（吉隆坡17日訊）馬華總會長拿督斯裡蔡細歷表示，反對黨指「金錢政治」導致議員跳槽是自圓其說的說法，在民主的國家，若議員對本身的黨沒有信心，可以選擇退黨或跳槽。
「這就是反對黨，每次有人退黨，都歸咎於『金錢政治』，當他們（民聯）要國陣的議員退黨時，又用什麼來遊說呢？大家可以做一個結論。」
蔡細歷也是馬華霹靂州聯委會主席。他揶揄，遊說議員跳槽或退黨是反對黨的「強項」，反對擁有豐富的經驗。
他補充，公正黨實權領袖拿督斯裡安華在308大選後，就打出「916變天」來遊說31名國陣議員跳槽，但最終卻沒有議員跳槽。「在民主自由的國家，如果他們對領袖或黨沒有信心，可以退黨甚至跳槽，這是很正常的事。」
蔡細歷今日與馬華總財政兼直轄區州聯委會拿督斯裡陳財和等人巡視在農曆新年期間因火災而燒燬的聚星堂關聖宮重建情況後，召開記者會，發表上述談話。
他也當場宣佈馬華將撥出5萬令吉，協助聚星堂的重建計劃，同時也指示陳財和與聚星堂董事部瞭解情況，再向首相署申請撥款。
他強調，馬華非常關注華人膜拜場所的發展，以確保華裔有足夠的場所進行膜拜儀式。
陪同蔡細歷巡視的馬華領袖尚有馬青中委兼泗巖沫區會主席林熙傑、斯帝旺沙區會主席拿督何遠平等人；接待的聚星堂董事部成員包括：楊中（主席）及葉榮和（總務）等人。

Ministry, merchants reach accord on licensing
KUALA LUMPUR: The Domestic Trade, Cooperatives and Consumerism Ministry and Federation of Sundry Goods Merchants Association have reached a consensus on a single licensing system from July 1 to sell six essential items.
Minister Datuk Seri Ismail Sabri Yaakob said the six items were flour, cooking oil, sugar, fuel, diesel and gas.
He said the federation also agreed to call off its boycott of the sale of flour, sugar and cooking oil, at a meeting with Deputy Prime Minister Tan Sri Muhyiddin Yassin here Wednesday.
MCA president Datuk Seri Dr Chua Soi Lek and his deputy Datuk Seri Liow Tiong Lai were also present at the meeting.
"Together with Liow, we will also consult the related departments on whether other items like the licences for rice, retail, liquor and fire extinguishers could also be unified.
"These goods are not under the jurisdiction of my ministry.
"For example, liquor and retail licences are under the Housing and Local Government Ministry while rice is under the Agriculture and Agro-based Industries Ministry," Ismail Sabri said.
He said the ministry would also simplify the application form for the licence, and there would be no fee.
"We have also decided that sundry shop owners located within 10km of the border are only allowed to get a supply of up to 200kg of sugar, oil and flour while others can keep a maximum of 500kg of these items per month," he said.

接受3大统治品统一执照申请 杂货商停止罢卖官商皆大欢喜
在贸消部宣布杂货商销售6种统制品仅需要申请一张执照后，大马杂货商联合会也立即中止原定于今日展开的罢卖统制品行为，达致皆大欢喜的局面。
贸消部长依斯迈沙比里今日宣布，将杂货商售卖和囤积的3种统制品白糖、面粉及食油配额，从原有的200公斤增加至500公斤。
“在（马泰）边境方圆10公里范围内的杂货商，只允许囤积每种统制品200公斤配额，边境以外地区可囤积每种统制品500公斤。
”
七月一日起强制有零售执照
他说，贸消部将从7月1日起，强制杂货商必须申请3大统制品的零售执照，唯在减少官僚作业的前提下，3大统制品的执照申请将与煤气、汽油和柴油的零售执照合在一起。
“统制品的零售执照申请是免费；煤气、汽油和柴油的零售执照申请费则是每种10令吉。”
“申请表格上有6个栏，杂货商可根据所售卖的物品打勾。”
三种统制品执照年限是五年
贸消部副部长陈莲花稍后披露，3大统制品的执照年限是5年；煤气、汽油和柴油则是每年更新。依斯迈沙比里今日联合大马杂货商联合会会长连兴泉、马华总会长蔡细历和署理总会长廖中莱，在会见副首相慕尤丁陈情后，在国会走廊召开记者会宣布这项好消息。

