資活動，讓華仁控股有限公司能夠擺脫在《星報》的被動式投資，並專注于其他非上市股份和資產的投資活動，以達到更有效管理，並為股東提供最大收益。

文告指出，馬華在《星報》的投資將會繼續保持被動式和長期的投資。

Our tactics worked, says Chua

KUALA LUMPUR: Barisan Nasional won both Galas and Batu Sapi by-elections because the 1Malaysia concept has been better explained to the rakyat, said MCA president Datuk Seri Dr Chua Soi Lek.

He also attributed the coalition’s victory to the introduction of the Economic Transformation Programme (ETP) which had received stronger support especially from the Chinese community.

“The ETP would have an expanding economic cake because it is private sector-driven. It will benefit all races because of the good economic growth of 6%,” Dr Chua said after chairing the MCA central committee and presidential council meetings at the Wisma MCA here yesterday.

He said the people also responded more positively to Barisan because of the unity in the party.

“If we do not achieve unity, it is difficult to get support outside the party.

“We have also changed our campaign strategy. Notice that there was no big ceramah or dinner? The campaigning was very low-key and emphasis was on human contact,” he said.

He added that no granting of allocations were announced as such moves were often twisted by the Opposition as an act by Barisan to get votes.

“I must say that the move (not to announce allocations) has gone down well. Whatever that has been promised, we will fulfil,” he said.

Dr Chua said there was an increase in the number of people who voted for Barisan including from the Chinese community.

“It has been agreed that MCA will continue to work hard at increasing the support for the Barisan coalition, including Chinese voters,” he added.

On Nov 4, Barisan candidate Datin Linda Tsen Thau Lin of Parti Bersatu Sabah (PBS) won the Batu Sapi parliamentary seat with a 6,359-vote majority.

She polled 9,773 votes, defeating PKR’s Ansari Abdullah who polled 3,414 votes and SAPP president Datuk Yong Teck Lee who had 2,031 votes.

Barisan wrested Galas from PAS with a 1,190-vote majority with Abdul Aziz Yusoff garnering 5,324 votes against Dr Zulkefli Mohamed from PAS who obtained 4,134 votes.

The Central Committee meeting today reaffirms the power and authority of the trustees of MCA to acquire for and on behalf of MCA 313,315,760 ordinary shares of RM1 each in Star Publications (Malaysia) Berhad (the Star Shares”) from Huaren Holdings Sdn Bhd for a consideration of RM1,281,461,458 at RM4.09 per share based on the prevailing market value.

The Central Committee also reaffirms MCA’s beneficial interests in Star as aforesaid remain unchanged both before and after the transfer. The transfer is effected for the purpose of reorganizing MCA’s investments, whereby Huaren Holdings Sdn Bhd will divest its passive investment in Star and increase focus on its investments in unquoted shares and other assets, in order to achieve greater management efficiency and provide maximum return to the stakeholders. MCA’s investments in Star will continue to be passive and long-term in nature.

MCA reaffirms its long held commitment of non-interference in the business and affairs of Star which will continue to be managed and run by independent and competent professionals.

第廿七屆文化節大匯演‧華社領導人一手接一手傳遞‧雨中點燃文化聖火

（柔佛‧新山7日訊）傳一把聖火，象徵延續我們傳承自身文化的使命。

昨晚在南方學院舉行的全國華人文化節大匯演壓軸儀式，即點燃聖火是在開幕嘉賓首相之代表柔州務大臣拿督阿都干尼伉儷蒞臨後進行。

火把由華社高層領導人一手接著一手傳遞，最後由開幕嘉賓們一起點燃。

負責代表傳遞文化火把的是（按排序）柔州華總青年團團長兼火炬禮主任張俊宜、第廿七屆全國華人文化節柔佛州工委會主席陳聯順，最後由新山工委會主席林奕欽、華總會長丹斯里方天興、馬華總會長拿督斯里蔡細歷，聯合開幕嘉賓柔州務大臣拿督阿都干尼等四人，一起在南方之鼎點燃聖火。

儀式一開始，數十名身穿白衣藍褲的南方學院生每人手持一支火把，兩旁排開形成一條火炬之路。這時，身穿鮮紅色大會制服的火炬手張俊宜，在約40名來自新山五幫會館青年團、新山中華公會青年團和柔州華總青年團成員組成的隊伍護航，及在一聲雄壯呼喝聲中，從嘉賓席一路沿著火炬之路跑向中央舞台。

4月起傳遞全柔各縣

陳聯順和林奕欽接著一手傳一手傳遞火把，最後由開幕嘉賓阿都干尼聯合為大會點燃“南方之鼎”，隨之龍獅聞鼓聲起舞，象徵著第廿七屆文化節的27盞孔明燈相繼被點燃，大匯演活動正式開幕。

這項聖火自今年4月份，由文化節工委會成員從馬六甲三寶山帶到全柔各縣，經過昔加末、峇株巴轄、巴力拉惹、亞依淡、永平、新加蘭、笨珍、居鑾等地，於昨晚傳到大匯演現場。

納吉面對黨內外阻力‧蔡細歷：開放政策需華裔支持

（柔佛‧峇株巴轄5日訊）馬華總會長拿督斯里蔡細歷表示，首相納吉在推出各項開放政策及措施時，無論在黨內或黨外都面對了阻力，對首相提出這些有利於華社的政策，華裔應當給予首相鼎力支持。

蔡細歷昨晚為馬華米那務固支會舉行的“全峇蘇添福杯華閩語卡拉OK比賽”籌募活動基金晚宴主持開幕，在會上致詞時如此表示。他也在會上宣佈撥款1萬令吉予米那務固支會。

他表示，若首相推出一系列改革開放及國家經濟轉型的政策無法獲得華社支持，相對的，他也面對來自自己族群的阻力，這將可能令他感到氣餒。

他也強調，華裔應全力支持首相，才有助於落實國家經濟轉型及一個馬來西亞理念。他說，馬華支持首相並非是為了“擦鞋”。

蔡細歷指出，首相於去年宣佈廢除27個服務領域的土著股權固打制的政策已見成效，今年首10個月大馬便有23間公司掛牌上市，去年全年只有40間公司宣佈上市，此外近兩年內掛牌上市的還包括5間來自中國的公司。

