Educational Opportunities for non-Bumiputra students/ 给非土著生平等的教育机会

在政治领域里,平等的教育机会一直被视为敏感的课题。当政府落实新经济政策,也同时推行“优先照顾土著”的教育政策, 这使非土著非常不满. 对许多马来领袖而言,教育是他们推进土著进步和重组社会的最有效工具。政府厚此薄彼的政策无形中剥夺了非土著享有同等教育的机会,也促成许多年轻人才外流。

马华要说服巫统领袖更公平和民主处理教育政策并非容易。我们认同需要助土著同胞一臂之力,但在提供高等教育、奖学金和专业培训方面,不能为了帮助土著而剥夺非土著同享的机会。当初,政府虽然决定以固打和绩效制作为大专入学遴选标准,但在实行方面却出现偏差。有关当局以相同的遴选准则评估大马高级教育文凭(STPM)非土著考生和大学预科(matriculation)土著生是不公平的。大家都很清楚,这两项课程纲要、考试模式和程度都有很大区别:大学预科班的评估基础为平日课业和月检成绩,大马高级教育文凭则一考成定局,而且难度颇高。把两组不同程度的申请者集在一块儿做比较,所产生的遴选结果当然无法让人信服。换言之,绩效制内也存双重标准,叫人民如何对政府的政策有信心?

无论如何,最近我们看到本地大学对非土著生尤其是华裔生的录取率有明显上升。政府也开放大学预科班的10%学额予非土著生,让有意进入本地大学教育的非土著生有一个新途径。尽管如此,10%学额毕竟非常有限,在僧多粥少的情况下,这项措施再度让非土著生心生不满。
至于公共服务局发出的奖学金,据了解,近年来成功获得该局奖学金的华裔生人数也增加不少,去年有逾500人获得此奖学金。在2000年以前,每年只有约10名华裔申请者成功。虽然情况获得改善,但没什么值得雀跃的,因为由玛拉和通过官方其他管道赞助的土著生人数,远远超过以上数目。因此,我们无需惊讶在一个土著家庭里,所有的孩子都获政府赞助在国外留学。

人民的信息已很确立:你可以帮助土著生,但不要剥夺非土著生应得的权益。这样做只会在新生代阶层酝酿更多不满政府的情绪!

Equal educational opportunity has always been a sensitive and controversial subject in politics. When the government implemented the New Economic Policy, it also created the 'new educational policy' whereby preferential treatment was given to bumiputras, right up from primary to tertiary education. This has always been a sore point among non-bumis. To a lot of Malay leaders, education became a very effective social restructuring instrument to uplift the bumis. However, in their over zealousness, they have deprived deserving non-bumis of access to equal educational opportunities. This has created an exodus of bright young non-bumi from Malaysia to other countries since the early 70s looking for better oppotunities. Til today, there has not been any respite in this exodus.

It has been a difficult battle for MCA to convince UMNO leaders that they have to be fairer, more equitable and democratic in its educational policies. While we realize there is a need to help bumis, it should not be at the expense of depriving deserving non-bumi students, in terms of entering into tertiary education, special training and scholarships. When the government decided to do away with the quota system and introduced 'meritocracy' as the entry to the tertiary institution, we raised the fact that there was unfairness in that bumi students go through a matriculation course whereas non-bumi students go through the STPM. It is not the same yardstick of measurement since the matriculation course is based on coursework and monthly assessments; whereas the STPM exam is a one-off event and often a difficult exam to do well in. So, even in "meritocracy", it is not at a same level playing field.

However, we note that of late, the success rate of non-bumis, especially Chinese gaining entry into local tertiary institutions of higher learning has been on the uptrend. In order to placate the feelings of non-bumis, the government allowed 10% of non-bumi students into matriculation courses, but because of the limited seats available, this has also become another sore point for non-bumis although it represents a new avenue of entry into tertiary education. In a way, it is too little, too late.