Namun demikian, adalah tidak dapat dinafikan bahawa pertaruhan sukan secara haram melalui sindiket semakin berleluasa dan di luar kawalan, malah memainkan peranan yang kian meningkat dalam ekonomi “gelap” tanahair, antara lain, termasuk pelaburan wang haram (“money laundering”) serta persumberan kewangan aktiviti-aktivit perniagaan yang tidak diingini.
Ketara sekali, pertaruhan sukan secara haram ini telah menimbulkan banyak gejala-gejala sosial yang memburukkan akhlak sebagaimana yang dapat dilihat daripada ribuan siber kafe di Lembah Klang yang terbabit dengan aktiviti-aktiviti tersebut.
Dalam pada itu, MCA berpendapat industri pertaruhan sukan seharusnya dikawal dan dikendalikan oleh pihak Kerajaan dengan cara yang sama pihak Kerajaan mengawal dan mengendalikan aktiviti perjudian empat nombor ekor atau loteri haram.
Oleh itu, MCA mengesyorkan agar langkah-langkah atau teknik-teknik yang lebih ketat diperkenalkan ke dalam aktiviti pertaruhan sukan; ini termasuk, mengadakan suatu kumpulan usia pembeli, pertaruhan tanpa kredit, pengawalan waktu operasi dan sebagainya.
Daripada pengamatan MCA, industri pertaruhan sukan di negara-negara maju adalah dikawal serta dikendalikan dengan baik, malah gejala-gejala buruk yang timbul dari pertaruhan yang keterlaluan juga dapat dibendung dengan jayanya. Oleh itu, pihak Kerajaan seharusnya mempelajari serta menjalankan kajian yang mendalam tentang pertaruhan sukan yang sah ini dari negara-negara asing berkenaan semasa mempraktikannya di tanahair.
Pihak Kerajaan juga seharusnya berusaha untuk mendidik serta menyedarkan orang ramai tentang keburukan aktiviti perjudian. Justeru itu, pihak Kerajaan semestinya mempertingkatkan lagi usaha membendung dan menangani aktiviti pertaruhan sukan haram sebagaimana Kerajaan menangani aktiviti empat nombor ekor haram dalam tanahair.

MCA proposes strict and stringent conditions be imposed in sports betting. That includes punters age group, non-credit betting, operation hours etc.
MCA notes that in developed countries sport gaming industries is well managed and regulated and rather successful in dealing with social ills arising from excessive betting. The government should conduct an in-depth study of legalized sports betting in other countries for implementing in our country.
The government should further channel resources for public awareness and education against gambling. In addition, the government must step up enforcement in combating illegal sports betting as the way the government handles illegal 4D business .

馬華8萬黨員未登記選民
（吉隆坡15日訊）根據馬華中央黨部的調查，馬華共有8萬名黨員未登記成為選民，因此，馬華中央促各區會指示黨員在6個月內，速速登記成為選民。
馬華總會長拿督斯里蔡細歷指出，依據調查，馬華每個區會平均有5至15%黨員還沒登記，馬華將指示所有黨員須在這半年登記成為選民。
馬華會長理事會召開逾4小時的會議，並針對備戰來屆大選課題進行了冗長及深入討論，蔡細歷在記者會指出，馬華目前有約98萬名黨員，當中有多達8萬名黨員還未登記為選民。
「馬華也建議46名國州議員，在一個月內通過『推特』網站（Twitter），跟選民溝通及推動選民登記運動。」
蔡細歷表示，今年未是時候舉行第13屆大選，並認為來屆大選應落在明年才舉行。
他說，馬華目前剛邁向穩定及團結，仍需一段時間進行整合工作，而政府也剛推出新經濟模式及第十大馬計劃，認為我國的政局及經濟情況料將在明年進一步復甦。
「全國大選通常是每3年舉行一次，而上屆大選剛在2008年舉行，馬華目前也剛剛穩定及團結。」
此外，馬華會長理事會今日也接受馬華經濟局主任拿督斯里馮鎮安博士及馬華青年專才局主任蔡智勇的建議，委任一間專業公司來管理馬華黨產，以免有機會讓任何領袖濫用。
蔡細歷說，這項建議主要是為了更有效及專業化重組馬華黨產，以妥善處理管理稅及人力資源方面的事務，以免出現包括總會長在內的任何領袖濫用黨產的問題。

MCA seeks more Sabah representation
SANDAKAN: MCA is seeking more representation in the state administration to reflect the party’s increasing strength in terms of membership in Sabah.
Party president Datuk Seri Dr Chua Soi Lek said he would raise the matter in his meeting with Chief Minister Datuk Musa Aman at his Seri Gaya official residence today.
“I will be meeting Musa to brief him on what MCA has done in Sabah and what we will be doing to help strengthen the Barisan Nasional in the state,” he said after launching the Sandakan, Beluran, Batu Sapi and Libaran MCA annual general meetings here yesterday evening.
MCA was seeking more appointments in the district and municipal councils as well as posts for Chinese community leaders, Dr Chua said.