多項改革落實一個大馬

他說：“如果說國陣自308大選後並沒有作出改變是不正確的，因為國陣在經濟、獨中及華小教育等華社課題上已經宣佈多項改革政策，正以實際行動逐步落實一個馬來西亞概念。”

由於昨晚適逢加臘士和巴都沙比補選成績出爐，蔡細歷也第一時間在會上宣佈國陣在兩場補選中大獲全勝的消息，引來全場熱烈掌聲及鼓勵。

蔡細歷在會上也不斷感謝選民給予國陣候選人的支持，尤其是華裔選民投給國陣的神聖一票。

Clear swing in Chinese votes, says Chua

PETALING JAYA: There is a significant swing in Chinese support for the Barisan Nasional in the Batu Sapi and Galas by-elections, said MCA president Datuk Seri Dr Chua Soi Lek.

He said the thumping win by Barisan for the by-elections in Kelantan and Sabah showed that the Chinese community was rooting for the coalition.

There are 2,317 Chinese voters in Galas or 20.06% of the 11,553 voters.

“There is an increase of between 40% and 60% of Chinese support this time around,” Dr Chua said while thanking the Chinese community for their support.

Barisan wrested the Galas state seat from PAS with a 1,190-vote majority on Thursday.

Dr Chua said the Chinese community realised the importance of supporting Prime Minister Datuk Seri Najib Tun Razak, the Economic Transformation Programme (ETP) and the 1Malaysia policy under his leadership.

The Chinese had also taken note of a more united and stable MCA which was serving the people as a team, he added.

Dr Chua, who had been in Galas for four days during the campaign period, said he had taken note of the problems in the area and would resolve them as agreed in principle.

“The people are very friendly, willing to talk about their problems and aspirations,” he said.

The two by-elections were the first since the last general election where there was an increase in support from the Chinese community.

MCA deputy president Datuk Seri Liow Tiong Lai said the victories showed that the people are supporting the 1Malaysia concept.

He said the people also welcomed the ETP and the National Key Economic Areas promoted by the Government.

“These are the two main reasons the Chinese voters have returned to the Barisan. They are happy with the current MCA leadership, hence the rise in votes from the community,” he told reporters at the MIC Deepavali open house yesterday.

Meanwhile, MCA vice-president Datuk Chor Chee Heung said the people’s support for the Barisan in Galas and Batu Sapi showed that they were confident that the coalition would be able to bring about development.

他认为，国阵辉煌的成绩，显示出华裔选票已明显的回流国阵。

“我们在补选时，与正副首相讨论不要再像以往一样宣布拨款，因为一宣布拨款作为当地的发展用途时，一些政党就指责国阵大派糖果，侮辱华社。”

他说，国阵改变方式，应该做的事国阵都会去做，例如将当地一所华小的重建计划纳入“第十大马计划”中，而非拨款予该校进行重建的方式。

蔡细历也是马华峇株巴辖区会主席，他昨晚为马华米那务固支会举办的“全峇苏添福杯华语及闽南语卡拉OK歌唱赛”主持开幕后，这样说。

国阵言出必行

“我认为国阵的做法正确，我们当时收集很多人民要求及资料，包括华社及华团的要求，我们答应了（华社所提出的要求）就一定会去做及落实，除非一些属于州、县市议会管辖范围内的问题，就会比较辛苦。”

他表示：“在3·08大选时，我们在加腊士的4个以华人居多的投票站输了400多票，这一次国阵反胜200多票，支持率也从40多巴仙增加至60多巴仙，这对于选票回流国阵，我们感到非常高兴。”

他也说，国阵在补选中没进行大集会，只是办小型座谈会。

询及补选胜利，是否意味着国阵在来届大选时更具信心，蔡细历说：“我没有这个感觉。

PETALING JAYA: The MCA thanked Chinese voters for their solid support for Barisan Nasional in the by-election in Galas and Batu Sapi.

Party president Datuk Seri Dr Chua Soi Lek said the results had been very obvious, especially in Galas, where there was a noticeable swing of Chinese support to the Barisan.

The are 2,317 Chinese voters in the Galas state seat, or 20.06% of the 11,553 voters. Dr Chua said Barisan had won by some 200 vote- majority in the four voting streams (saluran undi) with Chinese voters in Galas, compared to losing 400 votes in the last general election in 2008.

“There is an increase of between 40% and 60% of Chinese support this round,” Dr Chua said.

Barisan won Galas with a 1,190 majority on Thursday. PAS won the seat in the last general election.

The MCA president said the solid Chinese support showed the community had realised the importance of supporting Prime Minister Datuk Seri Najib Tun Razak and programes like the Economic Transformation Programme and 1Malaysia policy under his leadership.

The Chinese had also taken note of a more united and stable MCA; a party working and serving the people as a team, and one that was worthy of their trust and support, he added.

Dr Chua, who had been in Galas for four days during the campaign period, said he had taken note of all the problems in the area, and would resolve them as agreed in principle.

“The people are very friendly, willing to talk about their problems and aspirations, and also listened attentively,” said Dr Chua when asked whether there was any indication of the Chinese swing to the Barisan during the campaign period.

He said the entire team in MCA also made sure the voters made informed decisions; from distributing adequate publicity materials to meeting as many voters as possible to provide them with more indepth explanations on matters affecting them. “We do this in small gatherings in Galas, as well as Batu Sapi,” he said.

Dr Chua said the two by-elections, were the first two since the last general election, where there was an obvious increase in support from the Chinese.

He also noted that there was increasing awareness among the people that the Opposition was good in making promises but not delivery.

Chor, also Alor Star MP and Housing and Local Government Minister, said the more serious floods which affected more areas in Kedah currently had also shown that the Pakatan state government had not been able to handle the problems affecting the people in an effective manner.