As far as scholarships are concerned by JPA, the numbers of successful Chinese with JPA scholarship have also been on the uptrend, about 500 plus last year, way above the usual less than 10 before the year 2000. However, these numbers are way below that of bumi students sponsored by MARA and various other government linked initiatives. Hence, it is not surprising to find a whole bumi family where the children are holding government scholarship and studying overseas. You can help the bumi students but do not deprive deserving non-bumi students. It breeds anti-government feeling at a very young age. Imagine your classmate doing worse than you in class and yet getting a place ahead of you, who has performed better. How would you feel?

Not only the un-fair practice but also the decline of the educational standard. We have two education ministers, one takes care of primary and secondary and one looks after the tertiary, but none perform well enough to upgrade the standard. We see the education minister suggests students to bring toys to schools after the fimal examination, we see also the "suka hati" change of school holiday schedule. It is child play. They are just not put in their heart and soul or their intelligence is limited. Unless, we let MCA in charge of the education ministry, we will see the situation worsen. Can Dr. Wee walks his talk?

A true Malaysia will emerge only when the words bumi or non-bumi are erased from the kamus. The malaysian IC and passport or even the birth certificate I hold may look the same, feel the same... but in actual fact.. they are not all the same. Skin colours are more important. Non-bumis are being treated like second class citizens.

how would you feel towards your fellow bumi friend when you stood beside him knowing full well that he did less well in the public exam and yet was awarded with scholarship to study in the same university?

End result...you are brewing hatred, contempt and disgust amongst the bumis and non-bumis. A sure good way of segregation by the government.

the most hilarious joke i recently learnt was tht certain degrees/qualifications from the TAR college are not even recognised by the M'sia government!

I agree that most non bumi students feel deprive of opportunities and feel descrimination. Since most chinese parents send they children to chinese language primary schools which are treated as step children by the goverment, they developed the seige mentality and persecution complex from an early age. So it should not be surprising that when given a chance these resentments will surface years later, like in the last general election and deliver a lesson to their oppressors which they feel is the UMNO lead goverments.

I think is really a mindset. At the end of the day, the chinese will fight for their pride into getting a better qualification. But then again, the population of the Malay and more than 50% of the country. 1 out of 10 people. 1 is india, 2 are chinese, 7 are Malays. Even though we see that so many Malays are in our local University. But there are a lot more that didn't manage to get it.

To my Chinese brothers & sisters, do not hope for any government scholarship until Dato Seri Anwar form government.

However there is no need to wait for any government scholarship, if you have the entry requirement for admission to a good University, THEN i ADVISE YOU TO STUDY BY DISTANCE EDUCATION. This will give you a fine degree from a recognised University. Do you know that the University is not recognised in most of the developed world ? Univeristy is not recognised because they do not have external examiners and therefore most other univeristy will not accpet a degree from Uni Malausia.

You can study by distance education even at the University of Singapore. The saving in money terms is that you save on HOSTEL FEES, lower University fees, and all you need is to know how to Email your essays. Think about it. Do a distance education course; and be acceptable anywhere in the world.

Forget Malaysia !

Now you bring this up. You are right on your points. Apart from the usual injustice that we always heard, 12A can't get scholarships and etc., and the points that you bring up, I feel there is something that BN not realised, and this actually translate to votes in PRU12, in my opinion.

It is dissatisfaction among non-Bumi parents! They vote for their children. You can give non-Bumi alot of goodies and security, but if they think their children have no future in this goverment, they will not vote for you. BN needs to understand this. To me, this explain, why racial cards, doesn't really have the impact in PRU12, this is because non-Bumi parents feel that they need to vote for their children, even though it risk another May 13.

You can threat non-Bumi badly, yet they will votes for you if you play the cards right, like the racial cards that we always talk about. But, if the government makes life difficults for their children, to the extents, the children have to study and work in other countries to survive whilst Bumiputra does not have the same problem, the parents will be very dissapointed. There are only 2 outcomes, the children doing well and recognises in overseas, but it means the parent lose their children, because the children are not coming back. And also there is another possibility, the childfren doing badly in overseas and suffer, and maybe involve in vice activities, the parents will be very dejected too. Either way, the parents, consciously and unconsciously develop the anti-government feeling in their hearts due to the government cruelty to their children, and no amount of things MCA or MIC can do to repair this.