（柔佛‧麻坡）馬華總會長拿督斯里蔡細歷表示，峇吉里馬華區會與麻坡馬華區會必須合作，否則很難在來屆大選奪回馬華所失去的峇吉里國席及文打煙州席。
他說，峇吉里區會要重奪在上屆大選中失去的1國1州，最重要的是必須團結，若沒有團結，再好的服務及再多的干訓也無法有效爭取選民的支持。
他說，馬華是“內鬥內行，外斗外行”，連黨內人士都不支持，如何叫黨外人士給予支持呢？
蔡細歷是為峇吉里馬華區會、馬青及婦女組2010年代表大會主持開幕時，作出上述提醒。
他表示，峇吉里區會有1萬2000名黨員，但17%尚未登記為選民。在峇吉里國會選區共有1萬400名合格選民，但只有7000人是來自峇吉里區會的黨員，另外的3400人則是麻坡選區的登記選民。
他說，準候選人若有心要在來屆大選上陣，現在應落力確保黨員登記為選民。
多達30%的峇吉里黨員不在峇吉里選區投票，區會當務之急就是確保這30%的黨員調回峇吉里選區投票。
蔡細歷也在會上宣佈撥款1萬令吉予區會，馬青及婦女組各獲得5000令吉。

若想人民繼續支持 蔡細歷：別太高傲
（峇株巴轄13日訊）馬華總會長拿督斯里蔡細歷醫生希望貿消部長拿督依斯邁沙比里，不要太高傲（“don’t be action”）！他指出，往往就是因為這些當官者態度太高傲，導致人民對政府產生不滿。
聽民意是當官責任
蔡細歷也是國陣總協調。他昨晚為峇株巴轄潮州會館舉辦的“藝人演唱會籌募擴建大廈基金”千人宴開幕后，這么告訴記者。
他說，一些態度高傲及自認不可能做錯的領袖，往往都是人民所不喜歡的。
蔡氏強調，聽取人民的要求是當官者責任。部長必須在內閣為民請命，而不是說他不可妥協，這是不對的。
他指出，首相也強調政府的政策及決策，應通過與人民溝通，才決定是否施行。
不以“對抗”爭取
蔡細歷也透露，他曾與副首相兼教育部長丹斯里慕尤丁討論教育課題后，針對售賣統制品需執照的課題提出討論。
他透露，副首相當然不會說會指示貿消部長該怎么做，因為一般上，部長之間是不會互相指示，而是通過“暗示”方式。
“若部長最終還是‘硬硬來’，馬華還是會找其他方式為民請命。”
蔡細歷強調，馬華樂意協助有關部門，但絕不會干預部門工作，只是要為民請命。
他說，馬華還是能扮演角色解決上述問題，該黨向來也不是採取“對抗”方式爭取，因為問題都能以“坐下來討論”方式解決。
蔡氏說，雜貨商業者認為上述措施只是增加繁文縟節，所以對于業者的要求，馬華覺得是合理的。

蔡細歷：給足夠時間備戰 馬華提早鑑定候選人
（東甲12日訊）馬華總會長兼柔州聯委會主席拿督斯里蔡細歷說，過去的“最后一分鐘才找候選人”的做法是不對的，所以，馬華會儘早低調處理鑑定候選人事項，但不是在最近。
他認為，應該給候選人心理準備，讓他有充分足夠時間，進行準備競選工作及面對大選。
“甄選候選人不會只針對一位，會鑑定2或3人，而且以在大選中勝算比較高的候選人為目標。”
他說，黨不會公開宣布甄選者名單，被鑑定或被甄選者也未必知道。
蔡細歷昨晚為禮讓馬華區會代表大會開幕時，這樣指出。
針對提早鑑定候選人是否擔心引起競爭，他說，這須應用智慧，以不高調方式處理。
提及針對第10大馬計劃提出許多評論，是不是要帶出馬華是敢怒敢言的形象，蔡細歷否認這個說法，並認為，應做的就去做，甚至自嘲以前也有一位很多敢怒敢言的領袖。
他說，馬華除了反映大課題，也不能忽略地方上的民聲發展和撥款，下星期馬華會檢討選民登記及區會黨員非選民的問題。