The MCA wishes all Malaysians of the Hindu faith a Happy Deepavali. It is a celebration not for Hindus alone but for all Malaysians to rejoice this meaningful day as one.

It is the time of the year again when we are greeted by beautiful lights sparkling from the homes of Malaysians of the Hindu faith.

The kaleidoscope of colours illuminating from each home represents the diversity of Malaysia and the religious tolerance which we enjoyed.

As we celebrate this auspicious festival, we must also appreciate the peace and racial harmony prevailing in the country which allows us to enjoy the celebrations without any hindrance.

Without religious tolerance, Malaysia would not have reached thus far as a nation that has achieved so much.

In line with Prime Minister Datuk Seri Najib Razak’s call for a Global Movement of Moderates (GMM), Malaysians should showcase to the world that we can be an exemplary and model nation against extremism.

We should pursue the path of moderation for sustainable growth, impartiality, equality and reject conflicts and discard the culture of hate and jealousy.

We need to amplify the voices of logic, reasoning and moderation. Malaysia should not allow a few with narrow thoughts to dictate or challenge the ideals of other right thinking Malaysians.

Malaysia is blessed with the diversity of race, cultures, traditions and festivities which makes it a colourful country blessed with the sights, sounds and voices of pluralism.

No voice, whether they are from the Malays, Chinese or Hindus, is less significant than the other. We all have equal voices and no one should be less important than the other.

We have always witnessed the coming together of all Malaysians at the venues of the various festivities. This is a manifestation of our strength that has evolved into an excellent recipe of tolerance, acceptance and co-existence.

The 1Malaysia concept should be given support as it personifies a culture of unity and cohesiveness.

As Malaysians, we should also be reminded that we must stay intact together to strive for the betterment of the country and jointly help grow the economic pie, instead of squabbling over the size of the slice.

Chua: Liberalise more policies to bring in FDIs

KUALA LUMPUR: Malaysia needs to liberalise more policies and open up further to foreign investors to draw in the millions.

MCA president Datuk Seri Dr Chua Soi Lek, who made the call, said that with the country’s foreign direct investments dipping by 81% last year, the logical thing to do was to liberalise more sectors to remain competitive globally.

“Besides enabling the country to attract more foreign businesses and encouraging them to make Malaysia their regional hub, liberalising the market will also create more jobs for our people,” he said in his keynote address at the 2nd World Chinese Economic Forum dinner at a hotel here.

He said the liberalisation of the services sub-sectors and removal of the 30% bumiputra equity requirement for newly-listed companies had made investment conditions less restrictive.

Dr Chua said the increase in the number of listings in Bursa Malaysia indicated that the moves were well received.

Based on Bursa Malaysia’s records, a total of 38 new listings of companies were recorded between June last year (when the equity requirement for newly-listed companies was removed) and Oct 15 this year, he said.

He said that last year, there were a total of 14 new listings but for the 10-month period for this year alone, there were already 23 new listings.

Urging the Government to maintain consistent policies, he added: “We cannot have an ambiguous or flip-flop policy where the right hand does not know what the left hand is doing. If we need to simplify the way of doing business in Malaysia, by all means we have to make it happen.”

Dr Chua said that with the oil and gas sectors reaching a stage where Malaysia was already an established player on the global stage, the Government should consider liberalising the two sectors.

This was to allow more non-bumiputra investors to be joint-venture partners, contractors and sub-contractors in areas such as exploration, platform construction, logistics, deep-sea operations and others, he said.

Likewise, he said, the telecommunications sector should also be liberalised as increased competition would ensure that consumers got the best deals and services they deserved.

The MCA chief said Malaysia should be ambitious and bold enough to initiate a China-Malaysia Economic Caucus to enhance economic relations and explore possible areas of collaboration and cooperation in trade, technology and science.

“The growing outflow of capital from China seeking investment opportunities in the region has begun, and in future years and decades, it could multiply into a flood,’’ he said.

Chua wants more details on campaign incident

KUALA LUMPUR: MCA president Datuk Seri Dr Chua Soi Lek wants to hear both sides of the story of the incident involving Malaysians for Beng Hock Movement.

As of now, he said, the need to apologise does not arise.

He said he would listen to the views from Deputy Women, Family and Community Development Min ister Heng Seai Kie and the Gua Musang division secretary and not depend on what people said or what he had read.

“I need to get more details from Heng and the division secretary to get a clearer picture,” he told reporters at the 2nd World Chinese Econ omic Forum here yesterday.

He said the Teoh Beng Hock issue had been used by a certain political party as a tool to attack the Govern ment.

“The fact that a political party has stooped so low to use this unfortunate incident as political capital, I would say is unfortunate.

“In politics, there must be some ethics, but this issue has been used to distract voters,” he added.

He said the issue had been politicised because if the movement wanted to lobby for support from the MCA, they need not wait until a by-election to do so.

Last Saturday, members of the movement were said to be involved in an incident during a campaign event attended by Heng. Four people were arrested, although they were soon released on police bail.

In Gua Musang, MCA vice-president Datuk Chor Chee Heung said the party was confident of gaining 50% of Chinese voters’ support for Barisan Nasional.

Feedback from Chinese voters in this by-election was more encouraging than the support shown during the 2008 general election, he said.

“The response from the voters has been very positive and they told me they would give Barisan a chance this time,” he said after a visit to Kampung Baru Gua Musang yesterday.

MCA deputy president Datuk Seri Liow Tiong Lai also agreed on Chinese support for Barisan.

“The villagers have long been dissatisfied with the PAS government’s handling of the land lease extension issues,” he said.

Chua: We’ll keep tabs on History

IPOH: The MCA has set up a committee to monitor the contents of the History (Sejarah) syllabus taught in schools following the Government’s plan to make it a compulsory subject in 2013.

Party president Datuk Seri Dr Chua Soi Lek said the purpose of the committee was to ensure that the contents of History books were reflective of actual events.

“We will look at the contents and see where it has not been accurately interpreted or recorded.