You just put it in their shoes,if you are parents of the children, will you still vote BN? And guess what, the percentage of dissatisfied non-Bumi parents are increased in every PRU, and I believe for the next few elections, if no drastic change from BN, no matter what strategy BN used, and if they overlook this factor, they will hit again by the dissatisfied non-Bumi parents.

And we still have MCA or MIC leaders that are very proud of doing some small favour to the people they represented like providing good service and demands vote. Chinese and Indian parents are getting worried day by day, and if they can afford it, they will migrate to other countries for their children sakes. Chinese and Indians are marginalised in Malaysia education system, and indirectly create family disunity, abuse is happening here and BN fail to see it the social issues created by their unfairness. And what MCA do? Boasting that they does alot to the Chinese community in education?

What a joke!

I don't see MCA can improves on this area, because to improves in this areas, you need UMNO to change. It is difficult to ask others to change, furthermore it is UMNO, which is on their comfort zone for more than 50 years.

MCA needs to disassociate themselves from BN for Chinese sake, if they really want to represent Chinese.

Dr Chua,
I have found your postings considered and thoughtful even if I may not agree with all your positions and take on things. I wish you could have had such a platform when you were still in parliament/government. Perhaps Tee Yong, should he share the same views, be encouraged to now raise these constructively, politely and firmly in parliament?

Before I comment on this piece, I wonder if you may wish in the coming days to talk about Ka Ting's apparent new found independence. I am referring to his motion of thanks to the Agong in Parliament where he touched on a sensible approach to tackling conversions into, and out of, Islam.

As for education these are my thoughts:-

1. we should distinguish between merit/ excellence based scholarships and means/ needs based financial help.
2. for merit/ excellence based scholarships - the only thing that matters should be academic criteria with maybe some consideration to ECA.
3. Needs based should exactly what it says - based on needs. As bumiputra population is the majority and as poverty is greater in that community than the others in absolute numbers if not necessarily percentages, then they will benefit the most. But poorer indian students will also benefit.

If we adopt these stances, then I think v few people will have a quarrel with it. However, now, it is possible for well off malay students who do not do very well to be given lucrative scholarships abroad whilst not well off (but not necessarily poor) chinese and indians who do better and are not offered any help. This grates badly.

As for entrance requirements - we should work towards a common standard. The sorry patchwork that is our tertiary education right now is producing some reasonable graduates, not because of it, but despite it!

Everyone should go through sixth form and take the same exams - perhaps it is time to review the STPM syllabus because at that stage of education - it should be more about teaching people to learn new things on their own, analyse, criticise and propose alternatives and not just memorise and regurgitate. Perhaps there is still a justification that for students in rural areas where education facilities are basic and inadequate to be given some handicap points when evaluating their University application (but not the exams). I seem to think that the constitution requires certain preferences to be given to Malay students - is this right? If so, then there is nothing to be gained from trying to change that but that should not be used as a backdoor to admit people who are clearly not up to grade. And quota or not, once in, they should have to compete equally.

What I think is important is that we have a clear idea of why we do what we do in giving scholarships and setting entry requirements. As long as these are justifiable, articulated and enforced transparently and consistently, then the majority of people will be able to understand and accept these policy positions.

So in summary it is not about giving 1 to a chinese for every 2 the government gives to a Malay but let there be sensible rules based approach which rewards excellence but have a component that takes care of the less fortunate amongst us.

Racial intergration should start early in schools. But what is happening at this moment are policies introduces by mostly Malay headmasters (whether scantioned by MOE or not, god knows)were clearly biased towards non-bumis. Even my daugther asked why, despite being the 23th best performing student in the entire school in Form-1, she was alloted a place in the third best class in Form-2. Despite another 19 non-bumi students were ahead of her, only two non-bumi students were given places out of 40 students under this Rancangan Khas school program. I had to explain to her why such discriminatory policy exists and don't feel discouraged. I even took her to attend political ceramah during the recent election to understand why non-bumi are being discriminated. Even my nephew with 10A1 in STPM was not given a course of his choice but instead given a course in Forestry in a Uni in Sabah.
Despite "tongkat" treatment to the bumis, their quality is left much to be desire. I once interviewed some bumi graduates from Mara Uni and UPM, none of them could even fill in the application forms correctly much less trying to converse in English...despite knowingly english was important when looking for a job in an American company.
Does BN, meaning Umno, has the will to admit these policies are harmful to the future of the country?

