Public Transportation System: Urgent Need to Improve Efficiency/ 提升公共交通系统乃当务之急

鉴于政府已减少燃油补贴,燃油价格自然上升。为减缓涨价对人民带来的冲击,政府是时候认真地全面规划和实行综合公共交通系统,尤其在巴生谷、槟城以及新山几个主要城市,建立完善的综合公共交通系统应列为首要发展计划,然后再扩展到芙蓉、怡保、亚庇和古晋。

马来西亚的公路系统向来被全世界公认为最完善、四通八达,这项美誉让我们自豪不已。不过,我国却也是建有最多大道收费站的国家。我国有许多大规模的基建发展,却没有完整的公共交通系统建设计划,往往只是暂时或临时性的方案。现有公共交通的联运系统还不理想,无法鼓励更多人民使用,而公共交通的收费也不便宜。

由于公共交通系统不完善,加上缺乏一体化的火车、巴士和德士综合站,无法为搭客提供便利,他们唯有自行开车。这也是为何许多人尝试以公共交通取代私家车,但都无法如愿。数年前,一项国际调查评定吉隆坡的交通系统比曼谷还糟,而我们却以大马的公路系统超棒、大马在东协有最高拥车率等理由,继续地自欺欺人。
随着燃油价格飙升,对通勤者而言,公共交通系统和设施已成为经济和社会问题。除非政府能改善巴生谷地区的交通系统,否则这将成为民联政府热炒的课题。
除此之外,交通系统的不足也为巴生谷的德士业者带来许多问题。例如在机场,德士营运被垄断。一般上,德士执照只发给那些有政治联系的土著人士。一些执照持有人外租德士执照,以致衍生更多问题。心里的不满和不公的待遇致使许多德士经营者反政府的情绪油然而生。
因此,有关当局应该修改德士执照批发系统,根据燃油涨幅调整及实行较合理的执照收费,并严厉执法对付破坏系统的害群之马。否则,将无法平息公众人士包括德士业者的不满。

Now that the government has partially removed the fuel subsidy, it should now move forward to develop an integrated public transportation system. This should be the number one and top most priority in the major towns in Klang Valley, Penang and JB and subsequently expanding to other cities and towns like Seremban, Ipoh, Kota Kinabalu and Kuching.

While we pride ourselves that we have one of the best road systems in the world, we also have the most toll highways. While there is massive infrastructure development, there is very little development on public transportation system and this is done on a very ad-hoc basis. Besides, there is very little integration of the transport system which deters the public from using the public transport. The fare for public transportation system itself is not cheap either.

Because of the inconveniences that the commuter has to go through and the poor integration of the rail, bus ad taxi, the commuter has no choice but to opt for their own transports. An international study conducted a few years ago had rated the KL transport system as worst than Bangkok, while we continue to convince ourselves that we have a good road system and have the highest number of car ownership in ASEAN.

With the escalating fuel cost, lack of public transportation system has become an economic and social problem to average commuters. Unless the government can improve the transportation system in Klang valley, it will continue to be the hot issues for the Pakatan Rakyat.

Apart from that, the taxis in Klang valley are also facing problem as the result of this poor transportation system. At the airports, there is absolute monopoly of taxis and taxi touts are the first person to greet you when you step out of KLIA. Welcome to Malaysia and be prepared to be cheated by the touts. Taxi permit is given to politically connected people and remains in the domain of the bumiputra. To aggravate the situation, the taxi permit holders outsource their permit for a fee. The taxi operators are left with no choice but to be anti-government and at times to be unscrupulous in order to make ends meet. A revamp of the taxi system from award of taxi permit to a more reasonable taxi fare to reflect the current fuel hike should be introduced and enforcement needs to be stepped up. Until then, public dissatisfaction towards the government will continue to grow.

Dr,Sarawak being as big as west Malaysia have one of the worst public transportation(PT) in the whole malaysia.You know they have even suspend the tourist bus which use to drive the tourist around the city.Here everything that is good goes into the pockets of the cronies.I makes no difference with the partial removal of the fuel subsidy.They are laughing all the way to the bank whereas the rakyat are the ones to get the direct hit.Like what YB Snowdan says to the rural folk to be thrifty in June 9 Borneo Post.Everytime there is a rise in fuel price these guys say it's external factor or the lowest in the region.Come on don't bluff anymore.How can the rural folks be told to be thrifty when they are so poor.You mean to tell them to eat one meal a day while you guys can have 6 meals in the air-con restaurant.Until the next election then we will see who will be thrifty.Adios!

Dear Dr. Chua

With the recent reduction of fuel subsidies, many people have called on the government to improve public transportation.

Unfortunately, in this atmosphere many people will come up with ideas and plans based on the thinking of the past.