“We want to see how History books are presented and later give our feedback to the Education Ministry,” he told reporters here after opening the 83rd anniversary celebrations of the Perak Chinese Assembly Hall here on Saturday night.

Dr Chua said that MCA central committee member Loh Seng Kok, who is also publicity bureau deputy chairman, had been appointed to lead the committee.

“History should be a record of all factual things.

“It should not be politicised or slanted for any political or racial reason.

“It should be an actual record of events that unfolded in the country,” Dr Chua said.

History, he added, should not be only about remembering dates.

“It should be more challenging in the sense that it should teach children the significance of an event.

“For example, what is the significance of Merdeka to all the races?

“Why should we have Malay-sia, rather than remembering when it was formed?” he explai-ned.

Asked if he felt present History books reflected all this, Dr Chua said: “I won’t say it doesn’t reflect this.

“We have gone through the present History book and we have even debated on it.

“It seems to give a lot of predominance to one particular race and neglected in passing on the role played by other races.”

（霹靂‧怡保31日訊）馬華總會長拿督斯里蔡細歷說，馬華曾查看過歷史科目的內容，並進行相關辯論，發現該科目似乎由特定一個種族主導，以及忽略其他種族對國家歷史所扮演的角色。

他說，為了進一步回應教育部將於2013年把歷史科列為大馬教育文憑考試必須及格科目，馬華已成立一個特別小組，監督歷史科的內容。

他說，歷史科將成為必須及格科目，內容或訊息應要真正反映各族扮演的角色，而不是偏袒任何一個種族。

“歷史是記載事實，不應把它政治化或種族化，我們非常關心這個問題。”

他說，馬華委任中委兼宣傳局副主任盧誠國領導這個特別小組，向教育部反映意見，以便確保該科目沒有錯誤詮釋及記載史實。

他昨晚出席由霹靂中華大會堂舉辦的慶祝83周年、婦女組、青年組13周年紀念暨慶賀職會員膺勳聯歡晚宴時，這麼表示。

他說，歷史科目應帶有一些挑戰性，教導孩子有關歷史事項的意義，而不僅是記住日期。

（霹靂‧務邊30日訊）馬華總會長拿督斯里蔡細歷勸告觀賞魚飼養者進行土地測量，以確定他們養魚的範圍和土地面積，然後才與州政府討論，以一勞永逸地解決土地問題。

蔡細歷今日下午在馬華務邊區會與務邊觀賞魚業者公會同人進行對話時，勸告觀賞魚業者進行土地測量，然後繼續和馬華聯絡，馬華將呈上州政府，以進行討論。

他過後向記者說，觀賞魚業者必須要有組織地解決他們面對的問題，而自從他上任為馬華總會長後，這公會即不斷地向他提出他們的問題。

資料須詳細充足

他表示，觀賞魚業者應該要有更詳細和充足的資料，因為土地問題牽涉技術和法令的問題。

他指出，目前州農業發展機構已在處理務邊拉灣古打和拉灣古打重組村的觀賞魚業者的問題，預料將有九十到一百名業者受惠。

至於位於端洛百利新村、雙溪依迪和務邊附近園坵的觀賞魚業者，他說，必須先做土地測量工作。

黃煜添及張歷新：
土地問題十多年未解決

務邊觀賞魚業者公會十多人在主席黃煜添和秘書張歷新帶領下，出席這項對話會。

黃煜添和張歷新向蔡細歷指出，他們於八十年代錫市崩潰後，即開始在務邊一帶廢礦湖飼養觀賞魚，多達90%是在非法地經營，而他們的土地問題，在過去十多年都沒有獲得解決。

他們表示，他們曾經提出土地申請，可是一般上沒有獲得當局反應。

務邊一帶擁有216名觀賞魚飼養者，都是自己經營，他們飼養的觀賞魚，有許多出口到外國。

出席對話會的霹靂農業發展機構官員阿茲米表示，如果這些業者飼養觀賞魚的土地是屬於這機構，問題將很容易獲得解決，可是如果土地屬於州政府，該機構則無權干涉。

蔡細歷今日在務邊的行程包括訪問新咖啡山一間印度廟，而撥款2萬令吉給這印度廟，霹靂州行政議員拿督馬漢順則撥款1萬令吉。

SANDAKAN: Campaigning on the exclusiveness of Sabah is inappropriate, said MCA party president Datuk Seri Chua Soi Lek.

He said that the campaigning method was wrong as Sabah had enjoyed the same amount of respect as any other state since the formation of Malaysia.

“To say that Sabahans have no access to education opportunities or positions in the Government is wrong.

“We have four ministers and five deputy ministers from Sabah in the Cabinet.

“The speaker and deputy speaker are also from Sabah. That shows the amount of respect the federal government has for Sabahans,” said Chua after visiting the Tanah Merah market in the Batu Sapi constituency.

He was accompanied by MCA Youth chief Datuk Wee Ka Siong on the by-election campaign trail in support of Barisan Nasional candidate Datin Linda TsenThau Lin.

“To become a high-income nation by 2020, we need the cooperation of every state, including Sabah,” said Chua, adding that the politics of integration, inclusiveness and development should take focus over promotion of hatred among Malaysians.

“We cannot regard votes as automatic. There is no more stronghold for Barisan, PKR and SAPP and the people are more sophisticated and demanding. So, political parties must know how to respond to this new scenario,” he said.

Chua also lamented the arrogance shown by junior Umno leaders these days.

“They are not fit to be the public’s representative under the 1Malaysiaconcept. What they said about not needing Chinese and Indian voters is uncalled for and unbecoming of a leader,” he said adding that MCA gave the same weightage to everyone’s support.

He added that the Tanah Merah market should be upgraded to reflect the people’s improved standard of living.