Education system has not been fair since I don't know when?
It is because of this, that many talented and brainy Malaysian have migrated.Thanks to the fairness of the BN. If only they would follow meritocracy strictly and show transparency then maybe the non bumi will be happy.
Like they always says "may the best man wins" be it in education too.

I am surprised that bumis are getting multiple offers even for 3A's. For 8A's a handful of bumi students already receive offer from Matriculation College, JPA scholarships and UPU. It's a pity we chinese don't even receive one.
Do you think they still want to vote for the present govt in future ?

I have been living with a corrupt judiciary for the last 8 years; and Judge Dato Zainon binti Mohd. Ali was the presiding judge at the court first instance. I had been writing to many, people like the A.-G., the Chief Judge Malays, President of Court of Appeal, Tan Seri Zaki, President & Secretary of Bar Council etc…etc that Judge Dato Zainon binti Mohd. Ali, had criminally dealt with my wife’s Originating Petition to wit, she aided & Abetted respondents’ perjury & Forgery, OBTAINING MONEY UNDER FALSE PRETENCES, Perverting the course of justice, conspiracy to pervert the course of justice and the most obvious crime committed by Judge Zainon binti Mohd. Ali is the criminal offence of MALFEASANCE.

There are already laws in existence under the penal code of Malaysia and the English Common Law that Malaysia subscribes to under our Malaysian Constitution.but be that as it may, THE FAULT LIES IN a total lack of judicial of ETHICS AND IGNORANCE OF THE LAW BY OUR JUDGES.

I refer to the above Originating Petition to raise an issue of abuse of power perpetrated by Judge Zainon binti Mohd. Ali, who was the Judge of the court of first instance in the adjudication the above Originating Petition.

Judge Zainon binti Mohd. Ali had approved the respondents’ application for security of costs of Rm.60,000 and which sum was paid by my wife; and upon payment of said security for costs; Respondent Stephen Lim Cheng Ban followed up by a 2nd and subsequent application for striking out of said Petition. This 2nd application for striking out was made even in the absence of any order for setting aside of the Order for security for costs nor was there any application for setting aside of the 1st order for security for costs.

In these circumstances Judge Zainon binti Mohd. Ali had abused her powers, because the order for security for costs had been enforced by the Respondents by their acceptance of the Rm.60,000. This acceptance by respondents of the Rm.60,000 constitutes their undertaking that upon payment of said security for costs Respondents all undertake to defend the petition in court. There was no appeal against the order for security for costs.

The facts stated above support my contention that said Petition is still an active case and Judge Zainon binti Mohd. Ali’s order for striking out said petition was ineffectual in law because if respondents were unhappy with the order for security for costs THEIR ONLY RECOURSE WAS TO APPEAL against said order for security for costs, WHICH THEY DID NOT. There is no ground for Judge Zainon binti Mohd. Ali to allow respondents to keep their Rm.60,000 security for costs and not set the petition down for hearing.

This Petition had gone on for 8 years, while the petition is still an active petition. Our solicitors had appealed against the order for striking out of said petition against my advice. There is no grounds for appeal because we are happy with the order for security for costs and we did not appeal against the order and we paid said Rm.60,000 pursuant to the order for security for costs.
I appeal to your Royal Highness and to your sense of justice because you were a former Lord President of the Malaysian High Court.

The obvious abuse of power by Judge Zainon binti Mohd. Ali has consigned my wife’s petition into the twilight zone, because her petition is still active in law and we are happy with the order for security for costs and Judge Zainon binti Mohd. Ali knows that she is not, in the circumstances EMPOWERED TO MAKE THE ORDER FOR STRIKING OUT OF SAID PETITION; There is no recourse in law for us and the appeal filed by our solicitors IS BOGUS ! Judge Zainon binti Mohd. Ali had by her abuse of power destroyed the appeal process in our case.