With Petrol at RM2.70 per litre, it is time that we realise that public transportation can no longer be 3rd-class in Malaysian society. At the same time we must realise that it is impossible to create effective public transport services unless change occurs in the following areas: Oversight, Planning and Regulation, and Operations.

Oversight must come first. Buying more buses will not solve the rot in our public transport system. The only way to make improvements is to put public transport into the hands of an open Parliamentary Committee, rather than the Cabinet. When this takes places, the planning and decision-making about the future of public transportation in Malaysia will be clear and open and transparent. We will finally be able to build public transport in the interests of the public.

The second step is the regulation. Having strong regulatory authorities at the National and Regional and Local level will help simplify and improve operations, reduce unnecessary competition, and encourage use for now and in the future.

The final step is the operations. Open oversight and proper regulation will make a huge difference. However, the only way the service will be able to see its best improvements are when all of the stakeholders are included in the planning and operations.

在短期內要完成人民所需求的完善公共交通計劃,必定會面對很大的考驗,如不盡快在短期內開始提供服務,恐怕已來不及應付處于水深火熱的人民所面對之困境,高漲波動油價和萬物通貨膨脹。

BERNAS JASMINE AAA 新陽香米, 大概在一個月前所推薦的價錢是RM39.80;今時已確是RM58.80。最怕是從中賺取暴利,低價買入,高價賣出,那就太離譜了!

提升了油價已從中得益,這次公共交通計劃又可讓無數的家伙再次發大財。如果得不到解決的方案,人們肯定苦上加苦。不但不能茍且偷生,還要在身上插多幾刀,真是痛不欲生。

規劃不周到,又偷工減料,還敢哈哈笑!

有姿勢無實在,就緊要是荷包塞不嗮!粵語

If MCA does not stand up to voice out objection to fuel hike, it will be too late to pull back the decline of BN.

The trend is to oppose the move. Those who stand along with the public will be popular. MCA must save yourself by making the right choice.

FUEL Subsidy again? i always say the system is wrong.
planning,implementation,maintianance
and control.

1)free the car market.petrol market price.if you can afford cheap car and paid heavy petrol price.so be it--- which we do not encourage
2) open up rail system .sell land belong to KTM __(open tender.)
3) open up the transport industry, bus, taxi. minibus... you got money,you run , you don't make $$$ closed shop --- fight for survival.see airasia and mas ----??
4) stop extension of highway toll period, let it raise even to
RM 1/KM. if you can't afford, if you are angry .you would used it at least less.then the public transport come in. it wouldn't be that expensive.--- if we do allow the N-S highway to raise toll , do you know how many years left we to have to pay?? i think not many.now after compensation , we pay longer.

one point ,the operator always say every years increased so many no. of vehicle.---- FLOW RATE.-- do you think the highway can accomodate so many car? if a safe distant between 2 traveling car at 90KM/HR. is 9M -----"SAFETY NO compromise.".simple calculation will know it is impossible. to increased no. of vehicle without increased lane,faster pay system and more exit points.why should we pay for more lane, more exist point more enter point?????

kl to ipoh say 200KMx1000Mx2 lane/11m per car =36,363 car in 2.22hours
0r 273 car exit toll every minutes.--- no wonder the highway jAAAAAM in festive period.( even 3 lane, one line suppose to be overtake lane???? i may be wrong??

it time the government survey the whole country and find out,?

社會問題上升到不停,

全職半職兼職不易尋,
老板還要裁員和扣薪,

小本生意個個想經營,
小商人飯碗來得不易,

西蛋餅最后變成碎餅,
吃了肚子感覺沒反應,

公共交通服務不便利,
治安環境讓人嘆大氣,

想盡辦法省來又省去,
日子還是不能過下去,

調整生活方式難適應,
富官第一絕對不愿意,

領袖不與人民齊執行,
人民從何開始去效應,

如交通公具不符民情,
難道應該居入深山里。

dear dr,
I am very impressed with your opinion and the analysis.Your r a very rare breed of the chinese in Malaysia. u dare to speak out and also dare admit mistake and ask for forgiveness. I heard and I also believed that the majority of the people in malaysia had already forgiven u and want u to move on and move forward for the betterment of Malaysia as a whole and BN in specific.I also believe that the people in Malaysia had given the opposition the majority vote just to tell BN to change. The rakyat was with us for past 50 years. That means that they r just like our father who had love us for 50 years but we did not appreciate him and took him for granted.So when they voted 4 the opposition on 8th march 2008, they were painfully telling us (BN) to grow up, be matured and change our behavior. They just "merajuk" and hope BN will change for the future of Malaysia in a globalised world.I strongly believe that if UMNO,MCA,MIC,Gerakan ,PPP and all other component partties of BN can come out with a common reformed agenda, the rakyat will take us back in the next general election.I sincerely hope UMNO being our big brother will not bully us but love us and take care of us. 其实何止巴生谷一带,身在柔佛,我们也深切领教了极度恶劣的公共交通环境!就连基本的公巴,在政府的施政不良下,可以说死的死,倒的倒!公巴经营者在如此不堪的环境下迫不得已,早已一一关门大吉,甚至部份传统的川行路线也一度陷入空白的窘境!贫穷老百姓举步维艰,其实不用等看到油价再起78仙,事实上穷人早已如失双足!试问,交通部长,马华长期在位的交通部长,您在干什么??