他說，凡年齡上了40歲的人，就要特別注意飲食習慣，不能有喜歡吃就吃的習慣。

“這個年齡層的人必須少油、少鹽及少糖。”

他表示，每個人都要做自己的醫生，好好照顧自己的身體。

加臘士補選：民聯活動有吃有獎‧蔡細歷斥言行不一

（吉蘭丹‧話望生29日訊）馬華總會長拿督斯里蔡細歷砲轟，指民聯的領袖言行出現矛盾，當國陣宣佈撥款時，民聯說那是糖果，自己卻舉辦類似“有吃也有獎”的活動，吸引選民參與。他促請民聯領袖們不要講一套，做一套，在指責國陣派發“補選糖果”的同時，自己也舉辦利民活動。

“而且這種說法，也侮辱了華裔選民，好像華裔選民要有錢才會給票。”

蔡細歷是於週五在話望生新村聚友亭會見馬華婦女組排舞班後，如是表示。出席助選活動者，還包括馬華拉美士區國會議員兼農業及農基工業部副部長蔡智勇。

在同一個地點的草場上，民聯則正舉辦一場大型的“領袖與人民親善交流”活動，活動上有幸運抽獎、有獎遊戲、填色比賽，當然也少不了早餐招待。

蔡細歷說，民聯活動的所有出席者都會得到獎品，而出席週五早活動的馬華婦女們，甚麼也沒有拿到。

談及加臘士補選的華裔選票行情時，他希望選民把這幾天來的熱情，化為國陣的選票。

他說，他週四晚會見了加臘士補選國陣競選主任東姑拉沙里，後者也認為這次的補選，各民族的反應比308全國大選更好。

“選民比較熱烈，人民也看得到吉蘭丹在回教黨執政20年後沒有甚麼表現，這種情況不可以再繼續下去。”

他說，他全國各地走透透，發現只有話望生的小販中心是沒有廁所的。

“回教黨州政府連基本設施也不能為人民準備；因此，我希望選民可以把選票投給國陣候選人。”

會瞭解不諳華文教師派華小課題

蔡細歷說，他會去瞭解教總在報章上所指明年有千名不諳華文的國語教師被派到華小的課題。

“我還沒看到這個報導，不過我會去深一層瞭解。現在，我並不清楚教總到底從何獲取這樣的數據，也不清楚這項課題。”

教總主席王超群週四指出，近期一些華小接到教育部的口頭通知，或是在教育局的會議上被告知，明年將有數以千名馬來教師及不諳華文的教師會派來華小執教國文，包括低年級的國文；同時，有關華小必須接受這些國文科教師。

駕大車住大屋仍申請組屋
蔡促知情者投訴

針對副首相慕尤丁於提名前在加臘士州議席推介的“人民組屋計劃”，馬華總會長拿督斯里蔡細歷強調，如果民眾發現有“駕大車、住大屋”的人提出申請，可馬上向他投訴。

蔡細歷是在話望生華人新村的金記酒家裡與當地華裔選民交流時，作出這項保證。

民聯領袖這幾天一再披露，申請“人民組屋”的表格出現兩种樣版，引起混淆，甚至有人說只有馬華黨員才能提出申請。

不過，蔡細歷談論這個課題時卻強調，中央政府準備在話望生市內興建1500個廉價組屋單位，其中一半是保留給華裔選民的，這已證明馬華是公正的處理這個課題。

“如果你們發現那些駕大車、住大屋的人也來申請，你就向我投訴。如果我們沒有幫你處理這件事，你可以罵我。”

他強調，馬華將確保那些符合條件的選民，都能順利提出申請。

拜票大談健康經蔡細歷邀婦女爬山跑步

（話望生29日訊）蔡細歷強調自己健康狀況很好，話望生婦女可以挑戰他爬山、跑步。

馬華總會長的拿督斯里蔡細歷今早到話望生拜票，今次似乎是衝著當地婦女選票而來，所談及內容都是針對女權等，甚至還大談健康經，勉勵當地女性選民要照顧自己的健康。

蔡氏也是衛生部前部長。他在交流過程中一連拋出多個數據，包括國內肥胖人士所攝取營養來源等，甚至還逗樂當地婦女，讚她們的身材標準，沒有太過肥胖。

“你們都保持得很好，我看不到當中有肥胖的人，我也是每天都有準時做運動，如果你們要挑戰我爬山、跑步，你們也未必贏我。”

對補選有信心

他今早到該處和當地的馬華婦女組排舞班交流時，宣布撥出5000令吉予她們製作制服，隨后到話望生佛教會時再另外撥出1萬令吉予佛教會青年團充當活動基金。

此外，他也和兒子蔡智勇坐下品嚐婦女組成員準備的早餐，邊吃邊談笑風生，心情不錯。

在召開新聞發布會時，排舞班成員圍繞在他周圍，他這時笑稱話望生有很多婦女都在做他的后盾。

另一方面，蔡細歷再次否認馬華是來話望生當財神爺，他說民聯也有派甜頭給人民，如果民聯執意以這課題來攻擊國陣，顯然他們是在講一套做一套。

他還說，加臘士選區內的人民都欣見國陣的發展宏遠，對今次補選成績有一定的信心。

Chua: Daily woes will influence votes

GUA MUSANG: The people in Galas take a deep interest in local and national issues, MCA president Datuk Seri Dr Chua Soi Lek said.

He said that folks here would decide their votes based on how they evaluated local issues, from daily problems such as how fast land titles were renewed to how they felt about national development. He also said that national development would also benefit the people including those in Pakatan-led state. He assured Galas voters that Barisan Nasio nal would ensure no states were left behind in the country’s development.

“The Federal Government has identified a piece of land to build low-cost houses here, the first such housing scheme in Kelantan. This is proof of Barisan’s commitment,” he told reporters after meeting several Chinese non-governmental organisations here yesterday.

On the upgrading of SJK(C) Pulai with eight more classrooms, he said Deputy Education Minister Datuk Dr Wee Ka Siong had set up a committee to calculate the cost.

Dr Chua said he was confident of the Chinese support for Barisan.Later, Dr Chua, Tourism Minister Datuk Seri Dr Ng Yen Yen, Deputy Agriculture and Agro-based Industries Minister Chua Tee Yong as well as Barisan candidate Abdul Aziz Yusof visited a Thai Buddhist temple – Wat Gua Musang Wat Uthis Sak Thammo Wararam – in Kampung Chegar Bongor.