他指出，本身無時無刻都在自我提醒，要提高敏感度，以善用總會長的權力，確保黨的團結和穩定。

他昨晚為麻坡區會代表大會主持開幕時，如是指出。出席者有麻坡區主席兼柔州聯委會秘書鄭貝川、署理主席何乃贊、財政林向、秘書顏棋豐、婦女組主席王連春、區團團長黃奕明，及區團秘書謝清雄等。
蔡細歷也是柔州聯委會主席。他再三強調，如果馬華要繼續向前邁進，黨的團結和穩定是非常重要，尤其是要面對來屆大選。
他認為，要把黨整合起來這項工作，需要廣大基層合作，與此同時，確保自己採取非常包容的態度和作風來委任黨職，即從州聯委會至中央，皆接受和容納不同的聲音和派系。

他認為，應該給候選人心理準備，讓他有充分足夠時間，進行準備競選工作及面對大選。
“甄選候選人不會只針對一位，會鑑定2或3人，而且以在大選中勝算比較高的候選人為目標。”
他說，黨不會公開宣布甄選者名單，被鑑定或被甄選者也未必知道。
蔡細歷昨晚為禮讓馬華區會代表大會開幕時，這樣指出。
針對提早鑑定候選人是否擔心引起競爭，他說，這須應用智慧，以不高調方式處理。
提及針對第10大馬計劃提出許多評論，是不是要帶出馬華是敢怒敢言的形象，蔡細歷否認這個說法，並認為，應做的就去做，甚至自嘲以前也有一位很多敢怒敢言的領袖。
他說，馬華除了反映大課題，也不能忽略地方上的民聲發展和撥款，下星期馬華會檢討選民登記及區會黨員非選民的問題。

蔡細歷也是柔州聯委會主席。他再三強調，如果馬華要繼續向前邁進，黨的團結和穩定是非常重要，尤其是要面對來屆大選。
他認為，要把黨整合起來這項工作，需要廣大基層合作，與此同時，確保自己採取非常包容的態度和作風來委任黨職，即從州聯委會至中央，皆接受和容納不同的聲音和派系。

Soi Lek: MCA to continue speaking out
ALOR SETAR: MCA will continue to speak out on sensitive issues affecting the people without fanning racial sentiments, party president Datuk Seri Dr Chua Soi Lek said.
Citing Chinese primary schools as an example, he said allocations for them should be based on a need basis and handing out allocations on an ad hoc basis, like during the general election or a by-election, was not the way to do it.
“You must not simply take paracetamol for headaches. You must find out the cause of the headache (and find a cure),” he said at the Jerlun MCA parents’ day celebrations here on Thursday night.
Dr Chua said the Barisan Nasional and MCA might not be perfect but changing the Government was not the solution either.
On the Opposition, he said the people must question them on the pledges they made in the general election.

蔡勉勵馬華領袖‧對敏感課題要敢敢講
（吉打．尤崙）馬華總會長拿督斯里蔡細歷呼吁馬華領袖不要處處避忌敏感課題，保持太保守形象而不敢發言，反之即使發表後須做出道歉，也要勇於表達立場。
他說，馬華領袖已“到時候”需大膽的針對國家重大課題，在不觸動種族緊張的情況下，勇於表達立場。
“如果事後需要道歉，我們也需要勇敢的提出我們的立場。”
他認為，透過勇於表明態度，各族才會互相瞭解和尊重，塑造一個美好的馬來西亞，以及落實首相的“一個馬來西亞”理念。
馬華要作出改變
蔡細歷週四（6月10日）晚出席馬華尤崙區會三機構聯辦“雙親節溫馨感恩”晚宴上致詞時說，馬華長期以來給人太保守的形象，以致華社誤以為馬華領袖是一個不瞭解華社需求，只會關注民生問題的政黨。
“馬華應改變以另一種模式來表達本身的立場，至於在協商成果如何，交由政府作最後的考量和定奪。”
他說，馬華328重選後，馬華要作出改變，即焦點著重於處理大課題，不是局限關注民生問題服務。
他指出，凡是在重大課題上，馬華都要立刻站出表明立場，向華社清楚交代，如馬來土著權威組織發言極端課題以及513大集會，馬華立刻表明立場。
“快熟麵”撥款華小過時
蔡細歷認為，政府過去採取的“快熟麵”撥款給華小方式已不符合時代，相反會引起華社反感和反效果。
他認為政府應根據全國華小需求分配撥款，而不是在大選或補選前夕才出現“快熟麵”撥款。
“我已親自告訴副首相，分配給全國華小的撥款須根據需求適當配額。”
他強調，根據各地華小需求均衡分配撥款，才符合華社的意願。
另外，他承認國陣不是十全十美的政府，執政53年以來貢獻諸多，也做了不少的錯誤，而引起選民不滿。
他說，308全國大選，許多華裔選民響應反對黨“轉變”的口號，期盼大選後有突破性的轉變，這種觀念促成吉州政權淪陷。但他勸請華人不要情緒化投票，應以民聯州政府執政情況，作為前車之鑑。
他也宣佈撥出1萬令吉給馬華尤崙區會及各5000令吉給馬青區團以及婦女組，作為活動基金。