The action and irresponsible conduct of Judge Zainon binti Mohd. Ali was deliberate to cause maximum damage to me & my wife because I had complained of her to the Lingam Tape CJ Faroz. Who as my former classmate in Singapore Law School.

There is no accountability by our Judges EVEN AS IN MY CASE SHE (judge Zainon binti Mohd. Ali) ACTED CRIMINALLY. From this letter I am inviting Judge Dato Zainon binti Mohd. Ali to take legal action against me to clear her name, I have so many times provided her with cause of action to take me to court, so why does she not do so ? By this letter alone she can LAY CRIMINAL CHARGES AGAINST ME FOR CRIMINAL LIBEL AND SEDITION ! Come Judge Zainon binti Mohd. Ali show us that you really know the law and come to Australia and apply for my extradition !

2 Government is very generous
it spend billion in ,pre education, infra,primary , secondary ,STPM matriculation. then stop.
Singapore, Australia, USA,UK... enroll or top student.
country lost top people, family may have lost their son or daughter !

3) language is a plus or a burden

if all the private students in primary and secondary students, join the government school, how much $$ must be spend?? for intra, teachers, overhead??how many more places must be allocated for them in the university?

students with additional language skill,should be given extra (additional ) point when enroll in university.

dr chua as a johorean you should know the number of good non malay students deprived of scholarships and places to universities being welcome to singapore in open arms? the government just cant be bothered about the exodus of good students being suck out of the country just because of their colour of skin and now these scholars are being offed good positions and very well paid and pampered by the singapore government and you give me a reason why must these people come back to serve the country? They have been deprived of good education opportunity and assistance and they already have the unfair practices of government policies in their hearts and do you think these people will vote for the government? this is what happen in the March 8 tsunami, these group of new voters and interlectuals has voted against the government and i dont blame them. what has mca done for poor bright non malay student?

我很認意ck Loh所說的間接的嚴重影響了非土著家庭。

以一些中等華裔家庭為例子:-父母通常會喋喋不休和碎碎念的不停提醒甚至責罵鞭打自己的孩子,原因是非常清楚孩子要在自己的國家里以不公正的制度下和同胞們在機會渺小,狹窄空間里拼盡死命的競爭。

雖然父母理解那是很不簡單,自己也是過來人。但是那種情緒是自然而然的產生出來,也是惡性循環的一種,大家可以想象是多么的恐怖呀!

孩子只有默默承受,訥喊,逃避,變得叛逆,遭受精神壓力或自殺。父母親來來往往的接送孩子補習所花費的金錢與精神負擔也構成了夫妻之間的爭執,父母對孩子的抱怨聲音也開始朗誦起來。還有很多很多種的問題。。。。。

孩子會有快樂的童年嗎? 父母是不是把自己的孩子帶到恐怖的世界,馬來西亞!

Everything under EDUCATION in Malaysia spells TROUBLE! From the way how syllabus are regulated to the quality of teachers to opportunities for non-bumi students to study in any local colleges or universities spells TROUBLE!

For me, I dont think it is possible for anyone to be able to offer any substantially possible solution to what is going on pertaining to how unfair or restricted non-bumi are in terms of education. As long as the Constitution spells privillege in favour of the Bumis, we are simply wasting time fighting and hoping for a fair deal.

We, the non-bumis are made to beg, plead, negotiate just for a few extra place in the local institution of higher learnings every year. It is so demeaning! We are not bond maids.. We are not slaves, We are definitely no kadams! So, why should we be made to behave like one?? I personally rather work my pretty ass off by having 2 jobs to scrimp enough money to send my girl overseas than to beg! Afterall, the quality of education here may it be primary, secondary and tertiary is simply worse than lousy and I wont beg/plead/negotiate for it!!! What would you make out of this when you hear a teacher say this..."put your foots together"?? I flipped!