Yesterday, Bandar MCA branch chairman Tan Guan Cheng handed over 140 member application forms to Dr Chua and pledged the branch’s undivided support for the Barisan.

Eighty of the 140 applicants were voters in the Galas constituency.

Dr Chua said there were more restrictions living in an Islamic state, apart from not being allowed to consume non-halal food.

“We (MCA) have translated the PAS Constitution, and we want the Chinese to look at it. They do not understand the implications,” he said here last night.

Dr Chua said the outcome of the Galas by-election would be an indication of the Chinese community’s support for the Barisan; and also support for the various transformation plans and changes under Prime Minister Datuk Seri Najib Tun Razak’s leadership.

“It will indicate the community’s support for the current MCA leadership,” he added.

（话望生28日讯）马华总会长拿督斯里蔡细历强调，马华致力捍卫华社权益，若无法履行这项承诺，他将辞去马华总会长职。

蔡细历指出，本身已经曾经通过行动，证实本身是一名「讲得到，便做得到」的领袖。

他说：「若我无法实现这项承诺，我就会辞职，反正我也已经辞职了很多次。」

他今日访问加腊士会见当地华裔居民时致词时说，首相拿督斯里纳吉自上台以后，国阵及巫统已经改变。

他说，只是这项改变并不显著，因为国阵政府需要顾及马来民众感受，政府必需平衡各民族的意愿，国家才会稳定。

补选背后意义重大

他呼吁选民必须做出明智的抉择，以便支持国阵候选人。

蔡细历较后向记者指出，虽然这场补选决定不了大局，但却受到高度重视，因这场补选将让公众了解，华裔选民是否支持纳吉推行的各项改革方案，包括「一个马来西亚」理念、「经济转型计划」等。

蔡细历指出，这场补选也将看出，在他当选马华总会长后提出的「高调论政」，是否得到华社的支持。

他强调，对于纳吉的领导能力及才华具有信心，并深信首相能带动国家的转型。

深信华裔选票回流

他较后向记者说，根据马华在过去2天来在加腊士选区跑动，深信华裔对国阵的支持已回流。

他说，发现当地许多华裔对回教党州政府的表现开始产生不满，因在过去20年来，没见到加腊士出现任何显著的发展。

他表示，以话望生市区的小贩中心为例，当地连一个厕所都找不到。

蔡细历炮轰丹州政府，无论在处理任何事务上都是以宗教优先，使州内的发展受到忽略。

此外，蔡细历也炮轰民联领袖，喜欢引用少数巫统党员在代表大会上的极端言论来攻击国阵，他说，事实上这些巫统党员并不代表国阵领袖的立场。

另外，询及有巫统领袖要求马华与民政党让出落败的议席，蔡细历说，在308大选期间并非只是华社吹反风，马来社会也一样，否则国阵也不会丢失吉打州政权。无论如何，他表示不愿在此课题上，争论谁才是令国阵惨败的祸首，因这种争论是对国阵不利的。

SANDAKAN: Barisan Nasional is a tested coalition with a proven development record, said MCA president Datuk Seri Dr Chua Soi Lek to voters in Batu Sapi.

“They (Opposition) will play up issues but I believe that the voters will not be affected by them.

“Like all Malaysians, voters in Batu Sapi also want development. We have a proven track record,” said Dr Chua, who were among the top Barisan leaders at the Batu Sapi nomination centre yesterday to support Barisan’s candidate Datin Linda Tsen Thau Lin.

He added that the MCA with its 1,200 members in the Sandakan area had pledged their full support for the Barisan candidate irrespective of the party she represented.

“I have met with (Sabah MCA chief) Datuk Edward Khoo and all our members.

“They have given the assurance they will work for the Barisan candidate,” he said, adding that it was in the spirit of Barisan cooperation.

On the Galas by-election, he said the mood of the Chinese voters there was good and he hoped the community would not be hoodwinked by the promises of land.

“Such promises have been made repeatedly for the past 20 years,” he said.

蔡細歷：國人掌握能力差‧英文應列須及格科目

（吉隆坡25日訊）馬華總會長拿督斯里蔡細歷認為，英文更應該被列為馬來西亞教育文憑考試（SPM）的必須及格科目，他擔心國人對英文的掌握能力太差，可能連教師的英文也不及格，因此是說易行難。

他不諱言，如果現在便把英文列為教育文憑考試的必須及格科目，恐怕除了很多學生之外，甚至連教師也可能不及格。

他是週一為一本新書主持推介後，詢及有人認為英文比歷史更應該被列為教育文憑考試的必須及格科目時，如此回應。

他表示，歷史對馬來西亞人非常重要，因此馬華贊同政府把歷史科列為教育文憑考試的必須及格科目。

他說，作為馬來西亞人都應該有一定瞭解的大馬歷史，若要列為教育文憑考試的必須及格科目，就得確保歷史課本真正反映各民族所扮演的角色。

指歷史課本有弱點

他指出，大馬目前的歷史課本有些弱點，一些內容並沒有真正反映各民族在建國上所扮演的角色。

他說，歷史科的重點不應該是強調死背，死背日期、死背數字，而是如何把歷史變得更有互動性，同時強調事件發生的經過及影響。

他強調，歷史課本必須非常清楚的說明各民族在多個歷史大事件，如爭取國家獨立及和共產黨對抗上所扮演的角色。

此外，他說，歷史課本還得說明大馬為何會發生513事件，而國家在這事件上所經歷的種種危機、為何馬來西亞要獨立，以及印尼為何當時對抗馬來西亞的獨立等。

有關首相兼巫統主席拿督斯里納吉日前在巫統大會上發表的巫統7項政治轉型要素，蔡細歷說，其中有6項是和馬華新領導層制定的計劃是大同小異。

他指出，除了沒有討論黨內要零問題之外，馬華還提出親民、把黨的利益放在個人的利益之上、注重團隊精神、使用新媒體及與新選民接觸等的目標上。

168人聯名投訴‧蔡細歷親自調解‧發臭味廠允暫停生產

（柔佛‧峇株巴轄24日訊）峇株巴轄丹絨拉務路七支一家資源回收及塑料再循環工廠，在生產過程中發出難聞臭味，引起當地168名華巫裔居民聯名作出投訴，馬華總會長拿督斯里蔡細歷親自與廠方對話，廠方答應即日起暫停生產以平息民怨。