蔡細歷：已向正副首相反映 華社不要快熟麵撥款
(亞羅士打11日訊）馬華總會長拿督斯里蔡細歷指出，他已清楚告訴首相及副首相，在大選、補選中按華社要求給“快熟麵”撥款已行不通，只會帶來反效果。
他說，“給我選票，我給你錢”的撥款方式侮辱了華裔同胞，他已針對教育課題與副首相談了兩小時多，並將于下週再繼續討論華小及華教發展難題。
“副首相昨日指示官員，在未來2週內統計國內1292間華小中需要重建、擴建的款項，再根據需求撥款，而非在大人物前來學校時要多少給多少，如此頭痛給藥的方式，不能瞭解真正病情。”
蔡細歷昨晚為該黨尤崙三機構所主辦“雙親節溫馨感恩晚宴”致詞時強調，馬華不能太保守，不能因一些事情敏感而不敢講、也不要講。
該講就要講
他認為，只要所講的不引起種族緊張就應講出來，若有人聽了不爽，他可以代表該黨致歉，不過致歉歸致歉，必須講的還是要講，好讓其他人瞭解馬華意願、要求及期望，如此各族才能互相尊重。
另外，他也說，馬華重選后把焦點集中在處理大課題上，因為馬華不願華裔說馬華只懂得看溝渠、垃圾、街燈等地方民生及發展問題。
“我已告訴中央及州領袖，地方民生服務工作要繼續做，且因有豐富經驗而做得更好，不過更重要的是在大課題上表明立場，以清楚向華裔交代，而不會選擇‘閃避’。”
籲選民檢討民聯表現
蔡細歷籲請選民檢討和分析，民聯州政府有無帶來轉型及落實大選宣言，好在來屆大選時想清楚民聯是否值得支持，而非情緒化投票。
他說，308大選時很多人看好反對黨，並響應他們“改變”口號，以為大選后將出現大改變，如今他要選民看清民聯在執行及行政上是否比國陣來得強。
他舉例，吉州在2年半裡最大改變，就是以回教黨為首的州政府強調回教價值觀，至于第2改變就是民聯沒落實大選宣言。
“他們承諾中選后將檢討產業估價收費、答應公務員可免息貸款、政府各部門設立托兒所、改善垃圾問題等，如今的市縣議會是否接到投訴后馬上行動、有減少繁文縟節或貪污濫權嗎？”
他直言，換了政府卻沒換公務員，猶如換湯不換藥，而他坦承國陣並非十全十美的政府，也犯了引起人民不滿的錯誤，或有些事情做得不好達不到華社期望，不過國陣確實在執政53年裡付出不少努力。

他週三（6月9日）下午以馬華柔州聯委會主席的身份，與馬青柔佛州分團進行交流與對話，商討該如何加強馬華，確保黨的團結與穩定，也同時討論如何策略性展開宣傳工作。
他在稍後召開的新聞發佈會上指出，馬華過去的宣傳方式過於保守，未來將著重網絡新媒體宣傳。
吁柔馬青展開選民登記
他也率先指示馬青柔州分團，全面展開登記選民工作，並在各馬青區團中至少挑選出兩三名黨員，負責新媒體宣傳工作，同時委任州團署理團長宋乃順負責主持州內新媒體宣傳工作的會議。
“在下週進行的會長理事會，我也邀請所有州聯委會主席出席，並將在會上商討上述課題，確保會議後所有主席知道該怎麼做，並回到各自州屬開始執行登記選民、新媒體宣傳等工作。”
他希望，能在6個月內完成強化新媒體宣傳的目標。
新村撥款可辦親民活動
另外，蔡細歷也說，政府在第十大馬計劃下撥給華人新村的款項，除了用在基本建設上，也可利用來舉辦親民活動。
“通過舉行這些親民活動，確保馬華能深入民間，與當地村民打成一片，而通過一些主辦一些不具政治色彩的活動，來吸引黨外人士參與。”
相信各州馬青會履行職責
另一方面，詢及各州馬青會否同樣積極進行上述工作，蔡細歷強調本身是個樂觀的人，對於柔州馬青以及華裔選民深具信心，相信此州華裔選民會繼續支持國陣。
至於其他分團團長，蔡細歷表示，雖然不大熟悉，但相信各州分團出於愛黨之心，會履行本身職責。
“在308大選後，黨結構依然穩定，雖然士氣低落，但我相信只要鼓舞他們（指馬青），給他們清楚指示，讓他們組織起來，並由總會給予資源協助，馬青也能動員起來，去爭取華社的支持。”
出席週三對話會的馬青柔佛州分團成員包括州團長侯振德、署理團長宋乃順、副團長廖萬慶、州團秘書顏豐守、副秘書林財貴等。