Anyway, I believe that we are paying the price of meddling with the law of nature pertaining to elimination of the weak.. See the type of so called graduates we have churned out!? "Speaking the England is cannot.. writing the England is lagi cannot.... Understanding the simple England also is cannot.. Can speaking the Bahasa??" Continue with this so call helping the weak and we will all sink together with them.

More than 20 years in politics especially involve in MCA, you should know better.

Embrace a capitalism democracy government fromt the British colony master.

Then be prepare to learn that bankers, businessmen-property developers and their associates own the government, land, properties and all other labour workforce.

They, the capitalists, occupy the top half of human food chain in Malaysia.

Money or capital or nation's resources should be devoted into developing and promoting trade and commerce.

Building more infrastructure like road,highways,railways, etc..and property development should be the first priority as these activities benefit the capitalists' class.

So why bother with educational opportunities for the bright students?

Aren't these the BN-present Federal government's battle cries?

Maintain Industry!
Glorify Capitalism!
Exterminate Wood!
Extinguish Fire!

Dr Chua,
Again it is the unfairness of the BN in equal rights dissemination. I maybe controversial but my opinion is that we get our own house in order, not just MCA but the entire Chinese community. It means working with opposition, the neutral bodies, NGOs, clans, trade bodies, etc.
We have to show that Chinese are united and able negotiate for our rights without any fear of racial cards and repercussions.

If MCA is not going to do this, I am sure Lim Guan Eng is slowly moving towards it.

I agreed with jpgun, as i am from johor as well and understand the situation. I have few friends from johor Chinese High School been offered the seat in NUS and NTU and after they graduated, few jobs been offered with good paid and later on the Singapore government offered them PR or Citizenship. Why they been offered? It is because they have a very good result in study. As we can see some of the CEO or MD or even Chairman in the Singapore companies are Malaysian. Why our government can't keep them and offered them like what Singapore government do? WHY???? They are talents of malaysia. Some of them tell me that, they have no choice but to leave the home and country as they can't get any seat in local uni. Equal opportunity should given to all Malaysian, as we call ourselves Malaysian, don't care you are Malay, Chinese or Indian or others. Equal opportunity should based on their result not on the Races or Skin colour. If government can practise equal opportunity, i don't think anybody will leave their home or country to work abroad. I really hope that, this will happen in the future soon. God bless........

Let me tell you the feeling of a parent here.

When my son got his SPM, he couldn't even get a letter to say his application for study loan or scholarship had been rejected even though he got 10As (9A1 & 1A2). Not even a letter of acknowledgement.

As a parent, we think he deserved better. We pawned everything we got and send him to the best university we can find. In his final year in ANU last year, I went to the Immigration dept in Melbourne to get the VISA application forms and tell him to stay there. Don't come back and left him a copy of the MAY 13 book.

Pained as we as parents felt and he even have the notion that he is not wanted by us, but we have no choice. There's no hope for Chinese in Malaysia. Political parties are all the same. 50 years had passed, what have we achieved? Parents like myself feel oppressed. Even though we would be the 3rd class citizens in another country, we rather take that chance than to stay here and rot.

Now is the time that we see some hope that Malaysia will change but the thoughts are still the same. MCA will still be the mistress to UMNO. All political leaders will still lined their own pockets.

In MCA history, we have Koperasi issues, we have CBT issues, we have PKFTZ, we have Team A & B, etc.
If you care to dig deeper on how the Koperasi worked, you would know what I mean. No one work for free, just make sure you work with conscience.

When are we Chinese going to stop fighting? It is as though MCA is condemmed to be concubines and mistresses for BN.

To all MCA people out there, work with your heart if you claim to represent the Chinese community.

I have 4 kids.This was my 4th times voting in this ELECTION.And this ELECTION brought a lot of change-over.
Before this ELECTION,As a full time housewife, I do not TAKE CARE/CURIOUS get to know MALAYSIA politics.
I can say that because you, I KEEN to learn and read the news from paper, listen from radio or even I visit your BLOGG.My husband also surprise why suddenly I feel interest to you.