該工廠租用現有廠址進行資源回收及塑料再生產工作，至今約有4個月，因在生產過程中排放出難聞臭味，引起附近168名居民不滿及聯名作出投訴。

雖然已被當局限令停止生產，但該工廠卻不理會禁令，繼續如常運作。

眾居民在忍無可忍的情況下，有向馬華總會長拿督斯里蔡細歷求助，蔡細歷昨午連同多位馬華市議員及黨要，前往該工廠與廠方對話。

無營業執照濾水池不足

蔡細歷與廠方負責人對話後，也與當地居民對話。他在對話會上不斷呼吁居民要保持冷靜，不要太激動及“話多多”，因為如此一來只會引起更多問題。

他表示，目前廠方已答應停止一切生產運作，但將如常進行那些未涉及生產過程的資源分類工作。

“該工廠並未持有市議會發出的合法營業執照，因此根本不能繼續運作。此外，該工廠目前只設有一個過濾廢氣的水池，並不符合規格，理應擁有至少3個過濾水池，才有助於將污染問題降至最低點。”

‘History must be balanced’

KUALA LUMPUR: The history of Malaysia presented to students must be balanced and document sufficiently the contributions made by all the races, said MCA president Datuk Seri Dr Chua Soi Lek.

He added that the party supported the move by the Education Ministry to make History a compulsory subject for SPM.

Commenting on the content of current History textbooks, Dr Chua said that some parts did not really reflect the contributions of all races.

Dr Chua added that the subject should be more interactive and not only be about memorising dates and personalities.

“It should be more about events and the significant contributions by all the races that first made Malaya and later Malaysia,” he told a press conference after launching Ulam - Salad Herbs of Malaysia book here yesterday.

To a question whether English should be a compulsory pass subject for SPM, Dr Chua said he believed that such a move was necessary.

However, he said it was not easy to implement this at the moment.

“I am afraid many people will fail, including school teachers, because many have a poor command of English,” he said.

Dr Chua suggested that Malaysians master three languages - Bahasa Malaysia, English and Mandarin.

In a separate statement, MCA Publicity Bureau deputy chairman Loh Seng Kok said the syllabus for History should not be politically aligned.

“The teaching of History can influence the attitude of students towards their peers who are of a different race and religion and more importantly, towards nation-building.

“As it is about time to conduct the five-year annual review of the subject, there should be a multiracial panel sitting on the curriculum review committee to oversee the writing of the History syllabus Year One to Upper Six,” Loh said.

He said the MCA had received feedback from parents that History textbooks tend to predominantly favour a particular race and religious civilisation.

他說，可是，要將英文科列為必須及格的科目，不易實行，也具爭議性，因事實上，有許多人的英文科目不及格，無法掌握英文，連一些老師可能也不及格。

“馬來人和華人都重視本身母語，忽略了其他語言，需知英文越來越重要。”

最好能掌握三語

蔡細歷今日出席麥氏集團推介“介紹野生菜（Ulam）”新書禮后，對媒體發表談話；出席者為麥國集團執行主席拿督麥國和集團總執行長麥松滿。

他說，雖然英文是世界語言，但中文隨著中國崛起超越美國成為世界強國，也具有成為世界經濟語言的潛質。

“馬來西亞人最好能學懂3種語言，即英文、中文和馬來文，學習語文與種族無關，但與大環境趨勢有關。”

他說，歷史課本應清楚說明，各族對國家發展作出的貢獻，在一些歷史事件如印尼對抗事件、513事件、馬共鬥爭等。

他說，課本內容不應只闡述和強調歷史事件的時間，更要讓學生了解，為甚么會發生有關歷史事件，如為何發生513事件或印尼對抗事件。

詢及是否需修改或增加歷史課本內容時，他未作出正面回應，但他再三強調，有關課程綱要必須反映各族所扮演的角色。

蔡細歷：勿被土權困擾‧6%經濟成長更重要

（柔佛‧新山24日訊）馬華總會長拿督斯里蔡細歷表示認同首相拿督斯里納吉所說的，即大家別再被土權問題所困擾，眼前最重要的是如何確保國家經濟繼續獲得成長。

他以經濟蛋糕作為比喻說，屆時，國家的經濟蛋糕就會變大，每個族群所分得的蛋糕分量也會增加。

工人薪金少過720

“到時，土著股權未必要30%，有20%已經很多了。”他指出，若大馬每年持續取得6%的經濟成長率，大馬就可成為高收入國家。

“不要讓甚麼30或40%來困擾我們，最重要是確保每年6%的國家經濟成長率，擴大經濟蛋糕面積，來實現成為高收入國的目標。”

他強調，國家若要達到高收入國目標，必須提昇私人領域的投資百分比，從現今的2%增加至12%。

此外，政府也必須提高行政效率，增加利商環境，讓政策更加透明化等，以增加投資者的信心。

另一方面，他提到，大馬在過去10年裡，國民的薪金成長率只有2.6%。這使得國內工人每月薪金少過720令吉，少過貧窮線。

他說，政府若制定最低薪金制，並對各族實施公平政策，錄取各族優秀生進入本地大專就讀，便可解決人才外流問題。

蔡細歷是於上週六晚上在“全國華人文化節基金聯歡晚宴”上，如是表示。

蔡細歷：女公僕有“小約瑟芬” 刁難商人牽怒政府

（新山24日訊）馬華總會長拿督斯里蔡細歷抨擊公共行政系統不只出現“小拿破侖”，還有“小約瑟芬”，存心刁難商人，以致大家對政府心生怨氣！

約瑟芬是拿破侖的第一任妻子，也是法人蘭西第一帝國的皇后，蔡細歷因此順理成章把愛存心刁難的女公務員，喻為小約瑟芬，以此揭露不只有男性公務員愛“擺款”，許多女性高級公務員，也一樣讓商家頭痛，有損政府形象。