蔡細歷暗示華教課題料有好消息

（吉隆坡）馬華總會長拿督斯里蔡細歷強烈暗示，週三（6月9日）會見副首相兼教育部長丹斯里慕尤丁討論華教課題會有好消息，不過未必會做出宣佈。
“我們希望明日的會議有一定的收獲，有些決定已經知道，但不能宣佈；首相也不會很公開宣佈，因為一些國家敏感課題往往未必要宣佈，通過行政措施來落實即可。”
不會即刻宣佈
他較後補充，週三談了之後，即使同意也不會宣佈，要等到首相或副首相在適當的場合宣佈。
蔡細歷今日（週二，6月8日）與董總主席葉新田及署理主席鄒壽漢會面後在新聞發佈會上說，董總要求會面主要是加強上次討論的課題及馬華草擬的第十大馬計劃備忘錄。
“董總非常關注華小和獨中的發展，他們要確保所提出的建議都列在馬華向正副首相提呈的備忘錄。我也告訴董總，他們所提出的要求都有在備忘錄，我們會一一提出。”

Reiterates call for minimum wage
Message by MCA President Datuk Seri Chua Soi Lek in conjunction with Labour Day
This Labour Day, MCA pays tribute to all workers who in one way or another have contributed towards the nation’s economic growth.
At the same time, we reiterate our call for the establishment of a Minimum Wage Council which would look into gradual implementation of minimum wages according to industries. Minimum wages will ensure that all Malaysians will enjoy a decent standard of living, thus enabling Malaysians to budget steadily and regularly for the family’s monthly expenditure.
Implementation of a minimum wage policy revolves around its effect on employment, productivity, inflation and the country’s competitiveness. It will galvanise changes in the economic model.
The concerns that deployment of minimum wage would make Malaysia a more costly place to do business thereby resulting in a drop in foreign investment is only valid if a blanket country-wide minimum wage is enforced irrespective of sector. However, this concern can be overcome if minimum wage is introduced in high growth sector especially those heavily dependent on foreign workers. This should be accompanied by the government providing incentive like grants or loans to encourage industries to invest, to embark on capital expenditure and training to increase productivity.
Minimum wage should not only be viewed as being aimed at improving the standard of living of workers but also as the driver of productivity and innovation. With a reasonable income, productivity will increase as workers will have a better attitude towards work as their income enables them to sustain their living. A change in attitude by the workers coupled with training and technological investment, will help Malaysia gradually wean off its addiction to cheap and low skilled foreign labour to drive its economy.
To cite an example, the oil palm industry faces shortage of workers which results in employers relying on foreign labour. However, if more research and development are intensified to come out with efficient mechanical harvesters for the industry, this will ensure higher outputs and reduction of foreign labour.Some trial results have shown that with mechanization using the motorized harvesting pole, the workforce for harvesting could be reduced by half, land-to-labour ratio could be doubled, productivity tripled and the harvesting cost cut by 75%. However there is reluctance in heavily investing in R&D to improve and make the machine afforadable as it will be easier to engage foreign workers.
The unemployment rate of Malaysians will be lowered as minimum wage will attract the locals to participate in the labour market and with the reduction of foreign workers it will help reduce the financial remittance overseas by foreign workers that has increased to RM18 billion.
While the private sector may see diminished profits initially when minimum wage is implemented, through innovation and higher productivity, there will be more returns in the long run. It is MCA’s hope that the government will seriously look into setting up a Minimum Wage Council for the progress of the nation and its people.