蔡医生若上位,能有救乎?愿闻其详...

DR, Your blog is less extreme whereas MT is too extreme. Vulgar language are widely use and there is not much of constructive criticism.Most of the time people are venting their anger and not commenting to the topics.I think bloggers should exercise caution and vulgar language should be excluded from the blog.There are many ways we can get the message through,not by using vulgar words.Come on bloggers, GROW up!

Yes, i agreed with you. But the government need to study very carefully as it will cost a lot. And if it fail, and it will be like throw the money into the sea. As we all know that, our government especially when come to decision making, they always make decision based on their feeling rather than look at the whole picture. These observations mentioned existed since the beginning of time la.. you baru tau ker? I have travelled all over the world and have seen how public transport in other countries have been successfully managed may it be a poor or rich country.

The problem here is that no ministers have ever taken the challenge to try and live like a civilian to experience this creme de la creme first hand! All of these ministers are so spoilt and pampered..ferried all over the place in big comfy cars with ahmats and some even got outriders to open path for them to zoom!! Yah, only ministers have big important things to do, we, the civilians who pays them their salaries got nothing important to do.. How moronic is that!?

This whole public transport mess is a classic case of how hopeless and useless our ministers has been and looks like will always be. Yes, I am talking about the transport ministry.. always held by MCA kakis...

There is no foresight and planning, there is no proper coordination between the relevant ministries. Taxi is a classic.. transport ministry gives duno what license, enterpreneur ministry gives out duno what other license needed! What the flying fcuk is this? No wonder, taximen are like kings on the road! If I am a taxi driver and was rude or obnoxious, I also know that there is nothing anybody in power can do to me!

All these ministers are only interested in whether there is any picture taking ceremony so they can wear corsage, shake hands and look handsome! From Ling Liong Sik aka beehive bisket to Chan Kong Choy aka chinese lap cheong mouth to Ong Tee Keat aka big mose... what has been done? NOTHING!! Every new rule has to be revised and rescheduled and redo countless of times before it can be enforced and even then, it is a half hearted enforcement. Why??

Look at the Bukit Gantang bus crash and all the other subsequent bus crashes.. What has happened since?? Mother of all nothings besides some sandiwara of sympathy!! How inhuman can our ministers be??

Enough is enough already la. With the recent petrol price increase, I think it is time to change government. This current government is a write off case.. as such, there is no need to give suggestions as to how things can be improved. Enough time has been given for the current government to proof themselves.. the people have suffered enough.

For the MCA, the battle for the rakyat support is not totally lost (yet) unless your leaders, especially the President and his Men (and Women! and you know whom I'm referring to) continue to view comments by bloggers with disdain and scorn. The same disdain and scorn they heap on the Opposition and they continue to wantonly try to punish voters in Opposition-led States.

Please tell someone to tell your President to read the postings and comments on the major blogs (especially your blog) daily, to know the real sentiments on the ground, and to accept the fact that in today's cyber-political world, the bloggers are the ones who are now shaping public opinions and thought.

Bloggers will not go away, he (your President) cannot shoo or wish them away. Bloggers population will only continue to grow unabated and they will continue to shake the earth!

Praise be to you Doc, for having your bolg. What's with the rest in MCA? Still huddling together in their caves, sulking away?

Dear Dr. Chua,

The problem with our country is the politicians. They lie or telling the public half truth or diplomatic truth.

With reference to your article in relation to "fuel subsidy", the truth is the government is selling the petrol to her subject at 300% profit (assuming the cost of production and its related expenses is USD30/ per barrel. The price of petrol is sold to the consumer ie near market rate of USD130, based on one calculation in Malaysia Today). Therefore, from today onwards the norm of doing business is 300% profit margin and to the normal working class its salary must be at least basic cost of living times 4, making the wage earner to take home a salary package with 75% disposable income. If the business community makes 300% margin, they will be sent to jail or fine or both for dishonest practice. In the same line of logic, the government should be jail or fine or both.
So, please do something about it.

With reference to yor article in relation to the taxi issues, can one conclude that you are saying that there are "corrupt" practice in place. Then, please make the police and ACA report so that it can be corrected. There, you see, you politicians have been telling us lies, in the broadest sense of word, all along.

We refuse to be stupid anymore, that is why you all in BN did not fare well in the past election. To redeem your sin (telling so many lies), just tell us the truth and nothing but the whole truth no matter how it hurts.