嚇跑投資者

為此，他促請公務員改變態度與效率，否則只是換湯不換藥，更會趕跑投資者。

“政府需要更多私人投資推動經濟，因此政策要透明化，還需公平對待各族，減少繁文縟節及官僚作風等，確保私人界對政府有信心，而政府推出的各項計劃再好，必須有效實行，否則計劃終究只是計劃。”

蔡細歷昨晚出席新山中華公會88週年慶、文物館成立一週年暨第27屆全國華人文化節基金聯歡晚宴時，這么指出。

另外，他認為，國家轉型計劃要成功，政府應採取大開放政策，即開放12個關鍵經濟領域，包括石油、天然氣、通訊等，尤其要鼓勵“華巫聯營”。

此外，蔡細歷說，首相同意大馬是時候落實最低薪金制，因為國家出現人才外流現象，並吸引大批“沒有料”的外勞（意即低教育程度或沒有技術），對國家長遠不利。

他引述世界銀行調查，過去10年，大馬工人薪金成長率只有2.6%，有者每月收入在720令吉以下（低過貧窮線）。

他認為，鄰國工人薪金逐步提升，相對工作生產力、技術和工藝也提高，大馬有必要仿傚，而不是單靠低薪金作為競爭條件。

他指出，馬華提出逐步減少土著股權30%課題，並不是剝奪土著權益，而是確保經濟轉型和改革成功，並以國家利益為出發點。

Chua: Bumiputra quota issue raised to ensure plan’s success

JOHOR BARU: MCA president Datuk Seri Dr Chua Soi Lek says he has no other agenda in raising the 30% bumiputra quota issue other than ensuring that the Government’s economic transformation plan succeeded.

“Time is not on our side. We only have 10 years. Let’s not be fixated on this 30%, as the most important thing now is to rapidly grow the economy so that there will be a bigger size of cake for everyone,” he said in responding to a rebuke from Umno permanent chairman Datuk Badruddin Amiruldin, who advised him to work as a team player in the Barisan Nasional and to stop hurting the Malays.

Dr Chua pointed out that under the Ninth Malaysia Plan, domestic and private investments only grew by 2%.

“Under the 10th Malaysia plan, we have to grow by at least six-fold to 12%, which amounts to RM150bil annually,” he told reporters after attending the 88th anniversary of the Johor Baru Tiong Hua Federation dinner here yesterday. On Thursday, Dr Chua had said that the implementation of the social contract could be discussed, but that it should be done behind closed doors.

He suggested that measures be taken to improve the Government delivery system, reduce red tape and create more transparent policies.

“There should not be any flip flop in our policies and there should be no little Napoleons,” he said, adding that it was also important to establish a business-friendly environment.

Dr Chua explained that it was not a question of the Chinese pitted against the Malays but the whole country competing against the world to attract foreign investments.

“If there is good growth every year, then whatever equity the Chinese or Malays get will be meaningful as the cake will be bigger,” he said.

MCA publicity bureau deputy chairman and central committee member Loh Seng Kok concurred with Dr Chua, saying that the party’s suggestion was never aimed along racial lines but purely with the country’s and people’s interest in mind.

議席分配非幾個人說了算他對星洲日報說，議席分配不是由巫統幾個中央代表說了就算，而是由國陣代表大會來決定；他們不是首相，代表們是為了明年的黨選年要提高自己的身份，為了逞英雄而講爽。

他說，這幾個中央代表的言論並不代表巫統，因此馬華不會對此做出反擊。

“我也絕不會讓幾個中央代表的言論影響馬華和國陣的合作關係。”

未質疑30%土著股權

繼巫統代表大會議長拿督峇達魯丁今日在巫統代表大會上以福建話叫蔡細歷不要“kacau”30%土著股權後，蔡細歷也以“議長沒有權力加油加醬”做出反擊。

蔡細歷指身為巫統代表大會議長的峇達魯丁只是主持代表大會，沒有權力針對中央代表的言論繼續加油加醬。

蔡細歷重申，他並非質疑30%的土著股權，而是為了確保國家經濟轉型成功，提昇大馬的競爭條件吸引外資。

他說，身為華基政黨的總會長，他當然要說出這番話，但是這番言論不是只為了華人而說，是為了顧及整個國家的利益。

經濟轉型須私人界支持

他指出，國家經濟轉型的成功必須獲得私人界支持，而要獲得私人界支持，就要視乎私人界對國家的政策有信心與否。

“因此我們要求經濟開放，真正的華巫聯營也可以，這並沒有剝奪土著的股權。”

他強調，他瞭解有關課題對馬來同胞的敏感性，但這項要求並非要和馬來同胞競爭，而是要擴展經濟蛋糕，讓整個國家受惠。

蔡細歷曾在今年的大馬華人經濟大會上吁請政府逐步開放30%土著股權。

（吉隆坡21日訊）馬華總會長拿督斯里蔡細歷認為，人民可以討論“社會契約”這類敏感的問題，但不一定要高調討論，可以通過閉門會議低調地討論。

“雖然納吉談到聯邦憲法153條文、馬來人特權和社會契約時認為，這已經是事實，無需再討論，但是我認為還是可以討論的，但是這項課題敏感，低調討論就好。”

蔡細歷今日出席巫統代表大會開幕式後受詢時說，有些課題不能說完全不允許討論，可以通過閉門的方式，即使是憲法所闡明的特權也可以討論，包括年輕人也有這樣的觀點，以確保推行時採取公平的方式，顧及全民的利益。

他說，任何的國家計劃最基本的要點是必須確保各族群的和諧，只有穩定的社會，國家才能發展。

“國陣應該關心全民的利益，納吉的提醒是適合時宜。”
